Police most corrupt; religious leaders too not immune: Survey

NEW DELHI/BERLIN, Mar 7 (Agencies) : Religious leaders in India do not enjoy immunity from the corruption tag with a survey showing today that 71 per cent people see 'some or all of them' as corrupt, though police tops the chart at 85 per cent.

In the survey conducted by anti-graft group Transparency International, only 14 per cent Indians said none of the religious leaders were involved in corruption, while another 15 per cent did not know about their corrupt practices.

Across the Asia Pacific region, religious leaders fared much better with less than one in five saying that they were "highly corrupt".

Police was followed by the government officials (84 per cent), business executives (79 per cent), local councillors (78 per cent) and MPs (76 per cent) as the five most corrupt categories, while tax officials came at sixth place (74 per cent) and religious leaders at the seventh.

Judges and magistrates fared relatively better (66 per cent), followed by the top government offices at 59 per cent on whether 'some of them, most of them or all of them' were involved in corruption over the past one year.

In terms of people finding "none of them" being involved in corruption, the worst score was for the government officials (6 per cent) followed by police (7 per cent), while local councillors and business executives scored 9 per cent each.

The top government offices scored the best at 26 per cent, while judges and magistrates saw 19 per cent saying "none of them" were corrupt. This score for MPs was 12 per cent.

Across the Asia-Pacific region, the survey of more than 20,000 people in 16 countries found religious leaders to be the least corrupt, while police emerged as the most corrupt.

It found the bribery rate to be the highest in India with nearly seven in 10 people who had accessed public services had paid a bribe. Japan was found to have lowest bribery rate.

The question about corruption in the highest government office and among religious leaders was not asked in China.

Regarding religious leaders in India, 37 per cent said "some of them" were corrupt, 23 per cent said "most of them" indulged in corruption while 11 per cent found "all of them" to be corrupt -- taking the total to 71 per cent.

Transparency International said many people in the Asia Pacific region also perceived political decision-makers at both the national and local level to be highly corrupt.

"Over a third said that their legislative representatives (such as members of parliament or senators), government officials and local government councillors were highly corrupt (from 35 to 37 per cent)," it said.

3 days ago I was discussing with one of my colleague that, if survey taken, India will be on top list of corrupt nations. And now the survey shown a true picture. As one of the retired supreme court judge Markandey Katju said, most of our Indian politicians irrespect of any political party are scoundrels and criminals including the judges. But our honourable SC issued contempt notice to him for criticising the judges. In the name of religion, caste, creed these dirty politicians are making people to fight each other. Whether it is judiciary, beaurocrats, government servants, corporate leaders, religious leaders, most of them are corrupt. For power and money they are ready to go to any extent. Our judiciary system has become so inactive that, thousands of cases are still pending for years and waiting for judgement. Most of the criminals, murderers, fraudsters including many politicians are relieved from cases by getting clean chit by the courts by giving a reason that lack of evidence. This shows how blind our judiciary system. In the name of development these politicians swallow 90% of the sanctioned money. Then how we can expect our country to develop ? We cannot blame these people, instead we are responsible for creating such scenario by paying bribe to get our job done. We blindly support such corrupt people and that we can see very much in this forum itself. We are all educated but still illiterates who blindly support these rogues and argue. Media is taking advantage of it. We don’t even realize or don’t want to, how much we have been fooled and ready to get fooled by these scoundrels in future also. Our mentality is what I can do alone, the whole system itself is like this. India really needs a real big change and if every honest citizen decides, I don’t think days are not far where we can see a really developed, corruption free, shining great India .

People cannot estimate the corruption levels of Politicians easily because they are so cunning and manage to hide their involvement by using indirect method. Even police who are rated as most corrupt have to give their share to politicians through their bosses.
Religious leaders taking donations for admissions into schools and colleges are probably considered as accepted practice and that is why they are not coming in the list. In fact the level of donations required for getting seats in professional colleges is so high that it will beat any records of police and Govt officials.

In churches and temples, the collection box or hundi are kept for some purpose or humanitarian cause. If I take something from it, that is a sin and sacrilege. But, the same thing is done very frequently, by a priest or swami for his personal use . My belief was, it is neither sin nor ungodly, since they are holy men. Now, I know, that also is corruption.

People see digital transaction as the means to curb corruption. That is far from truth.

In a bank, if one person in-eligible wants to take a loan. When he takes the loan money comes to his account. But, he agrees that he will pay 50percent of the money to the bank official. He withdraws and pays. The person who got the loan and the collaborator swindle togethor. When the recovery guys go they find no one. BAD LOAN.

The lady who sits in customs tells you pay 5,000 as duty and 2,000 in cash to the constable standing outside the gate. You pay digitally and 2000 in cash.

The Modi mantra of digital from the earlier flopped avtar of demonitization is just a eyewash. Till the time there are people to get fooled there will always be people to take them for granted.

    dear Raghavendra,
It is the duty of the state goverment to implement teh policies formulated by Central government. Why every one is pointing the finger at the Centre whereas we are having perhaps most corrupt government at the state. Why no one has the guts to question them or are you ignoring them for your own benefit?
