Lok Sabha passes landmark Food Security Bill


New Delhi, Aug 26 (PTI) : After much delay and uncertainty, the landmark Food Security Bill was passed by the Lok Sabha today which seeks to provide cheap foodgrains to 82 crore people in the country, ushering in the biggest programme in the world to fight hunger.

The ambitious bill was adopted by the House through a voice vote after a combined discussion on the measure and a statutory resolution seeking to disapprove the ordinance promulgated on July 5. Over 300 amendments moved by the opposition were rejected.

The legislation was passed after a day-long debate during which Congress President Sonia Gandhi, during her maiden speech in the 15th Lok Sabha, said, "Our goal for the foreseeable future must be to wipe out hunger and mal-nutrition from our country."

Significantly, Gandhi, who is the main force behind the bill, could not participate in voting as she fell ill during voting on amendments and had to leave the House at around 8.15 pm. She was later admitted in the AIIMS.

Earlier, Gandhi sought to allay concerns over the measure. "This legislation is only a beginning. As we move forward, we will be open to constructive suggestions; we will learn from experience," Gandhi said.

She said the approach of the UPA has brought in "an empowerment revolution in our country – something we are proud to have facilitated."

Just before voting on the bill, Leader of Opposition Sushma Swaraj said BJP is supporting the legislation despite it being "half-baked and weak". She added, "we are waiting for the day when we come to power and we will be able to improve the law."

Replying to the day long debate, Minister of State for Food K V Thomas dismissed the charge that states were not consulted while drafting the bill. He insisted that the states were consulted four times.

He also dismissed concerns that new measure would impinge upon the rights of the states and said the legislation will become success one when Centre and states work together.

"We will protect the federal system of the country. We don't want to weaken it," he said.

Key outside supporter Samajwadi Party demanded the bill be put in abeyance till states are consulted. Main opposition BJP dubbed the measure as "vote security bill" and picked holes as he questioned as to how it would be implemented and who would be the beneficiaries?"

The passage of the Food Security Bill in Parliament will pave the way to give nation's two-third population the right to 5 kg of foodgrain every month at highly subsidised rates of Rs 1-3 a kg.

After the bill gets Rajya Sabha's nod, India will join the select league of countries that guarantee majority of its population foodgrains. At Rs 1,30,000 crore government support, the food security programme will be the largest in the world. It would require 62 million tonnes of foodgrains.

The bill will guarantee 5 kg of rice, wheat and coarse cereals per month per person at a fixed price of Rs 3, 2, 1, respectively.
However, about 2.43 crore poorest of the poor families covered under the Antyodaya Anna Yojana (AAY) scheme under PDS (Public Distribution System) would get legal entitlement to 35 kg of foodgrains per family per month.

Thomas rejected suggestion for making food security net universal.

On contentions that such measures were better in some states like Chhattisgarh and Tamil Nadu, the minister ruled replication of those at the Centre level.

"Tamil Nadu, Kerala are role models. Every state is a role model. But we cannot accept that. In Chhattisgarh a particular system may have worked. But it may not be acceptable to Tamil Nadu and other states," the minister said.

Earlier participating in the debate, UPA's outside supporter Samajwadi Party demanded that the bill be kept in abeyance till Chief Ministers are consulted as it would put additional burden on states.

SP chief Mulayam Singh Yadav raised a number of questions over the bill in Lok Sabha and said it would badly hurt farmers as there was no guarantee in the provisions that all the produce would be bought by the government.

"It is clearly being brought for elections...Why didn't you bring this bill earlier when poor people were dying because of hunger?...Every election, you bring up a measure. There is nothing for the poor," he said participating in the debate on the bill.

Main opposition BJP earlier dubbed the measure as "vote security bill" and picked holes as he questioned as to how it would be implemented and who would be the beneficiaries.


Sonia unwell, admitted to AIIMS, condition stable

New Delhi, Aug 26 (PTI) : Congress President Sonia Gandhi was admitted to AIIMS hospital tonight for a check up after she felt unwell forcing her to leave the Lok Sabha while the voting was underway on her pet welfare legislation Food Security Bill.

67-year-old Sonia was admitted to the Cardiology unit after she complained of exhaustion and was undergoing check ups, hospital sources said, adding that her condition is stable and there was no cause for concern.

The UPA Chairperson, who has been spearheading the UPA's ambitious legislation, was taken straight to AIIMS from the Lok Sabha when the voting was underway on various amendments to the Food Security Bill moved by the Opposition.

Sonia was seen leaving Parliament at 8.15 pm, being helped by Union minister Kumari Selja. Her son and Congress Vice President Rahul Gandhi also accompanied her.

