Goa's faulty EVM polled votes for Congress, not BJP: CEO

Panaji, Apr 26 (IANS): Amid reports on news and social media that a malfunctioning EVM at the South Goa Lok Sabha constituency had cast erroneously 17 votes for the BJP during a mock poll on April 23, Goa's Chief Electoral Officer Kunal on Friday clarified that the 17 unaccounted votes had, in fact, been credited to the Congress.

In a statement issued on Friday, after reports about the faulty EVM crediting BJP with unaccounted votes went viral on social media, Kunal said that the rumours in circulation were "false, malicious and motivated".

"It is clarified that the allegation of 17 votes being cast for BJP candidate during the first mock-poll with the defective machine is completely false, misleading and factually incorrect. In fact, during the said mock-poll, 17 votes were recorded in favour of the Indian National Congress' Cosme Francisco Caitano Sardinha," Kunal said.

The controversy first erupted after Aam Aadmi Party's South Goa candidate Elvis Gomes tweeted about the malfunctioning EVM urging a mock-poll at the polling station 31 in Cuncolim assembly constituency segment on April 23, when polls to Goa's two Lok Sabha seats were conducted.

Kunal claims that the EVMs and the VVPAT machines were replaced immediately and polling was conducted using new equipment from a reserve pool.

"The political parties, candidates and general public are informed that during the mock poll, the EVM was found to be malfunctioning, due to which it was replaced with a completely new set from the reserve pool," Kunal said in his statement.

    What is E C upto... at one end they expect free and fair election and ;

    (1). at other end they suspend the officer on duty for checking.
    (2) They say they want 100% voting and they delete the names of the voters at their will
    (3). They prefer EVM s over ballot but give faulty defective ones and they themselves admit it.

    So henceforth if there is some EVM tampering its EC that is at fault...

    This drama will go on until the people take the power away from the thieves and rogues who have taken over the democracy. No one trusts EVM but everyone is helpless. What a sad state of the biggest democracy of the world.

    the irony is..., despite this instance..., we don't see any bhakt or PM shouting against EVM..., mathlab maamla saaf saaf hai..., daal me kuch kalaa hai...,

    The apex court must take cognizance of the Goa Election officers report., once a FEKU always a FEKU..., once a thief.., always a thief...,

    It is no where mentioned that vvpat were showing only for 3seco ds as me tio Ed by oneDW reader. More over it was duri g "mock trial " t was found there is something fault and not messy as claimed by other DW reader.
    E ery time a mick voting is done in front of all the agents to e sure the machine is ru nning perfectly. It is natural that if objected by any agent with regard to malfunctioning EO is bound to change the machine and do the mock voting again before start of actual voting
    EVMs cannot be used "booth capturing" as done during paper voting
    That is why all oppostion r crying as they can't use the old booth capturing tactics

    Just below question arise.
    Strong hold of BJP area even no one dare to question such faulty evm. If complaint also no use.
    Ballot only option. God only knows how many vote all ready gone last 3 phases without complaint or notice.
    If any one complaint only replace evm and vvpat. Otherwise?
    Finally EC should be booked under criminal charge because of such massive negligence and fooling the people. Why tax payer money need to pay his hold position if he is Unfit to deliver transperency of all the evm.

    First of all he is admitting that EVM's faulty and messy . Mr Kunal you are messing up with the core values of a democracy . We don't want EVM to support congress or BJP or anyone ..it should be supporting the voter and value his vote ..

    I am shocked at your admissions as a responsible officer

    Goa's Chief Electoral Officer Kunal clear admitting that EVM is not full proof as it is claimed earlier by the Election Commission of India.
    If EVM is faulty then integrity is in question no matters it deposits the vote against the selected candidate. Then what 21 parties claiming to be true.

    But the broader point of integrity of EVM something ECI has to answer is;

    1. Visual that appears on the VVPATs after the voter has pressed the button of choice on the EVM. The image is meant to remain for seven seconds. Why that the visual vanished after just 3 seconds – less than half the duration?
    2. In an official letter to the Electronics Corporation of India and Bharat Electronics, the Commission wanted the manufacturers of EVMs used in the 2014 elections to be altered by replacing the aluminum covers inside the machines with steel covers. Can you tell us why the Technical Expert Committee recommended a change of covers? Can you reveal the reason?
    3. Why is the indelible ink vanishing with just the dip in nail polish remover in 2019 elections?
    4. Why do the Electoral bonds need to be transparent for all the parties funds need to checked to eradicate corruption from the heart of the democracy?
    5. Why the Election Commission is failed to take down 'Namo TV' without the approval of the Ministry of Information of technology norms?

    Why every faulty and malfunctioning EVMs vote goes to unintended candidates. Is there no facility in the so called highly sophisticated EVM technology to track error and cease operation immediately and update internal error log with the record of this error. Every event should be recorded in normal operation log, errors in error log, shut down time, operational time, service time, part replacement with technician number. But if money power buys these resources then we are in banana republic.

    CEO now admitting EVM's are faulty, that means people's apprehension about EVM's was right but E.C. was assuring all the time that EVM' s are perfect.
    How could E.C. deploy faulty EVM' s?
    Is it not subbotage to democracy?
