Mangaluru: Ivan makes determined bid to speak Konkani in Council, stopped by chairman

Mangaluru, Dec 17: MLC Ivan D'Souza tried to raise topics relating to Konkani language at the Legislative Council session on Tuesday December 16 in Konkani but had to relent as the council chairman discouraged him from doing so.

The council chairman, in reply to Ivan's insistence on speaking in Konkani, noted that others will not be able to understand what he was saying, if he spoke in Konkani. In addition, he also pointed out that the facility of translation was not available.

On Ivan's determined efforts to speak in Konkani, the chairman said there was no one to translate what he said. He instead suggested Ivan to provide copy of what he wanted to say in Konkani so that it can be distributed to everyone. He therefore asked Ivan to raise the topics in Kannada.

Ivan, who thereafter spoke in Kannada, raised the topic relating to the fact that there is no provision to learn Konkani at PU level in the state. He said that draft syllabus had been handed over to the department of pre-university education, asking them to approve the same, in the year 2012. He said even after lapse of over two years, there has been progress in this matter.

Ivan sought facility for everyone to learn Konkani as third language in all primary and high schools in the state, and also make a provision to teach Konkani in PU level. 'All universities in the state should facilitate Konkani study chairs,' he urged.

Floor leader of the government, S R Patil, said that he will get information from the department concerned and furnish replies to the government within 30 days.

Proper roads, 24hrs electricity,social justice, protection of women & children, traffic problem, footpath, Parking, employment for youth etc, raise issues regarding these matters, than Konkani.     You are wrong, if you speak, read & write Kannada you can apply and get Govt jobs under Karnataka state administration (state Govt), as Kannada is compulsory and you have to pass Kannada exams before you get an interview, Tulu, Konkani, Kodava won't help, but jobs are mostly for SC ST category, i had tried for KEB job many years ago, but failed in Kannada test.
    Regarding Mr. Ivan D'Souza is concerned he just making noise to be in news, as a law graduate, he very well knows, he can't speak in Konkani without a translator, no one understands Konkani in the Karnataka assembly except few MLA's from Coastal Karnataka & Karwar. He could have raised the point in Kannada which he is very fluent being educated in Kannada medium school. Anyway Ivan is a waste as MLC, good for nothing.
    Mr. Ivan D'Souza concentrate more on developing coastal karnataka with proper roads, 24hrs electricity, employment for youth etc, raise issues regarding these matters, than Konkani. If you really want to prove a point, get elected as MLA by voters, than getting back door entry as MLC.

    Please dont make the Syllabus worst.We should encourage the languages, but Tulu , Konkani, Bary languages are mother tongue languages and should be taught in our home. We have to teach our children our mother tounge at home rather than talking in english.Because anyway English they will learn from the School. This local languages will not help the students to their future carrier. If he go for an Interview and talk in Konkani or Tulu or any other local language he will be at home for his Whole life talking local languages. There are lot of thinks to study in the schools for the students, so, dont make their life miserable.

After reading the full article i see nothing wrong in asking for konkani as 3rd lang in local schools when German/French are taught in KVs and BJP govt pitching in for Sanskrit at all India level which is also not wrong. Eighth sched lang of the land has got every right.

    Karnataka is home to so many languages. And everywhere you go in Karnataka, the dialect of the language begins to change. We should be proud of our diversity. We shouldn't use our differences to create a divide. What purpose was served by speaking in Konkani? Konkani is my mother tongue too. But to use it for playing to the gallery to score political brownie points is ludicrous. Speaking of brownies, I feel like having one now. It is not local to my home town, state, or country. But will that be a problem? Or will I enjoy the taste and worry about the unwanted calories later? Lets be good to one another, and respect each other and life will be nice and simple. :)

    As I recollect my memory, in 1992 when Konkani was recognised under 8th schedule, Mr. P A Sangma spoke in the Parliament.

    So Why Ivan cannot speak in Karnataka assembly? if they need Kannada why our Mangaloreans not need Konkani as well as Tulu?

    Do not underestimate the importance of all languages. The more the languages a person knows the better. Just because English or other National/State languages are used in Official Business, Education etc. does not mean regional languages should be ignored.

