‘Circular’ on school bags puzzles parents, teachers


Panaji, Nov 26 (TOI): On Sunday, a ‘circular’ purportedly issued by the Union human resource development (HRD) ministry to the education authorities in Lakshadweep, was going viral on social media in Goa. The circular, which asks state governments and Union Territories to limit weight of bags in schools, created confusion in the minds of parents, teachers and students.

Director of education, G P Bhat, however, said, “We are yet to receive any such circular and we cannot state whether the one being shared on social media has really been issued by the HRD ministry.”

He said the state government had issued a circular last year to schools asking them to limit weight of school bags and see that it does not exceed 10% of students’ weight. The DoE circular reads, “In a letter written by a member of the National Commission for Protection of Child Rights, government of India, New Delhi, the following measures are recommended: reduce reference books, issue guidelines for all students to carry books as per the timetable.”

Sunday’s viral circular says the bag’s weight should not be more than 1.5kg for students of classes I and II. It also speaks of restrictions on homework to be assigned to children.

Government officials refused to comment on the social media post whose authenticity could not be verified.
