Kerry expresses regret over Indian Diplomat's treatment


Washington, Dec 19 (IANS): As the US-India standoff over the "barbaric" treatment of an Indian diplomat in New York continued, the US Secretary of State John Kerry called India's National Security Advisor Shiv Shankar Menon to express his "regret".

In a damage control exercise, Kerry also expressed his concern saying this "unfortunate public issue" of the arrest and strip search of Devyani Khobragade, India's deputy consul general in New York, should not be allowed to hurt "our close and vital relationship with India".

Kerry "expressed his regret, as well as his concern that we not allow this unfortunate public issue to hurt our close and vital relationship with India," State Department spokesperson Marie Harf said in a readout of the conversation.


"The secretary understands very deeply the importance of enforcing our laws and protecting victims, and, like all officials in positions of responsibility inside the US government, expects that laws will be followed by everyone here in our country," she said.

"It is also particularly important to Secretary Kerry that foreign diplomats serving in the United States are accorded respect and dignity just as we expect our own diplomats should receive overseas," Harf said.

"As a father of two daughters about the same age as Devyani Khobragade, the secretary empathises with the sensitivities we are hearing from India about the events that unfolded after Khobragade's arrest," she added.

Earlier, in its first reaction on the issue, White House Wednesday offered to review the procedures that were followed in Khobragade's arrest on charges of visa fraud.

"We understand that this is a very sensitive issue for many in India," White House spokesperson Jay Carney said essentially repeating the statement made Tuesday by Harf.

"We are looking into the intake procedures surrounding this arrest to ensure that all appropriate procedures were followed and every opportunity for courtesy was afforded" to Khobragade, he said.

Like Harf, Carney too stressed that an "isolated episode" should not be allowed to cloud a "broad and deep friendship" and an "important relationship" with India.

    It is heartening to see the USA softening their stand.
    But it is deplorable that Indians tried to bring even CASTE factor in this Case. The Society of America does not recognize caste system unlike India and all the sections of society are treated equally there. No where in the world they have Caste system (6200 castes !) and Reservation System ( of course only Black & White Racism is practiced in some African & South American countries) .

    ALL CREDIT GOES TO MODI UNCLE!!!!!......LOL this much years CENTRE was sleeping when Gujarath Tiger roared this people got up from sleep and stated barking on USA,but the best deal was INDIA using right policy at the right time to ask UN to come to rescues INDIA DIPLOMAT so USA had no choice but to surrender i salute to our congress minister at least they came to know what is INDIA power to USA.     There is misunderstanding among some Indians that US are following their normal rule and policy..Definitely it is 100% wrong. There is a separate legal procedure to handle Diplomatic persons. Here,in Devyani case,she was treated like criminals and kept with druggists ! (If India makes the same thing to an American diplomat,what will happen ?)..India didn't protest so strongly when our film actors were detained at the airport because they were not Diplomats !..But,in the case of Abdul Kalam,George Fernandes and Devyani,India asked apology from them..We GOT IT TOO..(That shows US accepted mistake)..If you still believe US are right..can't help..you realize when your family members get strip searched and cavity searched for a very SILLY mistake in US Airport or Immigration office..!

    Kerry regretted only on the treatment and not on the arrest.

    See the other side of the story.

    This Khobragade family is involved in other scams in India.

    Her father is accused as one of the main culprits in Adarsh scam.
    Father and daughter have apartments in that scam building.
    She had a Maharashtra Govt 10% quota flat in Oshivara which she should have d while acquiring Adarsh apartment. She did not. Later she had to sell that Oshivara flat due to legal hurdles.

    Caesar's wife should be above suspicion. When she is in that position, she should have acted in a manner that should not bring shame her to the country.

    What US govt said about immunity in her case is correct. Now our govt has transferred her to a position which entitles her full immunity.

    She did agree that the maid was not paid as per rules. Also, there is controversy regarding the visa application where USA claims Kobragade submitted fake documents.
    Like father, like daughter.

    While I am happy what our govt did, I personally feel that her arrest was a correct step.

    While sending IFS officers our govt should see the background of the people, because they are representing our country.

    This is not the first time US is treating Indians like slaves.Here is something for you..

    1.Ex President Mr.Abdul Kalam was searched and detained for more than hour at US Airport

    2.One of the lady Indian Diplomats was strip searched,luckily not arrested.When she returned to India,she said "I will never ever step into America again"

    3.Actor Sharukh Khan was detained for nearly 2 hours at US Airport (twice)

    4.Actor Amir Khan was strip searched at the Chicago Airport in 2002.

    5.Actor John Abraham was detained and questioned for more than an hour because his passport was showing Afghanistan exit stamp (he was in Afghanistan for film shooting)

    6.Former Defence Minister Geroge Fernandes was strip searched at US Airport (US apologized later)

    7.Now Diplomat Devyani was strip searched,cavity searched (checking all parts of the body naked through scanning.Generally police do a cavity search on druggists) (Today US secretary apologized to India)

    Still,we Indians cry America,America despite they treat us like dogs..I think If all Indians stop drinking Coca Cola or using any American Products,then US may stop harassing or insulting Indians.

    They don't have to change the rules Stan, just use common sense and appoint people with sense to enforce border controls or law enforcement. Most of the present lot are are so ignorant that they would not be able to show where India is on the world map. Similarly we too can apply our rules in India like searching Bill or Hillary Clinton when they next visit India. Will the Americans keep quiet then? Remember Mr. Abul Kalam was the President of India and did not deserve such treatment from a bunch of ignorant cowboys. If at all Kobragade is guilty she could have been summoned questioned and arrested in a dignified manner.

    She is not a terrorist or a murderer on the run, but a diplomat representing a sovereign nation. When you talk about the rules please remember that the US law itself states that a strip search or cavity search is only done when you are suspected of carrying weapons, contraband or are a suicide risk. Did Devyani Kobragade according to you fall in any of these categories? Follow all your rules but do not humiliate and abuse your authority.

    If they do any nonsense then it is isolated issue & same thing done by others then it is a crime! This is what this DEVIL country's policy.

    If so why don't they consider the 9/11 attack also an isolated issue???Only once it happened not more!

    Next time India should do the same treatment to their diplomats n clarify it as 'isolated issue' n then just regret...case KHALAS..

    India must not obey to any other countries especially this DODDANNA.

    I fully agree with you, at least once Indians should take a firm step towards any of the American bureaucrat or ministers..let see what they will do..time to teach lessons.
