Udupi, Apr 24: State revenue minister Kagodu Thimmappa directed revenue officials in the district to dispose applications pertaining to 94 C at the earliest and also instructed them to give top priority for drinking water at a district level review meeting with revenue officers at DC’s office here on Sunday April 23.
Report on drinking water
The minister instructed the Thahashildars to collect report on drinking water supply from VAs, PDOs on daily basis and submit to him.
District commissioner Priyanka Mary Francis revealed that the fund has been released to every district for water supply. "The district authority is supplying water to 42 villages through tankers. An amount of Rs 2 crore is unused in the drought management fund which should be used only for the purpose of providing water. There is no provision to use that fund to repair roads, damaged by sea erosion," she said.
Taking the issue into account, district in-charge minister Pramod Madhwaraj and MLC Kota Srinivas Poojary urged to simplify rules in using specified funds released under drought management.
Taking quick action, minister Kagodu immediately called up secretary of revenue department Gangaram Baderia and instructed him to look into the problems of management of funds. He passed strict instructions to the officials that anganwadis, schools and colleges should never face water crisis. The minister also instructed the DC to send a detailed report on all the issues related to the district.
A few officials complained about private contractors who are not ready to take up bore-well contract work under Ganga Kalyan Yojana due to delay in payment.
Karkala MLA Sunil Kumar said that there was no separate compensation for repairing of cow sheds and reinstalling wiring, which was damaged by heavy rain.
'Dispose of all 94C and 94CC applications'
Minister Kagodu instructed the officials to allot title deeds under 94C and 94CC of Karnataka State Land Revenue Act to the eligible applicants. "If there is shortage of surveyors in the district, the concerned department can use private licensed surveyors, a Thahashildar as the lawful authority to deal with Podi, Mala and Pakka Kodi issues. He will handle the surveying if the land is more than 5 to 10 acres. A special drive will be started to deal with large track area of land, after discussing with DDLR and DC," he said.
Under 94C, 700 applications from Karkala, 150 from Brahmavar, 400 from Udupi and 350 from Kundapur are at the village accountants' office ready for disposal.
Under 94CC, as many as 7468 applications are in line for disposal. Out of them, 18 are from Kundapur, 2865 from Udupi, 2601 from Karkala, 1984 from Brahmavar and none from Byndoor taluk.
Kundapur Thahashildar informed that nearly 150 families in Shiroor village are waiting for RTC for DC Manna land since 60 years.
Kagodu said that there is no need to ask opinion from forest department regarding deemed land. He also instructed the Thahashildar to convince people and follow government orders.
A meeting was held on forming separate measures to sanction land under city municipality, town municipality and Mahanagara Palike. It was decided that a date would be soon fixed to distribute RTC and also that a report will be prepared to be distributed to the eligible beneficiaries.
Speaking on Ashraya housing scheme, Kagodu said, "A Forest Right Committee including DC, AC and DFO should work together to distribute lands for beneficiaries. Families should be residing in their land prior to 2005. Agriculture or farming activities should be done from 75 years. Also, a strong evidence is required to prove that the land is the applicants'. The concerned department should verify the land if it comes under the forest department."
