Panaji, Jul 30: Riding on the whole hearted support extended by the speaker's office, Goa chief minister Digambar Kamat today managed to pass the floor test amidst walk out and protests by the opposition benches, who were in majority.

Completely ignoring the instructions given by governor S C Jamir, speaker Pratapsingh Rane in the afternoon held the business of disqualification before the floor test.

In an ad-interim order, the speaker barred three legislators --   Victoria Fernandes (Congress), Sudin Dhavalikar (MGP) and Dipak Dhavalikar (MGP) – from voting on the floor of the house.

Fernandes has already resigned as MLA and her resignation is pending before the speaker.

The disqualification against Fernandes was filed by congress MLA Chandrakant Kavalekar while Agnelo Fernandes had filed petition against the Dhavalikar duo.

With the reduction of two legislators, the Goa Democratic Alliance, a BJP-led front, was cut short to 18 legislators. The congress, excluding speaker, had 18 members with them.

The noise prevailed in the house with opposition benches raising point of order. Leader of opposition Manohar Parrikar who stood up to raise the point of order was not given the chance.

"This a violation of Governor's order who had assured that the floor test would be held first when session begins,'' Manohar Parrikar, BJP leader, told reporters after the session.

The GDA legislators later rushed to the Raj Bhavan to inform the Governor about incidents in the assembly.
