CM introduces bill on transfer, posting of civil servants, police


Porvorim, Aug 19 (TNN): The state government has decided to fix a set tenure of two years per posting for Goa civil service officers and police officers.

The government sought to constitute a Goa services board to decide on posting and transfers. Chief minister Manohar Parrikar on Monday introduced a bill - The Goa Transfer and Posting of Officers Bill, 2014 - in the Goa legislative assembly to achieve the objective.

Presently, there is no law that determines the tenure of posting of officers. Few years ago, the general administrative department (GAD) had issued a general circular saying that officers should have fix posting tenure of three years.

"The minimum tenure of posting of officers at one post shall ordinarily be two years," the bill proposed. The government will constitute a board under Section 3 of this potential Act that will consist a minister in-charge of the department of personnel, who shall also be the chairperson; the chief secretary and an officer not below the rank of secretary. The bill also suggested that the competent authority would be the chief minister of the state.

The function of the board would be to consider and recommend the transfer and posting of officers of the Goa civil service, Goa police, mamlatdars, joint mamlatdar, assistant director of civil supplies and block development officers at regular interval.

The recommendation of board shall be placed before the competent authority and the decision of the competent authority in this regard shall be final and binding, the bill stated.

The potential Act also proposed that the tenure of officers posted on deputation to ex-cadre posts shall be a maximum of three years, which may be extended for a further period of one year, in public interest.

"The board shall meet at regular intervals, at such times and places or through circulation, as determined by the chairperson," the bill added.
