Panaji, Jul 16: Goa governor S C Jamir today said that the administrative reforms in various key departments would enhance 'happiness index' in the state.

"My government wants to raise the happiness index of the common man. For this all necessary steps will be initiated including bringing in administrative reforms in some key government departments," Governor said in his address delivered to the legislative assembly of Goa.

A fortnight-long session of Goa legislative began on Monday July 16 afternoon, with Governor asking the legislators to get down to the business and prove true to the faith that the people have reposed in representatives.

This was his first speech to the members of newly-elected state legislative assembly.

Highlighting the various aims of the state government, Governor pointed out to the proposed exclusive economic zones in the state which will bring in the employment. "These SEZs will bring in latest and clean technologies to the state and world-class infrastructure," he said.

Jamir said that large number of jobs will be created which will suit local educated youth. Goa aims to have SEZs in the field of pharma, bio-tech, IT, Gem and Jewellary and services, he said.

The governor said that the industrial development of the state is aimed at creating sustainable employment opportunities mainly to the people of Goa. "It also includes balanced growth of regions, a facilitative regime that explores and unleashes the energies of the private sector to create an environment in which industry both existing and new can prosper," he stated.

On the tourism front, the governor said that the state has crossed 2.4 million arrival in 2006. "Regulation of the activities on the beaches to maintain the free flow of tourists is being carried out. In order to put a comprehensive beach safety management system in the state, the government has decided that the Goa tourism development corporation will implement a beach safety scheme," the Governor assured.
