Now, mobile numbers having balance of Rs 20 cannot be deactivated


New Delhi, Feb 25 (PTI): In a relief to consumers, the telecom regulator has announced that effective March 22 inactive mobile connections of pre-paid customers cannot be shut down if they have a balance of Rs. 20 and the time period for considering 'inactive' has been set at 90 days.

The new regulation, however, allows telecom operators to deactivate pre-paid mobile number that have been not in use for a period of 90 days and has a balance of less than Rs. 20.

As per amendment made in Telecom Regulatory Authority of India's (TRAI) Telecom Consumer Protection regulation, "No service provider shall deactivate the cellular mobile telephone connection of a pre-paid consumer for non-usage if an amount exceeding twenty rupees...is available in the account of such consumer."

On deactivation of inactive numbers, the regulation said "No cellular mobile telephone connection of a prepaid consumer is deactivated for non-usage, for a minimum period of ninety days or such longer period."

The regulations has been announced following Telecom Regulatory Authority of India's observation that around 20 crore pre-paid numbers were deactivated that were lying without use for period of 30 days and an average balance of Rs. 6.

Under new regulation, telecom operators will be allowed to deduct an amount, not exceeding Rs. 20, every month based from balance amount in inactive mobile number till the number is not deactivated and the balance falls below Rs. 20.

As per amended regulations, telecom operator will have to provide facility to pre-paid to reactivate numbers by paying reasonable amount.

"A consumer whose connection is deactivated shall be given a grace period of 15 days within which he can reactivate the same number," TRAI added.

In case of post-paid customer, the new regulation says that telecom operator will have to provide safe custody scheme to the subscriber under which he/she can be charged an amount not exceeding Rs. 150 for three months to retain the inactive number.

The new regulation also says that telecom operators should not charge monthly rental during from customers who opt for safe custody scheme. TRAI has barred telecom operators from deactivating mobile number of those post-paid customers who have paid advance rent for certain period.

    Even you have 200 Rupees balance... they will activate any service such as caller tune or any rubbish service which will consume all your balance and then deactivate...

    Its long outstanding problem, NRI is facing since the private telecom industry has started working. Especially I would like to tell about Air tel subscriber, even though u have deactivated, money will be deducted for unwanted subscription. and if you are out for 30 days, what ever the money you have in sim card will be gone with the wind. where this money goes.

    I am an airtel customer. It is matter of regret that the calls charge exorbitantly. They impose a fee also on calls which are not connected to the receiver. What is worse is is that charge a fee for also made to others which do not go through. It is time that the authorities come down upon them and ensue that customers are not harassed.

    In this context I personally presented myself at the office of the airtel at Shetty Circle and they kept on giving assurances which were never kept up.

    most of the cellular mobile operators/providers are activating some nonsense packages and deducting currency from the balance itself without subscribers knowledge so how can one maintain the balance of Rs. 20 every time. At present my residence is in Saudi Arabia as I noticed in Saudi Telecom, Itsalat & Zain celluar mobile providers never ever deactivated any subscribers SIM unless and untill the validity of SIM expires regardless of balance or not balance but Saudi Arabian SIM validity is based on every recharge either we can use the balance currency or not use does not matter. 3 years ago I subscribed the airtel sim during my vacation and the SIM validly was 2037 even they charged me more than SIM value and I paid for life time validity and I recharged more than Rs 2000 in each month to call my company (in Saudi Arabia), after I come back from my vacation airtel was deactivated my SIM with the balance currency of more than Rs 300 without any notification even they are not allowed to reissue the same sim instead of changing the numbers frequently, last 3 years I was facing the same problem every year I was subscribing the new SIMs and SiM providers are deactivating the SIMs with the balance currency of more than RS.200. Let TRAI decide whether this is fair or un-fair.
