India must spend 2 pc of GDP on science: Hamid Ansari


Bengaluru, Jan 6, (DHNS): Vice President M Hamid Ansari has called for an increase in investment in the science sector from the present one per cent of the GDP to two per cent to ensure rapid progress in science and to be able to compete with China and South Korea.

Speaking at the closing ceremony of the silver jubilee celebration of Jawaharlal Nehru Centre for Advanced Scientific Research (JNCASR) on Monday, Ansari said the Research and Development (R&D) sector in the country should be given more funding. “The government is the primary investor in R&D now. I urge industries to come forward and enhance its participation in R&D. Industry funding has been slack and inadequate,” Ansari observed, stating that countries such as China and South Korea were doing much better on this front. Ansari noted that India produced 1,000 PhDs a year, while the US produced 8,000 PhDs. The number of scientists for every 1,000 people too was higher in the US and China compared to India. “I am, however, glad that the science output has gone up from 2.5 per cent in 2003 to 3.6 per cent in 2012. I am also happy to note that India’s position has improved in publications from 15th to 10th position. Even citations have gone up, even if marginally, from 0.5 per cent to 0.75 per cent. We have to keep bettering ourselves,” he said.

Prof C N R Rao recalled how JNCASR was established 25 years ago. “I received a call from Mani Shankar Aiyar that a committee had agreed to set up the centre in Bengaluru and that it had Prime Minister Rajiv Gandhi’s support. By 1994, we started off research in full swing. ” Rao said. “JNCASR is doing well and has earned a global reputation in the first 25 years. In the next 25 years, I don’t know what will happen.”


‘Women have potential’

Governor Vajubhai Rudabhai Vala spoke in an informal tone, encouraging scientists at the JNCASR to work towards greater success. “Women have as much intelligence as men have. The other day, I presented awards to more than 150 women professionals. They are not only intelligent but also sincere. They have the potential to become scientists.”

Chief minister Siddaramaiah promised full support to JNCASR and other science institutions in the State. Professors K Vijayraghavan, P Rama Rao and K S Narayan also spoke at the event.

    Although it is easy to criticize anyone but I strongly feel that the likes of CNR must practice what they preach.
    1. Competing with China & South Korea: South Korea did not any serious institutions of stature till late 70s because the nation was either at war or was under dictatorship. However, they pulled themselves together well and today are compared against the best in the world. South Korea had companies like Samsung, LG, Hyundai (albeit received largesse from the Govt of the day in the best interests of Nation) that absorbed engineers and scientists. There was a strong connect between basic and applied research. Their work did not confine the journals but they were taken further for productization.
    2. China expenditure on Science and Technology is next best to US and Europe. We just cannot compare ourselves with them.
    3. Accountability: With people like CNR (loyal Congress follower) at the helm of education and research in India, the least they could have done is to emulate China and South Korea when it come to accountability. Hoards of money are spent by CNR and his cronies and what came out? What is the scientific contribution to the world, one that the whole world recognizes other than providing cheap labor to top labs in the world? ISRO distances itself from the likes of CNR and prefers to identify with APJA Kalam.
    This function attendees are also worth noting. A premier lab as JNCASR could not have Modi or someone from current Govt but VP Ansari? Clearly it is a Congress function and Siddu is at ease so.

    Mr. mayya have some sense,whoever is the organizer dont look at but look what is the event and what is the motive. if it is organized by BJP you will give full support right? man we need to invest in technology and not for useless monuments.

    2% of GDP should be spent on farmers to educate them and also help them market their produce. No use of doing R&d if 75% of the country does not benefit from it

    Ansari Saab…..I would have appreciated your idea had you given the same advice to your previous UPA Govt at central too!!!! Giving 2% of GDP idea being floated in function organized in Karnataka by your Dongi CONGiss Party means too much for them since they even struggle to pay Govt Doctors and Teachers salaries for last few months because of their various freebies vote bank schemes

    Sachidanad and Shanker, looks like you donot know the fact that institute like JNCASR are funded by DST (Dept of Science and Technology). State government nothing to with this.

    Think different and implement change to increase GDP so that 2% on science can be easily spent.
    Follow fast and dynamic style instead of slow and steady premitve style.
    If mobile revolution, why not automobile revolution?
