Bengaluru, Nov 8: The government had said it is in favour of conducting public examination for seventh standard students as a measure of quality control from the current year onward. There is suspicion about the implementation of the proposal this academic year. 

Neither the department of public instruction nor the government has made any preparations towards this end. No official order or directions have been issued by the government. As the annual exam is just four months away, many feel that trying to shift to the new environment at this stage might give rise to confusion.

Before making any changes in the system, the teachers have to prepare themselves and the students need to be trained. The deputy directors of 34 educational districts have to hold interaction with the district administration for examination preparation and other preparatory work. The officials are holding discussions about the legality of holding public exam as there is a rule that no student from standard 1 to 9 can be failed in the examinations. 

Sources in the department confirmed that even question paper preparation has not begun, although primary and secondary education minister, Suresh Kumar, had stated that the propriety of holding public exam to seventh standard was under consideration. However, no officials have got any authorized communication. 

Principal secretary in primary and secondary education department, Umaashankar, confirmed that the government has not issued any order to hold public examination for seventh standard and that the department has not received any direction.
