Mangaluru, Feb 2: T R Suresh, police commissioner, has informed that criminal cases will be booked against the owners of vehicles as well the auditoriums near which the vehicles are parked on the road, obstructing traffic. In addition, recommendation will be sent to the local administration to cancel the trade licence of erring wedding halls and auditoriums.

The commissioner was answering the questions of the citizens during the police phone-in programme that was held on Friday, February 1.  Many citizens complained about the traffic congestion they faced due to a programme that was organized near Unity Hall and the adjacent open ground at Kallapu near Thokkottu on the night of Wednesday, January 30. The people who attended the said wedding had parked their vehicles in an erratic manner on both sides of the national highway 66 which caused traffic block that went on till midnight.

The commissioner informed that a criminal case under section 283 of IPC has been registered against the owner of the said hall and a notice issued. “We are also looking into recommending the cancellation of trade licence of the hall by writing a letter to Ullal town municipality,” he said.

A citizen complained that Ullal police station personnel are saying that the Unity Hall area does not fall under their limits and they did not respond to the complaints of road block, the commissioner said that action would be taken against such personnel.

Complaint regarding the non-availability of pre-paid auto rickshaws at Mangaluru Central railway station during early morning and late night hours and about auto drivers charging additional fare was brought to the notice of the commissioner. In reply, the commissioner said that such instances need to be brought to the police control room.

A citizen complained about the height of the footboard in some buses, which makes senior citizens and children difficult to board and alight. The commissioner replied that information will be given to RTO to look into the matter, when the buses are taken to RTO for fitness certificate.

One of the callers mentioned the recent incident in which retired SP Mitra Heraje drove the car on the wrong side of the road in an inebriated state and said that the police officers should be a role model to the public even after retirement.

Other issues highlighted during the programme:

*Pedestrians facing difficulty in walking due to the installation of tents on foot path near Nanthoor Padavu.

*In a school in Moodbidri, the books that were meant to be distributed to the students are lying without being given to the children.

*Let the buses stop in the designated stops from the cross road that leads to the railway station near the Town Hall till the RTO office.

*Vehicles are being parked on the road itself near Babbukatte Pandith House

*Service buses are not plying during early morning and late evening on Karnad -Padupanambur stretch.

*Vehicles are being parked on road near Yenepoya Hospital at Deralakatte.

*Some distributors are collecting Rs 30 fee for delivering gas cylinders.

*Pedestrians are facing issues as vendors are blocking the foot path at Gurpur Kaikamba.

*Foot path and street lights are not available for the road on Suratkal-Bajpe -Kana stretch.

*There is no response from the number that is displayed on the city buses for any kind of grievance faced by the passengers.

*Some express buses are charging the same fare from Mangaluru to Udupi, even if the passenger boards the bus at Padubidri.

*Traffic is being blocked at S Kodi Junction of Kinnigoli as the vehicles are parked on the road near the petty shop.

This was the 104th phone-in programme. A total number of 30 calls were received.

MoREOVER, THE drivers speak over their mobile phones when they drive. when riders without helmet are fined , why can't these be kept under check ????

    Why Hall owners should give undertaking regarding the vehicle should not park out side . Meaningless. It is the duty of the Traffic department to take action. HALL OWNER IS NOT INFORMED THE VISITORS TO ATTEND THE FUNCTION ON VEHICLES . AND THE HALL OWNERS HAVE NO CONNECTION WITH THE VEHICLE. Those who want to visit the Hall, let them come by walk.

    Everywhere it happens. Nobody is there to control this menace. Traffic Police have to take rounds wherever such halls are there and book cases. This parking on roasides causes lot of inconveniience to public and other motorist. The people park their vehicles in a helter-skelter mannar thinking that it is their compound premises. the Hall owners should take an undertaking to the effect that the vehicles will not be parked on roadsides etc. from who take the Hall on hire basis However it is the primary duty of the Traffic Police to control this situation.

    Irresponsible thinking by Police comm. first ask hall owner to provide suitable parking place ,
    parking errating manner is wrong , put heavy fine and seize the vehicle. it is the prime responsibility of owner to provide adequate space nor cancel his approval.

    Well said Xavier Dsouza Mangalore, the police are least bothered about vehicles parked outside BARS and restaurants. Specially Saturday nights and month end. The police should look at the number of vehicles parked at Silva road near a bar.

    Is the Police Chief making his own rules ? What has hall owner got to do with People parking haphazardly ?

