Bengaluru, Jul 3: As many as nearly 800 online services offered by all government departments will come under Atalji Jana Snehi Kendras (AJSKs) as the single window agency for the citizens, if the recommendations of the Karnataka Administrative Reforms Commission (ARC) is accepted by the state government.
The Karnataka ARC headed by former chief secretary T M Vijaya Bhaskar, has in its first report submitted to chief minister B S Yediyurappa in Bengaluru on Saturday, has suggested abolition of all four offices of the regional commissioners and creation of a Revenue Commissionerate at the state level besides giving the option for citizens to go to any RTO office in Bengaluru city for availing services, as in the case of registration of documents in sub-registrar offices.
The ARC has made a wide-range of recommendations in the three key departments of revenue, food and civil supplies and consumer affairs and transport, which it said accounts for nearly 80% of all applications for citizen-centric services.
The commission has recommended about 800 services should become available through Bangalore One, Karnataka One, Gram Panchayat Bapuji Seva Kendras and Common Service Centres.
Karnataka Mobile One app should be redeveloped using the latest technology for providing all E-Services of Govt of Karnataka through mobiles, and tatkal service provision should be made for all services for faster delivery at higher fee.
In the urban areas concerned, it said city corporation, city municipal council, town municipal councils or town panchayats can be authorized to issue certain revenue services like family tree, residence certificates, which do not relate to land, income or caste.
Mojini, Fruits and Bhoomi databases should be integrated for seamless delivery of revenue services and income assessment of a family for giving income certificate should be based on a self-declaration by the applicant in a format suggested by the Commission, showing all possible sources of income and income received. It also wanted all pension schemes (including non-revenue) of various departments like pension for Devadasi women, senior artistes etc., may be brought under Navodaya app.
About 15 popular certificates can be auto-generated by AJSK and sent to the digi-locker of the concerned persons without any application so that the citizens need not carry originals or authenticated copies of the documents for submission before the authorities.
With regard to transport department, the ARC recommended E-Office system should be used by all RTO offices and Transport department offices for better efficiency and QR code-based payment systems, credit and debit card payment machines may be installed in RTO offices to reduce the time taken for payments and reduce the cash component of payment. A project for scanning and digitising old records, starting with old and high transaction load RTO offices may be implemented for covering all RTO offices in a few years.
The state government had constituted the ARC under Vijaya Bhaskar’s chairmanship on January 7, 2021, which has decided to focus on improving ease of living for citizens by examining citizen-centric services so as to identify how ease of delivery, work processes and e-delivery of these services could be improved.