Sources said top doctors of AIIMS including its acting director R C Deka are attending on her.
They said she is undergoing some tests and is under observation.

She had viral fever since last night and doctors examined her at her home, sources said.

Earlier in the day, Sonia led the party in the debate on the landmark bill in the Lok Sabha describing it as a measure to wipe out hunger from the country.

    After reading many sensible comments for and against the scheme I find many valid arguments.

    “This country has many poor who find difficult to have even one meal a day.”

    “Country needs the people to work and earn their money with hard work.”

    Bottom line is if the poor is not able to have one meal a day from where can they get the strength to work? Today all their energy is spent only in finding the ways to survive. This bill can bring remarkable change so that they can think future of their children as their survival is guaranteed. Many of us may not be able to visualize the plight of these poor people.

    We should understand that food bill is only for 3 years and there will be a review after this. Government has NREGA programme by which everybody has right to work for 180 days. With the combination of both Food Bill and NREGA country can help the poor in a big way. This may not bring much change in the present generation but can bring remarkable change in next generation of these poor families.

    Food Bill, Education bill and NREGA employment bill put together can bring substantial change in the plight of poor in India. Someone has written that China has come up because of human resources but human resources also has great share in India’s growth. This will multiply when poor people can contribute by giving a quality next generation of human resources.

    Let us give a helping hand to poor so that they can contribute to the success story of our great country.

    I completely share your view. You will find 6 or 7 of my comments herebelow made yesterday on this report itself. However, I was not properly understood by a few. People need to understand the level of poverty and hunger people face in this country where the poor and hungry even scavenge the garbage bins in search of something to eat. Some even sell their new borns (Orissa) in exchange for some food. Also, where will one get the strength to work or even look for work if one is weak due to constant hunger. Moreover, if one is weak from constant hunger one and one's family is always prone to sickness and disease due to low body immunity.

    However, some people instead of trying to understand the truth and visualize the situation will prefer to dismiss these comments as 'emotional'. Sad state of affairs indeed. Thank God there are people like yourself who understand.

    China made their huge population an asset and they are a formidable force today. The damned UPA is hell bent upon making our countries population a liability.

    Food security, call it Vote security for the UPA. instead of giving free food to people why not teach them some skills, initiate industrial growth, and guide them so they can be self reliant and add to the growth of our country, not be a liability on the country.

    The procurement needs of the Food Security Bill will force more intensive cultivation using more fertilisers and power, which will push up central subsidies on fertiliser and state subsidies for power. Since food prices under the Food Security Bill will be frozen for three years, it means not only the food subsidy bill, but the fertiliser and power subsidy bills will bloat beyond tolerance levels in the next three years. The accumulated losses of state power distribution companies currently exceed Rs 2,00,000 crore despite tariff increases in the last one year. The clean-up of the power sector done by the NDA has been completely nullified by the UPA.

    Food, power and fertiliser subsidies will drive both centre and states towards fiscal bankruptcy – forcing deregulation of urea prices and power tariffs. Higher power tariffs will make even solar power look competitive. We are now moving towards a high-cost economy, and deregulation and reform are the only ways out.

    Let’s also not forget bumbling public sector red-ink champions like Air India, BSNL and MTNL. None of them can survive without government cash and bailouts. But when government runs out of cash, what will they do? Privatisation is the only way out.

    Over the next five years, India will be on sale. And it will bring serious reforms, good reforms. The chain of events and bad economic management will finally lead to a more efficient economy – but we have to go through years of pain before that. A pity UPA blew the opportunities it had over two terms.

    Sonia’s Food Bill may provide the tipping point to bankruptcy.

    Landmark legislation.World's attention is on India inspite of having some financial constraints and the dollar decline we have gone ahead to put this program in place.The first step towards building a strong nation is to ensure that we have food security. Imagine 1/5th of the population will now get food security. I dont think anywhere in the world there has been a program of this scale and well done i think we should congratulate all parties on this for having passed it

Do not misguids people with your emotional comments.By writing emotional comments nothing is going to happen.It only matters how much practically we help poor. Its easy to receive but very difficult to give.I believe in Mother Terasa and not in Sonia Gandhi.Clear? If Sonia wants to help people there are several documentaries released by BBC/NDTV specifying areas where poors of poor are suffering acutely with no facilties and nofood and no medicines.Only these cases need help and not everybody . India must come up sooner than latter. We all love poor .

