But there is another side to the coin, thanks to the utter lack of civic sense among a section of the citizens, 'chalta hai' attitude of the babudom, and in some cases, lack of political will on the part of the government.
Precious legislative time is spent on politicking, show of strength, one-upmanship etc., government funds get siphoned off and opportunities lost in the middle of games of vendetta and 'holier-than-thou' stands.
But Goans can take heart, since the people of the rest of the country seem to be qualified to console them saying, "Don't worry, be happy, it's the same story here too..."
