Bengaluru: Government's e-procurement software hacked, Rs 1.5 crore siphoned off

Bengaluru, Aug 15: It is learnt that hackers who used to hack government websites either to steal classified information or to spread terror network, have now targetted the government treasury. The e-procurement software of the government was looted of seven crore rupees during the first week of August this year, it is gathered. However, luckily the officials noticed it in time and succeeded in saving a considerable amount. However, as per an estimate Rs 1.5 crore has been siphoned off from the treasury. The real figure will be revealed after the investigation by the cyber crime officials which is in progress now is completed. 

The hackers who succeeded in penetrating the e-procurement software modified the account numbers provided by the bidders when participating in the tender. The fact that these account numbers were altered did not come to the notice of the concerned. The bidders too remained quiet, waiting for the reimbursement to come, unaware of the fact that the money has gone to some other account and withdrawn.

Because of this hacking, many projects of BBMP have been blocked now. Contract for disposing off waste in the stone quarry at Mittaganahalli could not be finalized and food procurers for Indira Canteens could be completed. Many other projects are also held up now it is learnt. 

Cyber crime officials guess that this could be the handiwork of international backers. They hope to crack the case and bring the culprits to book.

    This must have been an insider job.90% of cyber crimes related to financial institutions is committed by insiders .often the Application creators and administrators place some trojans and allow back door entries to the software.
    The System, database and application administrators should be monitored for unauthorised access.
    The System should have adequate ..Access monitoring in place ..Common tools used against insider attacks are as follows .
    PAM -Privilege access management
    2FA - 2 factor password authentication
    DAM -Database access management
    Data base encryption
    Proper patch and vulnerability management.
    These are all part of standard IT governance and security standards ..Often these concepts has difficulty passing through senior management acceptance due to ROI(return on investment) factor.

    In today independence day speech PM Modi said to 'promote digital payment'. He further said shopkeepers already have a board outside their shops that reads: 'Aaj nagad, kal udhar'. Similarly they can have a board saying 'yes' to digital payment and no to cash payment.

    Within a few hours of his PM Modis own speech his own government e-procurement software hacked.

    This is the reality of the 'Digitial India' without the 'Data Protection Law'.

    As fas as the government revoked Article 370 in Kashmir, who cares the losses of the common citizens of India?
