India's Aadhaar increased access, reduced corruption: World Bank

Washington, Jan 14 (IANS): Citing how India increased access and reduced corruption in public services by providing unique digital identification to one billion people in five years, the World Bank says digital technologies can promote inclusion, efficiency, and innovation.

Indian are using their digital IDs called Aadhaar "to open bank accounts, monitor attendance of civil servants, and identify recipients of government subsidies," noted the new 'World Development Report 2016: Digital Dividends,' released here on Thursday.

"In public health services, simple SMS messages have proven effective in reminding people living with HIV to take their lifesaving drugs," said the 350 plus page report that was two years in the making by a 15 member team led by co-directors, Deepak Mishra and Uwe Deichmann.

However, the report noted that while the internet, mobile phones and other digital technologies are spreading rapidly throughout the developing world, the anticipated digital dividends of higher growth, more jobs, and better public services have fallen short of expectations.

As many as 60 percent of the world's population remains excluded from the ever-expanding digital economy with the benefits of rapid digital expansion skewed towards the wealthy, skilled, and influential around the world.

In addition, though the number of internet users worldwide has more than tripled since 2005, four billion people still lack access to the internet.

"The digital revolution is transforming the world, aiding information flows, and facilitating the rise of developing nations that are able to take advantage of these new opportunities," said Kaushik Basu, World Bank Chief Economist.

To deliver fully on the development promise of a new digital age, the World Bank suggested two main actions that the report calls analog complements to digital investments.

These are closing the digital divide by making the internet universal, affordable, open, and safe and strengthening regulations that ensure competition among business, adapting workers' skills to the demands of the new economy, and fostering accountable institutions.

China has the largest number of internet users, followed by the US, with India, Japan, and Brazil filling out the top five.

The world's offline population is mainly in India and China, but more than 120 million people are still offline in North America.

With the internet enabling more products to be exported to more markets, often by newer and younger firms, the report noted firms in India, Jamaica, and the Philippines have captured a share of global markets for services ranging from traditional back-office services to long-distance online tutoring.

The internet's ability to reduce transaction costs increases opportunities for people who face barriers in finding jobs or productive inputs. This promotes inclusion for women, for persons with disabilities, and for people in remote areas, the report said.

The Indian state of Kerala, for example, set up the Kudumbashree project to outsource information technology services to cooperatives of women from poor families; 90 percent of the women had not previously worked outside the home.

The internet is also encouraging more cross-border exchanges of goods and services, allowing consumers and firms to bypass national borders.

But cross-border issues-such as barriers to data flows and uncoordinated intellectual property rights regimes-are impairing the growth of internet firms and robbing consumers of gains from increased digital trade.

The small scale imposed by cross-border barriers may also partly explain why e-commerce firms are often losing money in Africa while being profitable in China and India, the report said.

    Whatever is good for the country Modi has adopted without any ego issues.
    Whatever is not good for the country like the National Rural employment programme he has stopped or reduced the support.
    What else do you expect a mature government to do.
    Let me tell you announcement of Schemes was a common feature of congress government.However implementation is what Modi is known for.
    I would rather vote for the person who implements than a person who kept announcing schemes for 60 years. In spite of the state of the country i cannot understand how people can still support the congress.

    Are you sure of EVERY other country? I'm not. If so, why Modi wanted to scarp it as soon as he came to power? just because it was initiated by congress? Nilekani personally had to convince him to make the famous U turn on this which means BJP leadership was oblivious to the fact that EVERY other country had it, until Nilekani convinced them otherwise!

    Unfortunately no one remembers Nandan Nilekani who was instrumental behind the development of Aadhar. BJP government without knowing the benefits, was in fact about to scrap Aadhar. As reported in Economics Times on 24th July : "Four days before Prime Minister Narendra Modi made his first public statement surprisingly backing the Unique Identification Authority of India (UIDAI), former UIDAI chairman Nandan Nilekani met with the PM and Finance Minister Arun Jaitley and persuaded the new regime to persist with Aadhaar numbers and the Direct Benefits Transfer (DBT) scheme.

    Aadhaar is one of the best identity document of India ever had.
    However, voter ID, ration card and PAN etc. should be subsumed with or mentioned on it.
    Citizens shouldn't be made to carry multiple identity or nationality documents.
    But Aadhaar should have provision for adding date of birth, at least for those who have valid documents.
    Everyone must be made to carry it wherever they go.
    It will serve the purpose of identity of salesman, house maids, vendors, Cab / Auto drivers.
    If lost, getting duplicate of it must be made easy but with a fee!

    You can claim anything but huge difference is there between making policy and implementing it.Congress only made some policies but not tried to implement it effectively thats y it is 44 now.You can remember the slogan of 60 yrs back garibi hatavo by Cong but still 60% people are facing poverty.Modi proved a great leader by implementing the policies keeping aside the political differences. I hope and believe he will achieve in 5 yrs what congress not achieved in 60 yrs.Aadhar is a good initiative by Nilekani but congress mis used this also for vote bank by giving it to Bangla refugees but after Modi came to power he curbed this menace and given it to real Indians.Modi brought the corruption to lower level after so many big scames of congress .

    Lydia , Not sure why you are sticking on to his foreign tours. Do you have the numbers with you? Modi spent 37 cr while our silent PM for a decade had spent 47 cr in the first year itself.. Those who have knowledge of mathematics can guess the value of 47 cr in todays rate. But still think Modi has wasted our exchequer? Come on guys. If there is someone who has been looting this country for ages, it is well. Their foreign travel expense runs not in to not few cr, but 1000s cr. Strange that some people seems to have big heart for the chosen one… LOL..

    You wait for the term of Modi to end and lets see at what rate he continues his tours during the remain period of his term and lets then compare it with his predecessors.
