Mangaluru: Illegal parking spaces - Police to serve notice to commercial complexes

Mangaluru, Dec 18: Police commissioner Vikash Kumar Vikas said that notice will be served to commercial complexes for encroaching parking spaces.

He was speaking during the phone-in programme held at police commissioner’s office on Friday December 18.

He said, “We have noticed people parking their vehicles on footpaths. Also, commercial complexes have occupied footpaths for parking for its customers. Two months ago, we had identified 50 such locations and urged Mangaluru City Corporation (MCC) to take action. MCC authorities have failed to take action. Hence, we will serve notice and take action to vacate the illegal parking spaces.

“Once road widening and development works gets completed, we will designate parking spaces for public. We are identifying the no parking spaces. When public park vehicles in such places, it will affect safety and general traffic as well,” he said.

91 complaints on 112 single emergency number

The police commissioner said, “Since the launch of single emergency number 112, we have received 91 complaints, among which one case has been filed about a family issue pertaining to property. Among the 91 complaints, most of them are petty cases which were addressed immediately and resolved.

“The main purpose behind emergency number 112 is to reduce the reaction time. Due to this emergency number, petty problems will resolved faster,” he said.

During the phone-in programme, most calls dominated on issues pertaining to parking.

    Building licence has been given by MCC. Therefore they have to take actio about this matter. Since the MCC is not taking any interest to issue notice to the commercial complexes may be they are also involved in this irregularity. If the cases are booked and vehicles towed from such complexes the fine/penalty should be recovered from the Complex owners and not from the vehicles owners who parked their vehicles there. for failure on their part to provide parking place to their customers.

    I saw with considerable satisfaction the interest The Present Police Commissioner is taking in the interest of The Public. Indeed parking is one aspect. However, slow moving vehicles like trucks driving slowly on the right side of the road and blocking the traffic is an aspect also to taken notice of. That apart even when one drives at the prescribed speed limits drivers of two wheelers and three wheelers tend to overtake from the left.

    It is useless to give notice to commercial complexes.First clear it with MCC.Mcc should immediately look into this matter.when MCC should see that no permission should be given to any complex builders to build any new commercial shops without parking places alloted. to house.Every shops should have own parking places for their clients atleast two.To park their own cars is own business.Why cant MCC dont think of a Parking house?A shame that mangalore hs no parking house.Everyone suffers.Only giving notice is also not a solution.

    Many have come and gone. Few made few noise like this. Nothing will change and nothing can be changed.
    Builders Political nexus is so strong, that we will not be surprised to see the officer getting transferred soon, if he really follows up
    Everyone can see the parking space in every commercial complex. It's all business establishments (money). No one can touch it.

    Bouquets of praise for Shri Vikash Kumar Vikas(IPS), for his self-initiative to resume the CP phone-in session that was benignly neglected and then given a quiet burial by his immediate predecessors.

    The phone-in programme is one of the best democratic reforms that has been pro-actively initiated by the cadres of the civil services. I give credit to Shri Chandrashekar(former CP) , Shri Sanjeev Patil & Shri Shantaraju(former DCP’s ) of the MCP for starting it and Shri Suresh and Shri Hanumantharaya (the incumbent CP & DCP respectively) for continuing it.

    This programme complies with s.4(b) (vii) of the RTI Act .,” .... any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof; “

    This programme is a model reformative management measure. Hence, it is a huge leap forward from the inertia and maintenance of the status quo of the outdated and inert administrative services.

    Till now, the police have only been identifying "No Parking" areas. This is the first time, they are showing some interest in creating parking places. The shops who put parking for "customers only " and employing security persons to prevent public parking should be forcibly closed.
    Most of these shops have written off the rights of such set backs or "dhaan patra" places to Corporation in order to get the approval for construction of building. Once the building is ready, they have no right to such places. Yet they try to prevent public from parking saying as if these spots belong to them. Some of them put some lawns or gardens to create a feeling that the place belongs to them. All these people should be taught a lesson.

    I hope the citizenry use this opportunity to directly interact with the top-boss of the Police Commissionerate, in order to suggest and effect citizen-friendly administrative and governance reforms in the police service. I hope citizens use this programme productively by participating in it like managers and directors in a management meeting bringing constructive suggestions and criticism to the table.
    I appeal to my fellow sovereign citizens to use this programme as an opportunity to bring to the attention of the senior management defects in the system which can only be rectified by the top management and not the lower management; rather than degrading the Commissioner’s phone-in programme to a complaint service for which one may make a complaint to 100/112 or the local PS or the appropriate authority.

    It is necessary for citizens to use proper channels of grievance redressal step-by –step and only once that fails they should approach the top management. So as to not waste the time of this important management meeting with the citizens, I pray to my fellow-citizens to first perform their due diligence of making complaints using the normal complaint making channels , that are already in place, and only use this programme to bring to the attention of the CP those complaints that are not being attended after a reasonable period of time by the designated normal complaint making channels.

    Dear Commissioner Mr Vikas I request a favor from Traffic Interceptor Pollice. When a litte Scooter parked near foot path they Tow the Scooter. But on Bejai Road from Church towards Traffic East Station ( Circuit House) there are 2 water tanks on middle of left lane kept by private contracor along with mixed Concrete and other building material. Whole left lane is blocked as well as footpath also. People walk on middle of road. Local Corporator do not look at this. Problem His Voters Facing. Why Traffic Police from Kadri is not taking any action. Is that only scooters are problem but not water tanks.

    Sir, I am happy that our Police Commissioner has taken keen interest regarding the parking system . But just serving notice will not solve the problem. Commissioner must put pressure on MCC to demolish the constitution of shopes which marked for parking. Till that time the problem will not solve. Our MCC is fit to vacate footpath venders. They can't do more than that. Once they start demolishing those unauthorized construction, automatically in future all builders will alert. That's all I want to mention.