    I quote Nelson Mandela who said,
    "If you talk to a man in a language he understands, that goes to his head. If you talk to him in his language, that goes to his heart".
    Nelson Mandela made the effort of learning 'Afrikaans' while in prison. Mandela felt that in order to communicate with the dominant political power (the oppressors) and appeal to their hearts it would be better if he was able to communicate in their own language, in Afrikaans.

    Ivan sounds very brilliant with his idea of imposing Konkani in places like Bijapur, Gulbarga, Yadgir etc. at all levels of education throughout the state. Wow !!

    Dear Ivan, your concern should be to help build Konkani speaking people by providing IT, BT and technical education of the highest quality as well as providing the best job opportunities right there in our Coastal region, so that people need not rush to other places for jobs.

    Try to bring FDI and other forms of investment in these fields for the coastal region and save your face.

    As a Konkani speaking person myself, I do not subscribe the idea of imposing any language, culture, religion on others by "Force".

    No language should be imposed on anyone at the same time no language should be suppressed while other languages are promoted.
    All languages should be promoted. They only contribute to preserving and enriching both a nation's cultural heritage and cultural diversity while simultaneously promoting a feeling of equality and harmony in Society.

    I fully support Mr.Ivan's actions to promote our Mai-bhas but wish that next time he comes better prepared with a translated copy of his speech for the benefit of non-Konkani speakers.

    Though my mother tongue is konkani, in my opinion, official languages in administration should be 1.State language 2.Hindi 3.English.

    Fact to be accepted is that if our Konkani speaking catholics attempt to speak Kannada, people from other districts make fun of it as their kannada ascent is very funny.Also many of them can never pronounce 'na' 'la' but speak with 'NA', 'LA' etc.
    If Ivan has real concern to protect the language let him request all catholics of Mangalore not to speak in English at home but to speak in Kinkani as few so called forward class catholics speak in English at houses and social gathering functions.
    I will oppose if Khader and Bava try to use Byari language in legislative houses.

    Kudos Ivan for making a point.
    Konkani is the language across communities in Coastal Karnataka. In a way, it fosters friendliness among all communities.

    This region is significant culturally, financially, socially, not only to the state, but also to the country.

    He being a member of this region, has to drive home a point, on the recognition and importance given to the culture of this region. Retention and growth of the culture has to be from all stake holders, government is one among them.

    Some people who comment on status of Gulf children. Gulf families and their position - let us not discuss. All of them had the option to retain konkani in their homes. They chose to it along their way to prosperity. Why should Konkani suffer because they do not speak / teach it to their children?

    As of now, they are savouring the goodies of the material world, not the cultural world. So, let us understand the need of culturally inclined people and support Konkani.

    1. When a Language is recognised and included in the schedule VIII of Constitution of India, anyone has a right to speak in that language in the Lok Sabha and Rajya Sabha. So Why not in State Assembly? They have to make arrangement for translation. Isn't it a lapse on the part of Chairman of the House or was he ignorant about recognition of Konkani language?
    2. Even the State Govt. ignorant about the Konkani Language though written in kannada script is not recognised for the Sahitya Academy Award.
    3. Let us follow the rules laid down in the Assembly.

    We dint understand the strategy behind his speech in Konkani.. Has Mr. Harish said, we will teach Konakni to our kids in our home itself.. Please raise the serious issues currently running around the Country like Conversion from one religion to another, safety measures in Mangaluru Airport & all reputed Mall's.. Soon all above problems hits to our Mangaluru, so kindly take a step to avoid all these future aspects.. Kindly work for all kind of people, not for particular religion or community.. Bcz of u politician, all we Hindu-Christian-Muslim brothers are like enemy.

    By speaking Konkani in Council how much it will effect, that is different question. But how the chairman can stop speaking konkani in council?????. Konkani is recognised under 8th schedule of the constitution!!!!.

    At this, I disagree with you. Mangalorean Christians excel in linguistic matters - they speak three dialects by default (Konkany, Kannada, Tulu). They are the first to pick Hindi in School because it connects better with Konkany. Their English is much better because many of them are taught in Church/Convent Schools.

    Though I haven't met him nor attended any of the functions where he spoke, I can't believe that MLA Ivan does not know Kannada and English.

