Bengaluru: High court warns government for failure to construct cow shelters

Bengaluru, Aug 17: The state high court took umbrage to the government's apathy towards construction of cow shelters in drought and flood-hit regions of the state and also at the stubbornness it has owned in the matter of implementing the disaster management act. It warned the government that if it continues with this attitude, it will have to face punishment for lapses. 

The division bench of the high court, which considered separate public interest litigations filed by the high court legal service committee and A Mallikarjun, a resident of Cheloor village in Gubbi taluk, Tumakuru district,   took the government severely to task. 

During the hearing, the advocates representing the government filed an affidavit about implementing the judgement of the court. The bench which observed the affidavit commented that it is clear from the affidavit that the government has not implemented the May 3, July 22 and August 14, 2019 orders of the high court on this issue. It wanted to know whether the government lacks the willpower to implement the court order. 

The high court ordered the secretaries of district legal services authorities, other officials or quasi-judicial volunteers to visit the cow shelters set up by the government without prior notice, check the conditions, and file report to the high court before August 26 in closed covers.

    It shows the intelligence of High court /or who directs this.who is important on this earth .atleast in India.cows and again cows.With floods and distructions of houses ,people have lost homes,no roof over the head,but first build cow shelters,so that atleast people can sleep in cow shelters and cows on roads.Come on ,build cow shelters,,people too can sleep there when cows go grazing.

    The honorable HC should also take cognisance of stray cattle lying on the roads and causing accidents by erratic movement on roads and also by fighting , running amuck on roads. Number of deaths have occurred due to these stray cattle. Like the judgment which makes the corporation/Government responsible for any death etc caused due to potholes the HC should make the Government responsible for paying up the hospital bills and compensate in case of death of the motorist. It is the Government which is encouraging this menace by turning a blind eye to such a serious menace. All stray cattle found on roads should be seized and sent to the cattle shelters and after paying hefty fine of minimum Rs 10000 by the irresponsible owners should be released. The traffic rules implemented against motorists for wrong parking; erratic driving causing accidents; etc should be implemented against the owners of these stray cattle who allow them to cause serious accidents, traffic jams, etc., on roads.

    The rains had not completely stopped but a slowdown. But more than 23 districts in the state flood has affected many of the victims are still battling for normalcy in relief camps.

    Right now the priority of the state government should be implementing the disaster management act.
    Why the taxpayer's money should be utilized cow shelter when Karnataka has 75,635 Homeless People Sleeping in the Streets including 4,647 homeless families in Bengaluru alone?

    If slaughtering is banned, that means the country is looking at an additional 10 million cattle every year, at an approximate total cost of Rs 22,000 crore to care for them. The question, then, boils down to Hansraj Ahir’s words: “Inko paaley kaun”?

    The PM Minister Modi Union cabinet has approved the Wage Code Bill, which raised the national minimum wage by ₹2 to ₹178 per day, despite an internal labor ministry committee recommending a much higher amount of ₹375.

    The High Court ruling has no human dignity. To maintain one unproductive bovine in 'Gau Shala' require Rs.60 /head/day. That is nearly 50% of the minimum wage set by the government.

    There are 2878 temples in Karnataka. Why don't they come forward to adopt these abandon animals with devotion?
    Why can't these 'Gau Rakshaks', adopt 2 pair of bovine or gift it farmers for agricultural use?

    The construction of cow shelters needs finance. The abandoned cows should not be a burden to the sincere taxpayers. It should be the responsibility of the owner.

    There is no holy cow. It is only politics. If exports can continue under the same governance of BJP then the slaughter of non-productive animals should be relaxed without hurting sentiments of the majority community.

    I would rather ask the government to utilize the taxes for women and child welfare, old age care, affordable medical facility, free education, the marriage of a girl and environment.

    We pay high taxes for benefit of human beings. The salaries of all govt officials also are derived from tax money. How come there no such warning on adequate human shelters and what about other animals other than cows.....not sure if my tax is being utilised properly.