    Why cant the Traffic Police who are busy catching two wheeler riders be deployed at the Hall to monitor traffic and charge the Hall users a fee for same. It is done elsewhere. Take action about Traffic Congestion and Parking of Vehicles near Unity Hospital, Malabar Gold, United Motors Pump, etc where it becomes difficult to manoeuvre especially during evening hours.

    Why single out hall owners ? The Traffic Police have enough Vehicles which can Patrol the city and fine the offenders.
    One round in town with Open Eyes and so many traffic offences can be booked and no need for Phone In Programme.

    Traffic Police are turning blind eye. While I am driving I can see so many four wheeler as well as two wheeler users talking on the cell while driving whereas Police cannot see ? Howcome ? if your eyes are open then anything can be seen.

    Hall.owner just minting.money by giving on rent. It is their duty to provide the parking space to vehicles. People staying n,ear these halls only know the problem they face. They have to close their ears till 12 midnight due to noise pollution. There are sick old school going Childrens. Before commenting in favour of hall owners better go and live near these halls.

    Mr Sandesh - I stay in the heart of the city and I am witness to Blind Honking, Speed Racing, Religious Processions, etc which all also are contributing factors to noise pollution and parking problems and all the 24 hrs but I dont close my ears like you say but i have gotten used to it as its the price we pay for development, so you mean to say there are no sick, old people or school going children in the cities ? all live nears halls is it ? dont teach me about these things. Regarding Parking - most of the Halls have parkings but no one can provide unlimited parking. Sometimes Husband & Wife attend functions and bring two separate cars, sometimes parents and children come in separate cars, sometimes even though parking is provided in the basement, no one wants to go there and prefer the easy way out and park on the roads, so you mean to say the hall owner is responsible for all these things. we should learn to adjust in these siutations - car pooling, parking in designated places, etc.

    Police are not useless... they are helpless puppets acting as per the politicians and influenced rich businessmen who are very attached to politicians... Nothing can be done until we get good politicians who will think India as their home and not place to mint money. What a police can do. If he speaks against he will be removed or transferred to a desert.. How can he help... even he is a human being who would like to be with his family and provide good facilities to his kids.. so he needs his salary and job....

    There are very few people like Annamalai who do not care for anything ... not because they are just sincere , but because they have certain support and even if they lose job their fore fathers have created so much wealth that even these sincere policemens grand grand children can sit at home and enjoy.....

    And people in our society.... there is no unity at all .. if we get united and get rid of these stupid politicians then naturally our society will be clean and we can lead a peaceful life...

    Well Last month Those who have Experienced the block from Thokktu Unity Hall till muger will know the real Pain... I don't know why police give permission to such marriage.. On30th January... One marriage In unity hall and other customized open ground marriage... There was no place to park vehicles.. Those who came to function parked their vehicle as if its their house... And sad thing is even traffic police was deployed over there to control traffic... And he was helpless...
    In between City busses who give stop to pick up passengers...
    Hence forth if the open marriage takes place owner of that premises should be fined...

    I would fist advice Police book criminal case against the persons who, approved the construction of Hall/Shopping Complex. If a hall is, say 500 capacity, then that hall must have 500 capacity parking spaces. If a shopping complex has 10 shops then it needs to have 20 parking spaces.

    Police can do nothing on this issue. let them look after cattle.

    Notices are sent to offenders for haphazard parking but actual fines collected are less than 20% of the complaints. A special drive should be conducted to collect fines and punish those who have not paid the fines.

    On what basis you will charge criminal case against hall owner? If vehicles are parked on roadside by vehicle owners what hall owner has to do with it? Hall owner is providing space for functions and he has enough parking space in front of hall. Guest who come to attend functions are not hall owners personal guests.

    In any case, if there is any provision, if you want to file criminal case for blocking smooth movement of vehicles, please start it from you own department for stopping vehicles for inspection in congested place like kulur.

So many questions will rise , who has given the licence. means it is the duty of the authority to check from all angels before giving Licence. Their duty is to see about the traffic and parking place. Administrations must consult with Traffic Department about future problems if large numbers of vehicles and crowd comes , if Traffic dept refuse to give permission, than Authority should not issue licence. I have long back mentioned that , if marriage or any function is in various hall.,That time Traffic police must be on duty to book the vehicles if they park illegally. If our Traffic Police is alert than all vehicle owners will automatically educate themselves.

    what about the results of such a program i.e . actions taken etc. i am sure that will encourate more citizen participating in such program. If possible create a medium like website or app where complaints are logged and visible to the public including the action taken.
