Mangaluru: Circular directing corona tests for all citizens goes viral, ZP CEO clarifies

Mangaluru, Sep 25: A supposed official order dated September 24, 2020, has been circulating across social media platforms claiming that Dakshina Kannada residents will be subjected to mandatory coronavirus tests. What seems to resemble a circular also contains the dates and places of when and where the tests will be carried out.


The order further mentions that given the rise in the number of coronavirus cases in the district there was a need felt for ramping up the Covid tests. As per the circular, camps will be set up in specific zones in the Dakshina Kannada district for conducting the tests. For undergoing tests, primary health centres where people can go and get tested were also mentioned with 21 being in Mangaluru, 19 in Bantwal, 13 in Beltangady, 10 in Puttur and seven in Sullia.

The duration of the mentioned camp will be from September 28 to October 5.

However, there have been reservations among one of the departments of the district administration over the authenticity of the order that has been circulating. Speaking to Daijiworld, zilla panchayat CEO R Selvamani maintained that the said order was legitimate but an error in the content has created confusion among the public. He clarified that the tests would be entirely voluntary, and not mandatory.

Following the error, a revised circular stating that tests should be conducted only on voluntary basis has been issued.

The district health officer however stated that no such order has been issued as of now.

    7. There is no better vaccine than to get infected with the virus and let the body’s immune system fight it . No vaccine has ever been able to be developed for a virus yet. After centuries there is no cure for common-cold.

    8. Of course, above point is not applicable to the elderly and those with low immunity and co-morbidities unless there are excellent medical facilities to attend to them until they beat the virus.

    9. Even if a vaccine is developed it should be purely voluntary ONLY. Not “compulsorily voluntary”. The infamous UID (alias Aadhaar) is a good example of compulsorily voluntary. Anybody who talks about liberty cannot talk about compulsory. Only in Dictatorships can it be made compulsory by violating private property rights.

    10. Whenever the vaccine is developed it should first be administered to all who espouse its administration from top to bottom of the Central and State Ministers and Parliamentarians and Legislators and the IAS ,IPS and the other ICS and members of their immediate family. All this should be shown on video and not “selfie photo-op” on RS , LS TV, Youtube, Facebook, Twitter and Whatsapp etc. for transparency. Only and only after 1 year of testing on all the above guinea pigs, only then the vaccines should be made available for public to voluntarily choose whether they want it or not.

    Why you say it is compulsory for MP /MLA /IAS etc etc. Vaccine is not complsary it is optional. Even polio drops is not compulsory. Have you told the kids of IAS /MP /MLAs administrating polio should be shown? Further don't compare thus to "Aadhar". By making it compulsory for DTB and other cases like transfer of property, IIncome Tax, Big Financial transaction has reduced black money and increase in revenue

    1. Under sec. 4 of the RTI Act 2005 all govt. circulars, rectangulars, squares, pentagons, orders and anything emanating from the govt. should be uploaded on their respective website so that citizens can see them directly instead of waiting for some press release that cannot be confirmed first hand. I have looked on the DC & ZP website and could not find this order or its clarification.

    2. By Jan. 2020 the genie(n-COV) was out of the bottle. Trying to test for it and contact trace it at this stage, is like trying to “kar lo thin-air mutty-mein” ( even the Reliance cannot do this).

    3. Most govts all around the world were sleeping from Nov. –Dec. 2019 to March 2020 instead of doing chowkidari for which they are employed and paid.

    4. The govt.(in most parts of the world) is the bigger problem than the virus[ Sweden is the only country that is an exception]. Instead of concentrating on building medical facilities to cater to those who may get very ill on account of the virus, the govt. is playing dandiya and garba-ras by testing and most probably ending-up infecting more people on account of unhygienic and ill-trained testers and equipment.

    5. Are the testing kits sterilised and hermetically sealed? Will they be given to the citizen to open for himself so that he can be satisfied that he is opening a fresh packet? I seriously doubt it.

    6. Anywhich way it is nearly impossible to test everyone. And, as Rudolph has pointed out, one can get infected the very next minute after testing. So this entire testing thing is not only a scam it is also a sham.

    In the Selvi v/s Karnataka State May 5 2010 Hon. Supreme Court has said "we hold that no individual should be forcibly subjected to any of the techniques in question, whether in the context of investigation in criminal cases or otherwise. Doing so would amount to an unwarranted intrusion into personal liberty.".
    Hope these people do not go ahead with the circular otherwise it would amount to Contempt of Court.
    Also it is against Medical Ethics to force someone to get a test done.Consent (even implied will do) has to be informed and voluntary.
    Hope Shankaranna of this forum uses his good connections to educate the authorities concerned.

    Also note that, if a person tested negative today can be infected next day. I don't think its good idea to do Covid test, unless you get the symptoms of infection.

    HOW CAN YOU DEPEND ON THE TEST RESULTS DONE BY THESE SLOPPY GOVT AGENCIES WHO WILL DO IT FOR NAME SAKE AND GET COMMISSION 0N NUMBER OF TESTS@

    THIS WILL PAVE THE WAY FOR ANOTHER BIG SCAM IN PROCUREMENT OF TEST KITS/EQUIPMENT ETC. AT THE COST OF INNOCENT CITIZENS!

    It is a good idea. But the government should also clearly communicate with the people as to what is to be done if their report comes positive. Otherwise, it will lead to a lot of confusion and unnecessary anxiety. The govt. also needs to reassure people and not victimize them.
    Such mass tests give an idea of the prevalence of the infection in the community. It also gives an idea of the proportion of asymptomatics in society. The government should use the information obtained to formulate future policy and not just do the tests and dump them in the corner. That will be of no use.

    Since it is an ongoing fast spreading airborne infection which anyone can get at anytime depending on exposure what sense does it make in mass TESTING!

    A person could catch it immediately after the test which means one will have to undergo the test every 15-20 days is it not??

    Whoever's idea it is is a genius in pseudoscience for sure!

    The primary aim of mass testing is not to diagnose individuals with disease . The aim of mass testing is to understand the disease burden in the community and also the proportion of symptomatics/asymptomatics etc. Through such data, disease dynamics, local variations etc can be inferred and public health policy, fund allocation etc can be done.
    Whether that is why govt. is doing the mass testing or merely to meet targets, I don't know.
    But the aim of mass testing is different from testing symptomatic individuals to diagnose.