    I know many Christians too (very dear) whos speak Kannada thus...
    Some examples:
    1. Bus Bandidaane.
    2. Gaalee Joragee Barutidaane.
    3.Devanu Oleavanu. Avanu Yevalaagu
    ( For Yaavagalu) Naguvanu.
    4. Ninna Tandeya Mande 'Correct' Illa.
    And so many... Some Kannada they speak..just passable...

    Oh Lydia…. We are talking about Ivan here….. Everybody knows what he is up to and how he speaks….. No doubt many Christians speak multi languages but when it comes to Tulu we can still make out they are Konkani speaking people because of their Tulu ascent. Even I speak Marathi, Gujarati very well apart from English, Hindi, Kannada, Tulu and little Malayalam too but they can easily make out that we are not Marathi or Gujarati or Malayali people. Even Waiters in Mumbai in particular speaks many languages but it doesn’t mean that they are expert in all languages. I dislike those people those who mix the languages when they communicate with ordinary people. E.g. Christians goes to vegetable, fruit or fish market and asks “What is the Bhau means price??”

    In fact most Mangalorean, Karwari, South coastal Maharashtra Konkani speakers (barring Goan catholics) even pick up Marathi very well which is a sister language unlike the 'only Kannada' speakers (except Kannada speakers in Border areas like Belgaum who also speak Marathi).

    Its so silly of Mr. Ivan do this. Leaning konkani language is of no much use the in the school level. If this has to be learnt i think church should take initiative to teach for community purpose.
    karnataka has Tulu/Urdu/konkani.. and many more dialects. if all thought in the school..

    Speak about the growth. Leaning konkani language does not bring money.

    Mother tongue konkani teaching is responsibility of every parents' and the church and not the government.

    I feel this man will drive Mangalorean Konkany speakers to stone age. Just look around, Mangalorean Christians' children are made to talk in English at home as a trend or with an excuse that it will help them to pick up the language of the school medium better. Believe me, all Gulf based Mangaloreans' children don't even know to read/write a word in Kannada (that is prevailing script of Konkany) but have no problems in wasting ten to twelve years of Arabic as their subject imposed out of compulsion. Has anybody succeeded in removing Arabic from their curriculum ?

    There have been generations before the present, did they not learn, communicate and excel in literary arena without Konkany being taught in schools as a subject ? Anyway there is an option till grade 10 to study Konkany, why demand it in college too ?

    When there were plans to make Kannada as first language in schools, everybody blew the roofs apart. Why this hypocrisy now ? Are they taking Konkany beyond borders of Karnataka as was their argument when Kannada was the topic ?

Just look at our children… no doubt we are giving them best education with some reputable institute…they are becoming very smart but they speak only English most of the time….. Even with siblings they are communicating with English…. This is really worrying some for few. If they want to work in State Govt… they need to know read and right ability in State official language too. Even Hindi they don’t learn properly except they study Hindi as one such language subject in their school. Few words in Tulu still they don’t understand….Even if you fire them in Tulu they simply laugh at you since they don’t know the real meaning

    My friends, English is very important now a days children s let them speak English, what is the problem. The Kannada, tulu , konkanni it will work at home only . Nobody is providing you a job with this three language.Even i educated I suffered a lot not knowing the English speaking fluently in my initial carrier .

    Assembly is a place where issues concerning people are discussed and government's attention is drawn to the concerned issue. Our government is far from fulfilling the concerns expressed in the administrative language itself where there is the chance for the ones expressed in Konkani. This kind of gimmick only suits a drama actor. Instead Ivan should speak in Kannada effectively and draw the attention of entire house and government. This kind of linguistic chauvinism does not mean anything. Ivan please stop being symbolic be practical you are not an actor who is out there to act but a Member of Legislative council to debate and discuss. All konknais can talk in Konkani but all Konkanis cannot become member of the council. Do you are work which you expected to and deliver. Those who comment and congratulate for just speaking in Konkani don't think that is big achievement which broke all the records. A responsible critic also part of vibrant democracy.

    All these politicians are same, want to show something of their own. Good for changing names of places, roads etc while others are giving importance to develop parks when we have no proper roads, no street lights in some places. Our institutions also invite them for small things as guests, and waste their time for silly things. Bringing another language here is to create more controversy only.
