23 crore Indians pushed into poverty amid pandemic: Report


New Delhi, May 6 (IANS): As the pandemic and the eventual lockdowns wreaked havoc on the economy and livelihoods, around 23 crore Indians have been pushed into poverty during the past one year, showed a report by Azim Premji University.

It said that the rural poverty rate increased by 15 percentage points and the urban poverty rate was up nearly 20 points.

"The number of individuals who lie below the national minimum wage threshold (Rs 375 per day as recommended by the Anoop Satpathy committee) increased by 230 million during the pandemic," said the report titled 'State of Working India 2021: One Year of Covid-19'.

It noted that though incomes fell across the board, the pandemic has taken a far heavier toll on poorer households. In April and May, the poorest 20 per cent of households lost their entire incomes.

In contrast, the richer households suffered losses of less than a quarter of their pre-pandemic incomes. Over the entire eight-month period (March to October), an average household in the bottom 10 per cent lost Rs 15,700, or just over two months' income.

Further, as per the report about 1.5 crore workers remained out of work by the end of 2020. About 10 crore people lost jobs during the nationwide April-May 2020 lockdown.

"Most were back at work by June 2020, but even by the end of 2020, about 15 million workers remained out of work," it said.

Incomes also remained depressed. Average monthly household income per capita in October 2020 (Rs 4,979) was still below its level in January 2020 (Rs 5,989).

Job losses were higher for states with a higher average Covid case load. Maharashtra, Kerala, Tamil Nadu, Uttar Pradesh, and Delhi, contributed disproportionately to job losses.

During the lockdown and in the months after, 61 per cent of working men remained employed and 7 per cent lost employment and did not return to work. For women, only 19 per cent remained employed and 47 per cent suffered a permanent job loss during the lockdown, not returning to work even by the end of 2020.

The report showed that younger workers were much more impacted, experiencing higher job losses, of a more permanent nature. Around 33 per cent of workers in the 15-24 years age group failed to recover employment even by December 2020. This number was only 6 per cent in the 25-44 years group.

Vice-Chancellor of Azim Premji University, Anurag Behar said: "The pandemic has revealed a systemic and moral failure that makes the most vulnerable always pay the greatest price for everything. We have to change this from the core."

The report shows that the pandemic has further increased informality and led to a severe decline in earnings for the majority of workers resulting in a sudden increase in poverty. Women and younger workers have been disproportionately affected.

Households have coped by reducing food intake, borrowing, and selling assets. Government relief has helped avoid the most severe forms of distress, but the reach of support measures is incomplete, leaving out some of the most vulnerable workers and households.

The lead author of the report, Amit Basole, said: "Additional government support is urgently needed now for two reasons -- compensating for the losses sustained during the first year and anticipating the impact of the second wave. This can include continuing free rations beyond June, additional cash transfers, an expanded MGNREGA, and an urban jobs programme."

    The only reason our country has reached this state is due to us ( including ones who are commenting here .. me too). The sad part of we the people of India is we have always been casting our votes based on religion, caste or some trivilous reasons. We have never read a parties manifesto... nor seen the credentials of the candidate representing our constituency. Only thing we see if if the candidate is from BJP or congress... what have we got by doing that??? Death everywhere...!! If we would make our candidates accountable for the nonsense they would do then we would have got candidates really working for the society. Our so called representatives clearly know whatever anger people have is for short term. People have SHORT TIME MEMORY. When elections come again people will choose the same old shit religion.. caste....and choose the same old fools who will give crap back to the society. Its a never ending cycle. WE SHOULD REMEMBER OUTPUT DEPENDS ON OUR INPUT. Hopefully next time when we vote see credentials of the candidate. See if he/she is educated. See their caliber and then vote. Hopefully we will have some better future. Else future is grim.

Their grown beard or hair or suit boots will never help any common poor citizens but it has deteriorated well being of the peaceful humans. 23 crore citizens under threat of daily bread think about it if that gets further deteriorating what is the fate of that nation in few more months time. At this point we all join hands do whatever best ways to help the needy and marginalized citizens and beg god for mercy to heal this curse upon us. God is only can help and same time we can help each other without religious lines.

    I only partially agree with your comment. Donald Trump was a very successful President in USA though people would not like to recognize this. He was good for Americans but not for the rest of the world. What he has done to US vs what Modi has done to India, there is no comparison. Frankly, Modi knows nothing other than speak. Some of the major achievements by Trump - Unemployment dipped below 4% which was unbelievable. Stock markets sky rocketed as a a result of improving business climate. He stopped illegal immigrants by trying to build a wall to avoid the menace of drug peddlers, criminals, murderers and some innocent illegals crossing over - what is wrong with that? He strongly went against the law of rampant abortions. He improved the lives of black Americans and the list goes on. Unfortunately, the media and major Technological companies were against him as they cannot influence him! Whatever he tried to do, he did for the good of US. What was wrong with Trump - his bad mouth and he hated the press. Never knew how to talk and how to please the crowd! This is were Modi scored with his rhetoric and failed in all other respect including dividing the entire country on the lines of religion, and turned himself into the worst PM in the history of India

India was left poorer by the British and then suffered through famines, floods, food shortages, disease, wars, near economic collapse and isolation by the West. Despite this Indians overcame these obstacles to reach today's position and then in the last 7 years to satisy his ego, one man caused the destruction of all gains Indian had achieved. Then slowly these communists target stock market, then when world economy collapses finally bring everyone under communist government support like in China, Russia and north korea under some dictator. Meantime clean up elderly, leaders worldwide with virus or vaccines as much to lessen the burden on governments, that's what happening. Also create chaos because of shortages, medical emergencies, sometimes playing racial or religious cards to decimate much to they can better control smaller populations. No God satan kills.
