Bengaluru: Congress' student wing accuses minister Rayareddy of committing multi-crore scam

Bengaluru, Dec 6: The ruling Congress party’s student wing, National Students' Union of Indai (NSUI) has accused Higher Education Minister Basavaraj Rayareddy of perpetrating multi-crore scam in purchase of blank marks cards for various universities.

NSUI state president HS Manjunatha has submitted a memorandum in this regard to AICC General Secretgary in-charge of party affairs in Karnataka KC Venugopal against the Minister in Bengaluru on Tuesday.

He demanded "to immediately instruct the minister to withdraw the order for purchase of marks cards."

Manjunath has in his memorandum said that Rayareddy has shown undue favour for a private vendor based in Mumbai by forcing the state government agency Mysore Sales International Limited(MSIL) to source the marks cards from this Mumbai company by violating the rules and regulations of tender process under Karnataka Transparency in Public Procurement Act.

"The actual market rate of the such quality marks cards and certificates is between Rs8 and Rs12 whereas MSIL is charging Rs36.50 plus taxes. The actual rate for printing is Rs4 per marks card, whereas MSIL is charging Rs35 plus taxes. Both put together MSIL is charging more than Rs90 per marks card. the quality of the marks cards and certificates is worst and due to this it is easy to fake or duplicate the marks cards. Due to this renowned universities are losing their reputation and students are in panic," Manjunath has said in the memorandum.

The Mumbai based vendor is a broker of MSIL is involved in selling fake marks cards and certificates our universities in other states, Manjunath has said in his memorandum.

Blaming the minister, the NSUI leader has said, "the previous Higher Education minister had clearly rejected this idea after consulting the universities in January 2016. But the present minister(Rayareddy) has forcefully did it. This fraudulent practice is affecting several universities and students. This informaton is already with the opposition party and they are waiting for election time to damage our party's image."
