Delhi HC asks Centre, police to find out root cause of rise in rapes


New Delhi, Apr 25 (PTI): Voicing concern over "alarming" increase in rape cases in the national capital, the Delhi high court on Thursday asked the Centre and the city police to find out the "root cause" of such incidents.

"It is surprising as to what is happening in Delhi. Find out the root cause of such incidents," a bench headed by chief Justice D Murugesan said.

"There is something wrong somewhere with Delhi. People have become mad. Other aspects we can understand," the bench said after Delhi Police stated that mere policing will not stop such kind of incidents.

The court also asked the ministry of home affairs (MHA) and the Delhi Police to look into the sudden rise in rape incidents and find out their root cause to curb the menace.

"Most of these accused belong to nearby states and there is a need to find out the ways to prevent these kind of occurrences," the bench said, referring to the recent rape of a five-year-old allegedly by her neighbours in east Delhi.

"Everybody is very sad as to what is happening in Delhi. Look what has happened to a child of five years recently," the bench said, adding, "Now we will have to see as to how such crimes can be stopped."

The court also asked the Delhi Police to file a report on the training imparted to its officials.

The court's directions came after it was pointed out that some police officials acted in an insensitive manner during the investigation of the recent rape of a minor.

"Keeping in mind the alarming increase of such incidents in recent past here, police should also identify the areas of training to make its officials more sensitive," the bench said.

Meanwhile, the health department of Delhi government and city police filed a status report in the court, saying they have complied with the earlier directions by which the court had asked them to provide a list of hospitals where rape and accident victims can be taken for immediate treatment.

The court, which had earlier taken suo motu cognisance of the gangrape of 23-year-old paramedical student in a moving bus here on December 16 last year, was informed by MHA that it has provided 370 more PCR vans to Delhi Police which at present has a fleet of 500 PCR vans for patrolling purposes.

"Out of 370 PCR vans, 250 have already been given to Delhi Police and they are under the process of customisation and rest 122 would be delivered to them shortly," additional solicitor general Rajeeve Mehra said.

The ASG also said that certain actions have been taken by the MHA in pursuance of various recommendations given by Justice Usha Mehra Commission constituted to look into various issues relating to safety of women in Delhi.

The court, meanwhile, asked the MHA to file an affidavit detailing the departmental action taken against policemen who were manning the PCR van in the locality where the 23-year-old girl was raped in a moving bus.

The high court had on February 28 asked the city government and the police to ensure proper "publicity" to their orders that all hospitals, including private ones, cannot deny treatment to victims of criminal offences, especially rape and road accidents.

In pursuance of the HC order, Delhi government and the city police had issued separate directions that the victims of criminal offences have to be taken to a nearby government or private hospitals which cannot turn them away.

    One must ponder where we lost character. Our administration system is one of the best, have top level, high ranking bureaucrats coming from the best institutes, examinations. They should have been the guiding force but they have come under the dictates of politicians. The Secretaries are worried about their ranks, positions and Politicians about their control. It appears as if we lost everything. Where did we learn to loot, to damage other fellow citizen. Certainly not from the womb. The system, parental care, education system - everything compels unhealthy unending competition among the growing human. This spoils a human. Every new born bring happiness in every home, the home should understand its responsibility towards the child and make him/her a good human. Responsibility lies at every home. If my home is good, I can expect all India, world is good. let the administration do its work, as individual, let us perform our prime duty of building our sons/daughters - noble humans, the future of us depends on our children. None denies about their concerns towards good future,out children are our assets of future days, future society, let us build them with sound character at any cost. Let us make them responsible, dutiful, they are our real treasure.

    Root cause is sick mentality of Indian men n our culture. Y blame porn? are we animals? cant we contrl ourselves by the way most of the rape accused are labourers where do they get pron to watch? People blame dress code of women but waht dress code has to do with a 5yr , 4yrs just month old n 60 yr old female? Rapes used to happen from long long time ago powerful men used this always its the stigma made the women keep quiet .these days no more women are worried about stigma so thanks to the media the accused are atleast known n some blame this media western culture. I think instead of handing over the accused to the law make sure he dies suffering. y do we Indians always live in a false & hipocratic world ?

    Every where you will see a Lawyer immediately coming forward to take up the case of the Culprits and save that Monster. So, criminals are not afraid of Law. This is the root cause for increase in rape cases.
    So immediately complete the prosecution of two earlier cases and publicly Hang the devils, and just see how the rape cases will come down dramatically.

    In fact rapes were taking place earlier also in the same proportion.
    But earlier either the Parents of the Victim were NOT coming forward to lodge complaint with Police for the fear of Social Stigma, OR, they were being hushed up by police by threatening the Victim just like they did last week in Delhi in the case of 5 year old Gudiya where Police Paid Rs.2000 to the Poor parents to abstain from following up the case.
    After the Case of Narbhaya/Damini which took place in last December as whole India showed solidarity with that Victim, now the Parents of other Victims are also openly coming forward to lodge complaint with foolish Police .
    Hence it looks as if the rape incidents have gone up suddenly in police records. Delhi High Court can note this Point.

    I fully agree that porn is the root cause. I really don't understand why the porn sites are not blocked and its open to all? Cant the government look into it? It has spoiled the generation and the culture. Check the middle east and few other countries, such websites are totally blocked. In India we are really scared to give the computer with internet access to our children, on Google if by mistake we type some words, it throws up the dirty videos, pics etc., so are our children safe from this?

    We request, please block all the porn sites and the ban all the porn material.

    Root cause is improper upbringing. At one time both parents took good care of their children, thought them right from wrong. Now a days both parents are out all the time leaving children on their own and not even finding where their children are and what they are doing or who they are hanging around with. Parents think if they get their children expensive gifts and designer cloths everything goes right.
