"CMCA had handed over a handbook on the constitution to the department on October 1. The commissioner in the department instructed the director to check the handbook and then bring the same to the notice of the minister. It has come to my notice that without properly checking the handbook, it was uploaded in the departmental website," he narrated.
Kumar said that Dr B R Ambedkar had immensely contributed to the creation of Indian Constitution. He said that the reputation of the department took a beating because of handbook provided by CMCA, duly adding that enough precautions would be taken in future to ensure that mistakes like these do not crop up again.
It is said that the department had issued a controversial circular about Dr Ambedkar which said that Dr Ambedkar alone had not authored the constitution. It had given rise to anger and criticism upon which the circular was withdrawn within three days.
