Mangaluru, August 24: Mangaluru East Police Station personnel on definite clues, recently arrested eight men accused of various crimes, including Sam Peter who has committed crimes posing as National Crime Investigation Bureau (NCIB) director. Two cars valued at Rs 20 lacs, one pistol, one revolver, eight live bullets and ten mobile phones have been confiscated from them.
The information about Sam Peter was revealed by city police commissioner Harsha on Saturday, August 24.
The arrested persons are, T Sam Peter (53), son of Thambi Peter, from Maria Cottage, Kavanada in Kerala current resident of Mandovi residency and point, Manipal; T K Bopanna (33), from Arekala village and post, Siddapur. current resident of Nehru Nagar, Surabhi Layout, Yelahanka, Bengaluru; Madan (41), resident of North Street, Neelasandra, Bengaluru South; Chinnappa (38), resident of Tataguni village, Bengaluru South; Sunil Raju(35), Kalaghatapur, Kanakapur main road, Bengaluru; Kodandarama (39), resident of Gowdanapalya, Uttarahalli, Bengaluru; G Mohiudeen (70), residing near Corporation office, Kuloor, Mangaluru and S A K Abdul Lathif (59), resident of Falnir, Mangaluru.
Sam Peter is one of the most wanted criminals in the list of CBI and Interpol. He is accused of taking part in several crimes in several states, taking money from people by assuring them that he will get their work done from banks, financial institutions and other organizations, though he has no power over them.
Sam Peter, whose birth name is Antony, is known by different names in different places. Changing names and places after committing crimes was part of his modus operandi. He is known as Rahul Peter in Kodagu, Sam Peter in Maharashtra, Rajesh Robinson in Uttar Pradesh and Ritu Richard, Roy Jacob, Robin Richardson and Richard Robinson in other places.
Sam Peter holds two Indian passports from two different states. He has a passport issued in Kerala by the name Rajesh Robinson and CBI is investigating the same. He is also holding a passport issued in Orissa by the name Sam Peter. He used to commit crimes in different states in India and abscond. Fourteen different cases on interstate level are registered against him. Cases against him are registered in Gaziabhad, Maharashtra, Uttar Pradesh, Karnataka, Chhattisgarh, Bihar, Jharkhand, Madhya Pradesh, Tamil Nadu etc and also by CBI.
Peter is wanted for cheating a bank in Uttar Pradesh; He is a proclaimed offender of the state of Maharashtra in connection with cheque bounce case in Sawangi police station, Maharashtra; Cheating case has been registered against him for cheating Karnataka Bank in Kushalnagar, Kodagu, Karnataka; He has cheated Chikkamagaluru Rural Bank in Kushalnagar, Kodagu, Karnataka; Two cheating cases are registered in Khairagarh police station, Raipur, Chhattisgarh; Cheating case is registered in Muzaffarpur police station, Bihar; Cases are registered in Lalpur police station, Jharkhand; Khandwa police station, Madhya Pradesh on charges of escaping from police lockup.
Sam Peter has been residing in Karnataka for the past several years posing as NCIB director. He has taken many people into confidence and borrowed money from them, but has failed to pay them back. He has also done kidnapping through his bodyguards and collected ransom, however none of the victims have complained against him anywhere.
The following cases are registered against him after his arrest by Kadri station police.
Violation of arms prohibition act in Mangaluru East Police Station, misuse of state emblem, case for kidnapping a person named Riaz in Dibboorahalli police station, Chikkaballapur district, violating arms act in Yelahanka new town police station, Bengaluru.
His questioning has revealed that he was posing as NCIB director to get acquainted with a lawyer named Muzafar. Together they have conspired to obtain money by promising to investigate cases of people.
Bengaluru Customs had confiscated gold smuggled by one Dubai Sharif and registered a case. Sherif in turn had contacted Muzafar, an advocate who got Rs 1.7 crore paid to Girish Rai and Imtiaz not to get case registered against Sherif. However, the customs case had continued causing a loss of Rs 1.7 crore to Sharif. Sharif demanded the refund of money from Muzafar. Therefore, Muzafar had asked Sam Peter to go to Mangaluru, kidnap Girish Rai and Imthiaz and get the money. Abdul Lathif and G Mohiddin helped Sam Peter to collect the money.
Abdul Lathif and Mohiddin had helped Sam Peter stay in Mangaluru. They hatched a conspiracy to collect money and were promised percentage of the amount collected by them.
Advocate Muzafar was giving suggestions to Sam Peter not to buy sim in his name, not to keep number plate on the vehicle and not to save mobile numbers of ACP and DCP in his mobile. Though Mazafar knew that Sam Peter was a fake officer, he has helped him in the kidnap and collection of money.
Mangaluru based Abdul Latif and Mohidin have helped Sam Peter in his misdeeds. Swords were found in the residence of Mohidin when their houses were searched after court search warrant. A case against arms act in this connection is registered in Kavoor police station. In rice pulling case, Sam Peter had kidnapped Riaz from Chikkaballapur demanding refund of money in rice pulling case. He had threatened and got Celerio car of Riaz transferred in his name and driven it away. Police have seized the car.
Sam Peter has none of the sim cards used by him in his name. All the sim cards used by him are in the names of others. He used to send messages to people saying that he is in contact with police officials.
He had saved his name as ACP Bengaluru to mislead people. He had prepared a news coverage video, and stored it in his mobile to show to different people that he investigates crimes. He used to click pictures with elite and politicians posing as NCIB director and get privileges everywhere. He has obtained money from Nikhil and Abubakkar in Udupi and Siddique from Talapady posing as NCIB director and cheated them. Police were asked to register complaint in this connection.
Diboorahalli police have taken Nikhil Abubakkar and Bharathi into custody for helping Sam Peter. Investigating agencies and police station officials will be obtaining body warrant against Sam Peter for questioning.
Sam Peter also had plans to abduct or kill some prominent GSB leaders and a GSB Swamiji based in Kerala. A businessman from Udupi named Ramachandra Nayak had paid money to Sam Peter in this regard. Nayak also stands arrested.
