The Udupi Municipality should simply penalise those who
dump without a second thought, and not register a CASE against
those irresponsible locals or outsiders who dump garbage,
building construction waste, and tender coconut shells.

First of all, there should be a Regulation Against Dumping
with all the Laws and Penalties listed in Kannada/English
and Hindi on large Blue background White all weather proof
large lettering - so that people are aware that there is such a
    Law.

Thereafter, the Municipality should appoint responsible
staff working directly under the Municipality and not a
Third Party Contractor, who will be responsible for keeping
a keen eye in all such locations and implementing the Lafor w
firmly with a Penalty. Registering a CASE in India is a useless
exercise taking into consideration the billions of cases filed
and gathering dust with no judicial action.

In Christian countries people have an attitude of responsibility
towards their surroundings and country and do not indulge in
dumping, for which the penalty is severe and instant.
