Kundapur, Jan 8: “The administration machinery in education is stuck in sludge. It is necessary to get rid of it. Children will be provided with books, uniforms and bicycles in the beginning of the academic year from next year. We will try to bring in changes in the education system and make it more transparent,” said Kimmane Ratnakar, minister of education.
He was speaking after inaugurating teacher’s educational conference and crafts workshop held at J N R Kalamandira in Byndoor on Monday, January 6.
“The government has alloted Rs 17,000 crore for education in the budget. Rs 90 crore for free books, Rs 80 crore for uniform, Rs 173 crore for cycles distribution, Rs 1,600 crore for Akshara dashoha and Rs 11500 crore are being utilized for teacher’s salaries. Rs 150 crore each are being spent for basic needs in the districts and the total amount spent for basic needs is Rs 600 crore.
The department of education has several problems and it is not possible to solve them all at once. A solution for the problems will be found after consultation with the finance ministry.
The transfer of teachers has become a big challenge for the government. The state has six lacs teachers and three lacs teachers have submitted applications for transfer. It will be tried to bring a strict transfer policy by April this year. The middlemen should not be paid money for transfers. Officials who take money for transfers will be severely dealt with. There were problems regarding payment of pension and the officials should make sure that the pensions are disbursed within two days of retirement failing which action will be taken against erring officials. Kshetra education officials will be transferred once in three years. There will be changes in the system by recruitment of D grade employees in primary schools”, he said.
“The state has nearly 1.4 crore school children. Nearly 70 to 80 lac children study in government schools. We are responsible to solve the problems of nearly 3 crore children and their parents. Teachers should be hard working and should be an example to the society by being patient. They should unite the children and should not divide them. The part of the teachers is important in preparing the children to be responsible citizens”, he added.
Byndoor MLA Gopala Poojary presided over the programme. MP B Y Raghavendra, Member of legislative council Kota Srinivas Poojary, zilla panchayat president Upendra Nayak, Zilla panchayat president of education and health committee Ganapathi Srinyan, zilla panchayat member Supritha Deepak Shetty, taluk panchayat president Deepika Shetty, taluk panchayat member Raju Poojary, deputy director of public instruction Nagendra Madhyasta, principal B Shekar Shetty, Kshetra education official Chandrashekar H, state president of primary school teachers association Basavaraja Gurikar, chief secretary Narayana Swamy, Dinakar Shetty, businessman Narasimha R Poojary, Gokul Shetty, Ramesh Kothari, Alooru Thimmappa Shetty and Seetharama Shetty were present.
Teachers submitted a memorandum of their demands during the occasion. Retired teacher Gopala Shetty was felicitated.
Shashidhar Shetty, president of primary school teachers association gave an introductory speech. Mahadeva Manja welcomed. Balayya Serugar proposed vote of thanks. Ganapathi Hobalidar and C N Billawa compered the programme.
As the education office of Byndoor region is in rented building, an amount of Rs 50 lac will be released for construction of a building and a pre university college has also been approved for the region, it is learnt.
