Bangalore, Mar 1: A State-level workshop on empowering panchayat raj institutions in Karnataka and special gram shabhas for women has emphasizes the need for strengthening panchayat raj bodies.
The workshop was organized by Karnataka Regional Organization for Social Service, Bangalore, and Janavikasa, Karnataka in collaboration with Caritas India.
Bangalore Archbishop Dr Bernard Moras, who presided over the inaugural session, exhorted NGOs and Officials to work selflessly for the development of the villages.
The Archbishop also said it was the duty of all people to strive for rooting out corruption in public life and said if people do not encourage corruption we can see a change in our society.
The 73rd Constitutional Amendment to decentralize power came into effect two decades back and now the time has come to review, brainstorm and find ways and means to strengthen the Panchayatraj institutions said Venkatrao Ghorpade while speaking at the convention.
He advocated steps like women’s special gram sabha, gender budget and gender planning and said 20% of the state budget should be earmarked for empowerment of Panchayat raj institutions and for creating a special cadre for local self governance.
Janavikasa Presiddent Wilfred D’souza said Karnataka is the first state in India to implement Panchayatraj system and is model to other states.
The Panchayat Raj Act brought freedom to the local institutions in programmes, staff and fund transfers, he said recalling the contribution of late Abdul Nazir Sab to the Panchayat Raj system.
Former minister J Alexander released a book on Panchayat Raj system and wished that the work undertaken by KROSS bears fruit.
Ivan Nigli, former MLA, urged the NGOs to work for strengthening the Panchayat Raj system.
Fr Fredric D’souza, President Caritas India, Jimmy Mathew, State Officer of Caritas India, Shivanand Tagdur, Vice President Media Association in Karnataka and Dr Rita Noronha, Social Activist, were the other special invitees.
Fr Peter Brank, Director, KROSS welcomed the gathering and Fr Veeresh Moras. Director of SMSSS conducted the deliberations and Raja Hunsur, Janavikasa, proposed a vote of thanks.