    Declan, Mumbai-If you think I was born on a bed of roses, you have misunderstood. I know what is poor and poverty more than all of you in this forum. My father was a Panchayat peon with a salary of Rs.30/-pm and we were 8 children to him. Later, I was the captain of our college cricket team, wearing chapels and an opening bowler. All my team mates wearing cricket shoes where as captain wearing chapel because my father could not afford it. We wear the founder students and as such our college could not provide us with cricket uniform.
    First time I wore chapel when I entered 6th standard. I studied my B.Com under kerosine chimney. We did'nt have even electricity at home. My first salary was Rs.230/-pm. I have not only seen but experienced poverty. Now retired and comfortable in life, I know the value of hard earned money. I never ever help a beggar. Bread has to be earned and not stolen or begged.
    We have to live with hard work and dignity not with mercy.
    When I comment on poor or poverty,
    I mean exactly what I say.

    Personally i have helped several poor and I know the suffering of poor. Do not say we are not with poor. lets not give different meaning to the comments here . We are all with poor and we want the poor to become rich. What we do not want is politicians using these schemes in the name of poor for votes. This is want we do not want.     I agree with the comments of Declan. Unless you go hungry you will not know what it means to go to sleep on an empty stomach each night with the pangs of hunger gnawing at you. For the past 67 years food security for the destitute and hungry has been denied, each time with selfish voices saying that we cannot afford it and all this while a handful of businessmen have gone from being petty millionaires to billionaires. Some businessmen can build 28 storied residences coasting billions of rupees, but he do not have anything to give to the poor. The Indian rich are the stingiest people on earth and only want to suck the country and its poor. These are the very people with support from the middle class who are again crying now that we cannot afford a food security bill for our hungry people.

    It is only the super rich and the middle class who keep crying when their avenues of amassing wealth are streamlined. A middle class man will cry over petrol and onion prices but the very next day will go and book another new car or plan a foreign trip or look at another property investment. The poor have no time to complain or go on strikes and agitations. They do not have lobbies to fight for them and if the government abandons them where will they go? It is true that instead of giving fish it is better to teach a hungry person how to fish, but to teach him that, he should be able to stand up on his feet. Therefore first feed him, nurse him back to health and then teach him how to fish.

    If our country cannot afford to feed its hungry and destitute then the very idea of our nationhood and culture is a sham and we do not deserve to exist as a nation.

    This bill should have come within 6 months of UPA came to power and not 6 months before collection.Every reason to believe this is again a vote catching scheme. Sure indian econonomy will go to dogs soon. Bring schemes that will prosper india and not doom india. Give people opportunity to work and earn bread. Income to be generated by all of us to propsper india. Allow poor to prosper their familes and do not make them lazy.Let them also lead a richer life.     If you have seen and truly undertood the meaning of 'POVERTY' and 'HUNGER' from 'close quarters' I dont think you will make such comments.

    'Spoiling the poor', 'Making the poor lazy' sound like disparaging comments against the poor in the context of today's India. 'Teach them to fish instead of giving them fish' - these words are easier said than done. In a country with a poor population as large as in India it is not very practical to follow. Till the time jobs are created, skills are taught and poor are employed should we allow the poor of India to continue to die of starvation ? Moreover when a poor person is weak from constant hunger where does he get the strength to travel looking for work ? So much is the desperation that we often hear of parents selling their grown up children and new borns in exchange for a little rice. Please think thoroughly before passing judgemental comments.

    It is not as though the government does not want the poor to uplift themselves from poverty and the NREGA schemes are one such attempt in that direction.

    Despite the long congi rule ..70% of the beneficiary it must cover ??? Do we have resources to meet food/fool bill ??? In case of drought all over india do govt import food grains ??? Do we able to distribute through our public distribution system ??? it is too early to say but election is near congi badly need this bill to cover up their corruption scandles...

    And we have crores of people dying for hunger, WHY & FOR WHOM THE GOVT ARE FOR? TO MANAGE WHAT ?

    FOOD SECURITY BILL WAS LONG OVERDUE and those opposing the same are real enemies of POOR!

    Govt should have also considered some measures of relief to lower middle class!

    Having said that, I still have a sharp feeling that the government is spoiling the poor. As Sridhar Shetty,Barkur said, 'Develop country's infrastructure'.
    Like another gentlemen commented, 'While feeding fish to poor, teach them how to catch it too'. If you call thief, a "thief" again & again, he will remain a thief forever. Similarly, if you keep on calling a poor, a "poor", he will never try to improve.
    Make them work, pay them MORE and let them earn their daily bread.
    A daily labor is happier than a millionaire. Because he earns 250/-daily, hard earned & happy with his family not depending on anybody.

    Hats off to Soniaji & MMSji. This will definitely help poor and those now at least nobody will sleep empty stomach. Its easy to comment against FSS, with latest elec gadgets in hand and delicious food in belly, but this will even bring prices of the commodities down as 70% will get thru this. Further, the principle of supply v/s demand will ensure that the hoarders will have no opportunities to stock the grains and raise the prices.
