Plan board Chairman C M Ibrahim recommends lottery back in Karnataka


Bengaluru, Feb 4, DHNS: State Planning Board Deputy Chairman C M Ibrahim said on Tuesday he had recommended reintroduction of lottery in Karnataka to fund a proposed healthcare scheme for poor and middle-class families.

Ibrahim, a close aide of Chief Minister Siddaramaiah, said the board wanted to ensure that even middle-class families were provided with healthcare up to Rs 5 lakh.

A lottery ticket would be priced at Rs 10. “The estimated cost for the health scheme is Rs 500 crore a year. This could be raised by selling lottery tickets. The Mysore Sales International Limited has been asked to study the ways and means of implementing the lottery scheme,” he said.

The proposed scheme, to be called “Anna Karunya Scheme”, would be on the lines of Kerala’s “Karunya Benevolent Fund.”

When reporters asked whether it would be wise to bring back lottery, which had been banned in the interest of the people, Ibrahim said: “The intention is good. It is not proper to seek donation. This can’t be considered gambling. Anyhow, it is left to the government to take the final decision.”

Interestingly, all forms of lottery were banned by Siddaramaiah when he was the deputy chief minister in the Dharam Singh government in 2004.

The ban was imposed due to the menace of single-digit lottery, which had directly affected the labour class and lower-middle class, who were found spending their hard-earned money on lottery tickets.

Ibrahim also said the board had recommended introduction of “Anna idli scheme” where the poor and middle class could get highly subsidised food through government canteens.

This would be on the lines of Tamil Nadu’s subsidised food sold under the banner of “Amma canteens.” The canteens would sell “idli,” “chitranna,” ”puliyogare” and “curd rice” at Rs 5 per plate.

Ibrahim said first the scheme would be introduced in Bengaluru and later extended to Mysuru, Hubballi, Mangaluru and Kalaburgi. About Rs 50 crore would be required for the scheme.

    Very bad idea given by Dy chairman, Planning commission . Now a days some of them are at least working. Congrats for Mr. V.Moily for banning lottery. Instead of these type of ideas, he has to recommend Govt.,to stop sale of TOBACCO products, it will indirectly help to SOCIETY in longer ways, will cultivate healthy citizens.

    Though majority of the comments are against let me offer another view. If Lotteries are bad for the poor so are the movie tickets, alcohol etc. We can go back to the middle ages in that case. In Europe, organized lotteries (twice a week) provide enormous revenue for the welfare schemes of the government, including low cost housing and other subsidies for the poor.

    It was a great decision to stop lotteries in the state. It was taken seeing so many disasters especially in the middle or lower class where so many people lost their lives. It was grandly accepted and welcomes by public and now public is used to this life. Why the hell u want to restart it yaar.     Please remember that working class families have more than enough liabilities in life and such games may encourage the head of the family to waste his hard earned money for nothing.
    By the time someone wins price money, he/she would have wasted quite a chunk of earnings expecting lost money would be recovered one day. All depends on luck and when your luck strikes is nothing but simply remains a guess work. No doubt, someone is lucky!

    It is HARAM. Absolutely no doubt about that. I did not understand the logic of selling lottery tickets to poor people, looting them,making them more poor and then giving them some free health care with same money. May be this 'H^R^MI' will get some KICK BACKS.

    In fact, the State Govt. intends to bring back lottery in any manner! For which particular reason would be required. As if now they found the application of money from lottery source to poor people medical treatment, which would be a 100% bogus idea. It's just like a day robbery from the Govt. to swallow public money, what do you say?

    Single digit Lottery system prior to its abolition in Karnataka resulted in farmers getting enticed with making fast money and pooling all their resources in buying lottery tickets. When they failed to win a prize they committed suicide as they lost all their money. Some even diverted the agricultural loans to buy lottery tickets to make a fast buck. This did make the Government shaky and some Govts., were thrown out of office due to the suicides. Instead of introducing something evil like the lottery system it is better the Government earns more revenue from the existing system by increasing the taxes for liquor and cigarettes. Just like the education cess they could introduce health cess upto Rs 1000 crores and fund the schemes for the poor. Then even the poor who have money to waste on liquor and cigarettes will make their contribution towards these schemes.
