Mangaluru, Jan 1: S Murugan, the newly-appointed police commissioner of Mangaluru city took charge at the city police commissionerate here on Thursday January 1.

Outgoing police commissioner R Hitendra, who has been transferred to the IGP headquarters in Bengaluru, handed over the charge to Murugan.

Speaking to reporters, Murugan said, "I am not new to this place; I have worked here before too. So I know the sitaution here and I know the people of Mangaluru want to live in peace. All the officers who were here before me have done a good job and the same needs to continue. We all need changes and I will do it. I have worked in other places, each of which have unique features. I do not want to say I will do this and that, I too need time to study the present situation here.

"We all know that this place is communally sensitive. We will take steps as per law without any making any distinction. Whoever deserves to be booked will be booked.

"When a communal clash happens, the very next day people forget about who instigated it or who created disharmony, and instead talk about police and intelligence failure, and this will continue. People have to live in harmony and not fight indulge in communal violence. Everybody says Mangaluru is communal, but why it is so is what people need to think about.

"The response of the people to a communal incident is important. Those who give provocative remarks to add fuel to fire need to be handled properly. We will also look into the social media aspect of it to ensure that it is not used to disrupt peace," he said.

"I need some time to study the present situation. After that I will act accordingly to law," he added.

He also stressed on the police responsibility in maintaining law and order and said, "The police have the responsibility is to spread harmony and peace in society. It is the job of police to curb communal activities and maintain law and order.

"As police, we work hard, struggle and go home with a feeling of satisfaction believing that we have done a good job. Bengaluru is different from Mangaluru. The concerns here are different. Here in Mangaluru we have to know the system well. The problems faced by the people and other things, how to work in this environment and how to provide adequate police service are the main challenges."

He also said that steps will be taken to provide adequate security during festivals in the city, beginning with Id Milad.

IN MANGALORE POLICE SHOULD HEAR WHAT POLITICIANS SAY AND LEAVE IT BUT TO ACT AS PER LAW WITHOUT PARTIALITY.
THE RULING PARTY POLITICIANS MAKE THEM DANCE TO THEIR TUNES AND ONE FINE MORNING COMMISSIONER GET HIS TRANSFER ORDER IRRESPECTIVE OF WHAT GOOD HE DO FOR POLITICIANS.

A very good approach on the part of new Police Commissioner Mr. Murugan. He does not wish to make any assurances as indeed he has to make a study of the prevailing situation. He is sure to take all aspects into consideration to take corrective actions wherever called for.

His predecessors Mr. Seemath and Mr. Hitendra have given good accounts of themselves and by all accounts with his long experience and fund of knowledge, Mr Murugan should be asset to Mangalorens.

I join several others in extending a warm and cordial welcome to Mr. Murugan.

Secular and democratic india..we need total Love ..peace and communal harmony..
All radical groups like Ram sena... shiv senas.. Bajrang dals.. have no chance i civil society..
All their human resource should be harnessed to protect the borders from the chinese and pakistanis rather than disturbing local peace..in sighting.. moral policing etc.
2/ All cops should be clean.. well mannered ..respectful..well equipped and command good respect not like MAMAAS taking HAFTHAS.. BRIBE S..COMMISSIONS to get work done ..
3/ Cops should have continued education programmes.
4/ cops should be promoted and well rewarded so that they dont seek low to be corrupt.
5/ cops should be Lean and slim fit and not pot belied.
6/Inteeligence gathering should be very profound.
7/FIR should be ONLINE so no one can manipulate as per their sides manipulating laws etc.
    be fair..
8/Cops should be given NUMBR PLATS so the locals/janatha can evaluate their performance online.. GOOD..BAD or Ugly..
9/Cops should be disciplined..respectful..no abusive words..cultured and civil...
10/ they should be fully equipped and trained to use : laptop.computers.. cell.. other gadgets so they are versatile . and information should be on the spot ..
11/ they should be well shaved ..clean ..pleasant personality... helpful...

It is the easy money that lure the young unemployed to get into various crimes, especially, cattle theft, moral policing, extortion etc.

When police catch a thief, they interrogate and find out his previous thefts.

Similarly, these moral police chiefs, ring leaders of cattle thieves, mafias et all, be interrogated and to find how they have accumulated their wealth. Police commissioner should have the power to seize undocumented wealth and hand over the case to Directorate of Revenue Intelligence.

Just punishing the culprit and sending them to jail for a few months, just to have good time with the blessings of jail authorities may not solve the problem. We are glorifying them by sending them to jail just to become more powerful in extortion.

Making them penniless by seizing their assets and then sending them to jail will effectively make them motiveless to commit such crime.

When you hit their pockets, they really get hurt. Jail term is a vacation for them.

    People,

I think Police/Moral Police doing great job in Mangalore...

I blame Brits for wrong design of Police uniform,,, there are more pockets in the Police uniform than needed,,,its not Police fault its wrong Uniform design and salary structure...

I would suggest remove all pockets from uniform except one,,, where they could keep their salary...rest need to be removed from top to bottom from CP to PC...

Murugan sir, if you are serious, go and do crack down on all illegal slaughter houses, all cops who take bribe on such matters, cow thieves and traffcikers (including those Hindus), come tough on them and stop this menace!! I assure you, 75% of problems will be resolved! its a menace... just imagine those people, poor women from christian and hindu community, who with great difficulty raise the cows and all of a sudden some useless guy inhumanly puts into a maruti alto and takes it, as if it is his father's dead body!..just think about them! God will bless you!... I know you were ANF chief when Kabeer encounter happened.. and just open his history sheet, you will know he is a known criminal! however, for killing him your own forces officer (who is gallantry winner) went through a torture of enquiry etc... BUt I am hopeful this time.. you will reinstate the lost faith in police system in this small town!

On 30th dec 2014 I congratulated newly appointed commissioners of
d k and udupi in your column and also opined that uphill task of them to tackle the communal forces and underground goons of this districts. Today our new commissioner is talking on the same line. Thanks for taking this issue on priority.Let all kannadigas realize that Karnataka is not like U P any other other backward state in the county. Our both districts are almost cent percent literate and well educated people. This issue of communal provokers can be tackled strictly by police commissioner with help of educated mass of D K. I once against congratulate him.

Importantly Moral police should be discouraged, dealt with serious IPC sections,Cattle theft dealt with iron hand.Dear Commissioner of Police, please make sure that these cattle thieves are giving MAMOOL to concerned police station which should be tackled and monitored.Your scope of work only some cities including Mangalore and @ least you take initiative LAW & ORDER WOULD BE MAINTAINED.DK police need to be neutral when communal disturbances or Moral policing takes place. We hope,as per your new year resolution,if police decides to keep and uphold Communal harmony, surely there would be no such serious treat to law and order under your jurisdiction.

Congratulations and welcome to Mangaluru as your next destination.Whatever you stated above is 100% correct but only on the paper, implementation is somewhat difficult task here due to pressure from different quarters, which is self explanatory and read between the lines.Only thing you have to try to balance the things equally as long as you are adorning your chair.Otherwise, keep cross your fingers. However wish you a very happy and prosperous new year and all the best in your endevours.Hope, you will bring some relief to the much frustrated people of this peace loving citizens due to various factors.Wish you once again all the best.God bless u.It is always easir said than done.
