Mangaluru, Dec 29: Through a press release, the office of the police commissioner here has spelt out instructions which are meant to be strictly adhered to by the general public, hotels, restaurants, clubs, resorts, other institutions and organizations.
Programmes at all hotels, restaurants, clubs, resorts etc and all special parties should end by 12 midnight that day (inside the premises). If restaurants and hotels dealing in liquor have to extend time beyond the one fixed by the government on New Year eve, they should compulsorily obtain written permission from excise department in advance, and a copy of such permission should be submitted to the local police station.

Even after obtaining permission from excise department, all programmes should end by 12 am. Liquor consumption and smoking is banned in all programmes being organized by the general public in public places like bus stands, public parks, stadiums, railway stations and other public places on this pretext of celebrating New Year.
Hotels, restaurants, clubs, resorts and other organizations who are holding New Year parties (indoor) should without fail file applications in the office of the city police commissioner and obtain advance permission. Students and youth have been specifically instructed not to behave indecently in roads. Those found behaving rudely will be acted against legally.
Owners of hotels, restaurants, clubs, resorts, and other organizations etc which plan to organize New Year parties on the night ofDecember 31 this year should file applications in the office of the city police commissioner by 4 pm on December 30. The level of sound emitted by loud speakers should never exceed the limits prescribed in The Noise Polllution (regulation and control) Rules 2000.
Hotels, clubs and organizers of special parties to celebrate New Year should take all precautions to ensure that unnecessary incidents do not happen. If vehicles are found to have been parked on public road during the organization of these parties, the organizers will be acted against as per law. Separate parking facility should be provided for people attending the parties.
Organizers of special parties and owners of hotels, clubs etc should never serve liquor to people less than 18 years of age under any circumstances. If unaccompanied by parents, admission of children less than 18 years of age into such parties should be restricted.
Organization of obscene, semi nude or nude dances, gambling etc in the name of cultural programmes has been banned. Workforce teams have been constituted to stop people from harassing women and girls in the guise of extending wishes, and cases would be registered. Those who celebrate New Year should never stop people moving on roads by force, and bother them against their wishes in the names of extending wishes.
Rapid action force has been kept in readiness to keep an eye on drunk driving. The workforce will be in operation in all areas of the city. Police teams have been formed in all areas of the city to take action against people driving after drinking. Wheeling and drag racing in the name of New Year celebrations, shouting, driving vehicles at high speed, making shrill noises etc would be handled by rapid workforce. Those violating law would be booked.
Consuming liquor, obscene behaviour, obscene, semi nude or nude dance in the name of cultural programmes, gambling etc have been banned in beaches.
Unauthorized entry into homes of people, student hostels, working women’s hostel etc and creating harassment and behaving obscenely or forcefully extending best wishes have been banned. Liquor consumption and tossing of bottles on the road have been banned. Firing of crackers which disturb the peace of mind of people in the name of New Year celebration has been banned. If law and order situation is disturbed, the organizers would be acted against as per law.
People celebrating New Year should not engage in drunk driving. Only those who have driving licences and not drunk should be appointed as drivers. The concerned should be always be ready to face exigencies by keeping fire fighting equipment, ambulance etc ready and by taking other precautions in advance.
