Karnataka Wakf prohibits use of loudspeakers between 10 pm and 6 am


Bengaluru, Mar 17 (IANS): The Karnataka State Board of Wakfs has issued a circular prohibiting the use of loudspeakers between 10 p.m. and 6 a.m. during 'azaan' or the Islamic call for ritual prayers recited at prescribed times of the day.

In a circular, the board stated that the decision to bar the use of loudspeakers during the specified time was taken to prevent noise pollution.

"With the objective of maintaining the ambient standards of noise, the Noise Pollution (Regulation and Control) Rules, 2000 are in force. The loudspeakers shall not be used in night time, from 10 p.m. to 6 a.m.," the circular said.

However, the circular does not bar using loudspeakers for important announcements such as death, timing of burial, sighting of moon etc.

"Congregational Salat, Juma Qutba, Bayans, religious, socio-cultural and knowledge-based-functions shall be performed with the speakers installed in the religious premises," the ciruclar added.

The circular said that it is observed that increasing ambient noise level around many masjids and dargahs due to generator sets, loudspeakers and public address systems have deleterious effects on human health and the psychological well-being of the people.

The area comprising not less than 100 metres around hospitals, educational institutions and courts have been declared as silent zones.

"Whoever uses any sound amplifier, sound emitting fire crackers, loudspeaker or public address system in the silent zones is liable for penalty under the provisions of Environment (Protection) Act, 1986," the circular explained.

It further stressed that this order has been issued after the Karnataka State Pollution Control Board directed the Wakf board to take necessary action to maintain ambient sound levels in and around religious places.

    I understand your dilemma, you are only spouting what you have been programmed to think and say since centuries. It appears you are 1500 years old. Allow me to update you as you are so modern that even at 1500 years age you know how to use the internet which never existed back then : loudspeakers were invented by man not more than 100 years ago. All that the law talks about is the abuse of loudspeakers. So all those who are programmed to play the culture, tradition, ancient, minority, victim, we are being persecuted card fail at their contorted attempts to fool people.

    Haneef mangalore,I feel you are taking it personally .I find it is good decision from Govt.Just think not only muslims but other religions people too are using loudspeakers for marriage or other functions ,in halls loud as possible.Children loose hearing ,elders completely.One has to adapt a system in public.We do have nowadays watches smart watches to inform you timings of prayers or get up.Previously you didnt have facilitys except church bells Mashjid loud speakers.People are educated nowadays.So let us all unite and take it not personally but as educated citizens for a better living.It applies to all.And to Ahmed Saatar,Muloor,it is not only to a particular community as you think but al.Just think in times of Hindu s who celebrate their bhajan in a certain time before thy go to piligrimage ,loud speakers are not to tolerate at night.

    the problem arise only when the people use the speakers with high volume. some place they purposefully use high volume to show their existence. otherwise there is no harm in using loud speakers.

    This should be implied without any exception or religious partiality . If that is a fair play then welcome this move as no more night crackers and roadside shows with loudspeaker from 10pm to 6am in Mosques, Temple and churches.

    Readers, we are not living in a medieval stone age era, which is dominated by just one section of our society....We have our clocks, cell phones, to remind us about our duties.. In the west sound n overtly religious calls are strictly prohibited, the reasons are logical, as it effects children, young, sick n the aged... Moreover we are living in a multicultural society, whereby citizens from other beliefs, dislike cacophony of religious discourse, constantly blaring down their ears !!!!

    I really appreciate the comment of Mr. Shankar from Managalore who is stand in favour of every religion. Before this Sono Nigham also commented on Adan . Our prayer time also changing seasonally. EXAMPLE : IN THE HOLY MONTH OF RAMADAN. It also come Adan time before and after 6.00 am. So I think it is attack on particular community. ISHWARE ALLAH TERE NAAM SABKO SANMATHI DEY BHAGVAN.

    We can consider this as an un-called decision. This is a call for prayers, the sounds of azan, bells, jagate, suprabatha are mind soothing. People has to understand these are not mere sounds, if you listen these 2-3 minutes call sincerely, carefully, you will feel there is so much of peace of mind and the mind refreshing. If the politicians interferes in religion this is what happens. If you really need to stop sound/noise pollution, please remove all the sound horns from city busses and trucks. Let the government do that first.

    I have always lived next to a mosque in my life. Adhan has never been a disturbance for me. Neither the Church bells which is 300 mtrs away from house or the bhajans from a Mandir half a km away. If the government is banning, it should not differentiate between the religions. Ban every noise. Adhan, church bells, temple bells, conch, ...every religious activities.

    The circular is a mere eye-wash! Who will implement it when votes of entire communities of sheep-people are promised(by way of fatwas) in return for the authorities turning a blind eye to daylight loot by the businessmen who control these institutions while keeping the people high on the opium of blind –faith, utter lies and chicanery! Where is the circular? The whatever board has not provided it on their website. Under what law has it been issued? under what law are the subject institutions obligated to obey a mere circular when for 20 years they have been openly challenging the rule of law by disobeying the Noise Pollution Rules 2000 and laws of civilised society ! and, yet Brute-us is an honourable man?! No I call them hypocrites! The people who do not obey any other law other than what they deem is right have no moral right to take shelter from the Constitution whenever their Dictatorship is challenged by other Dictators. What authority does this whatever board have to “permit” these institutions to continue doing their other noisy activities in total contravention of the provisions of the Constitution forcing all and sundry to forcefully hear their irrational beliefs under threat of being beheaded. They are welcome to live in closed ghettoes like the Amish and the Mennonites and make as many announcements, advertisements, and programmes as they desire. They are welcome to scream in each others ears for as long as they wish to but they have no right to take the entire neighbourhood hostage and turn them into an unwilling captive audience screaming almost breathlessly into their ears 12 times a day, for 1 hr every Friday, for 2-3 hours a day at least 10-15 times a year. Only those who experience torture know how it feels!

    There is no problem if people celebrate for a day or two in a year. But using loudspeaker daily should not be allowed. Let them stand on tower and recite without using and electronic device.

    It should be equal to all religions, not only Muslims. There are other religious functions , yakshagan, kola etc are happening all over Dakshina Kannada whole night till mornings, disturbing public whole night. If you want to do, do it. but think of other public also. There are so many sick people, small children who are suffering without sleep full night. God can hear our prayers, without loud speakers also. When the government is giving permission to build apartments near worship place's, they should take control of noise pollution from these worship place's also.
