Bengaluru: State government mulling to bring guidelines to PG accommodations

Bengaluru, Mar 11: The police department in the state has asked the urban development department of the state to bring out specific guidelines for Paying Guest (PG) accommodations in the state in the wake of anti social activities that were unearthed to be taking place in such accommodations.

Now the urban development department in coordination with the police department of the state is forming guidelines for PG owners and administrators of the state as per the information provided by Anjum Parvez, chief secretary of urban development department. The main aim this is to avoid anti-socials and terrorist-linked people from taking shelter in such facilities.

It is unearthed in the past few months that people who have links with terrorist organizations holding discussions in PG facilities and also conducting their activities. During the preliminary investigation of Amulya Leona and Adra, who were arrested for sloganeering in favour of Pakistan, it has come to light that even they were using the PG facility, in which they were residing for holding discussions.

The guidelines will include the following measures to prevent anti-social activities in PG accommodations:

*PG owners should collect the copy of Aadhar card, voter's identity card, PAN card or any other authentic document from the person or persons who are seeking accommodation
*If they are students, then a confirmation letter from the college administration
*If the people are not from the city where the PG is located or from outside states, then they should provide confirmation letter from their native place
*If the person is an employee, then appointment letter of the respective organization
*PG owners should monitor the activities of those who are residing in their accommodations
*CCTV camera and security guards should be installed in the facility
*If the PG owners find any suspicious activity, the same should be reported immediately to the police

    In Mumbai, Paying guests, flat rental/ Lease, are required to be registered, their antecedents and background checks are mandatory, the onus for not complying with the law, can be extremely serious offence..and the owner can be prosecuted for any criminal activities, being carried out on his/ her premises......

    Registration should be made compulsory with the municipal corporation and jurisdictional police station for all PG and rental accommodation,so that people can be tracked easily and data is easily available to law enforcement authorities and income tax department.Also most of the loan defaulters can be tracked .Many criminals and people doing illegal trade stay in PG or rental accommodation to avoid detection.I would also clarify that all paying guests and tenants are not bad people and the good guys should have no objection in the new guidelines. Municipal corporations can collect property tax at a higher rate from PG and rentals.

    First thing first. Most of the PG owners collect rent in cash only. They never pay taxes on these income. Most importantly, they hold security deposit for months before it is returned. No leave and license agreement, nor any rights to the tenant.

    Government must it mandatory for all PG owners to register and declare that these are PG accommodations. Consistency with the papers (permission for construction and occupancy certificate etc.) available with various Government agencies need to be checked before allowing permission to let it out as PG accommodation. They should be treated at par with legitimate business enterprise and be charged accordingly. Onus of reporting change in occupancy of PG must be on the owner and rights of the tenants should be clearly outlined.

    Good initiative. But I have not read the guidelines, but my request is if there is any complaint from the genuine occupant, then administration must take the matter seriously and take action.
