Mangaluru, Dec 29: Through a press release, the office of the police commissioner here has spelt out instructions which are meant to be strictly adhered to by the general public, hotels, restaurants, clubs, resorts, other institutions and organizations.

Programmes at all hotels, restaurants, clubs, resorts etc and all special parties should end by 12 midnight that day (inside the premises). If restaurants and hotels dealing in liquor have to extend time beyond the one fixed by the government on New Year eve, they should compulsorily obtain written permission from excise department in advance, and a copy of such permission should be submitted to the local police station.

Even after obtaining permission from excise department, all programmes should end by 12 am. Liquor consumption and smoking is banned in all programmes being organized by the general public in public places like bus stands, public parks, stadiums, railway stations and other public places on this pretext of celebrating New Year.

Hotels, restaurants, clubs, resorts and other organizations who are holding New Year parties (indoor) should without fail file applications in the office of the city police commissioner and obtain advance permission. Students and youth have been specifically instructed not to behave indecently in roads. Those found behaving rudely will be acted against legally.

Owners of hotels, restaurants, clubs, resorts, and other organizations etc which plan to organize New Year parties on the night ofDecember 31 this year should file applications in the office of the city police commissioner by 4 pm on December 30. The level of sound emitted by loud speakers should never exceed the limits prescribed in The Noise Polllution (regulation and control) Rules 2000.

Hotels, clubs and organizers of special parties to celebrate New Year should take all precautions to ensure that unnecessary incidents do not happen. If vehicles are found to have been parked on public road during the organization of these parties, the organizers will be acted against as per law. Separate parking facility should be provided for people attending the parties.

Organizers of special parties and owners of hotels, clubs etc should never serve liquor to people less than 18 years of age under any circumstances. If unaccompanied by parents, admission of children less than 18 years of age into such parties should be restricted.

Organization of obscene, semi nude or nude dances, gambling etc in the name of cultural programmes has been banned. Workforce teams have been constituted to stop people from harassing women and girls in the guise of extending wishes, and cases would be registered. Those who celebrate New Year should never stop people moving on roads by force, and bother them against their wishes in the names of extending wishes.

Rapid action force has been kept in readiness to keep an eye on drunk driving. The workforce will be in operation in all areas of the city. Police teams have been formed in all areas of the city to take action against people driving after drinking. Wheeling and drag racing in the name of New Year celebrations, shouting, driving vehicles at high speed, making shrill noises etc would be handled by rapid workforce. Those violating law would be booked.

Consuming liquor, obscene behaviour, obscene, semi nude or nude dance in the name of cultural programmes, gambling etc have been banned in beaches.

Unauthorized entry into homes of people, student hostels, working women’s hostel etc and creating harassment and behaving obscenely or forcefully extending best wishes have been banned. Liquor consumption and tossing of bottles on the road have been banned. Firing of crackers which disturb the peace of mind of people in the name of New Year celebration has been banned. If law and order situation is disturbed, the organizers would be acted against as per law.

People celebrating New Year should not engage in drunk driving. Only those who have driving licences and not drunk should be appointed as drivers. The concerned should be always be ready to face exigencies by keeping fire fighting equipment, ambulance etc ready and by taking other precautions in advance.

    As I perceive the Commissioner of Police has taken the trouble to impose restrictions with the sole purpose of avoiding untoward incidents. What other interests would he have?

    If you go through the write up carefully, it may be observed that the department of Law and Order is prepared to take into consideration certain specific cases and make exceptions wherever indicated..

    Dear Police Commissioner,

    On Navaratri Day whole night procession from Laalbagh, PVS, KS Rao Road up to Kudroli and people have drunk or not the publics have witnessed it.

    AND FOR NEW YEAR 2018 CLOSE ALL BEFORE 12:00 MIDNIGHT.

    NEW YEAR STARTS AT 00:01 PRAYERS AND PARTY STARTS ONLY AFTER THAT TIME.

    THIS IS UNACCEPTABLE.

    I fully support the views of Ms. Gayathri.
    All revellers please do not spoil the life of others who are fighting to survive and live a decent life. Please book a closed hall and blast away till you........ without allowing any noise to spill out! Enjoy! but not at the cost of the sleep and life of other people!
    In fact, the Hon'ble CoP has been lenient enough to allow people to make noise until mid-night. He is absolutely right in not extending the time-limit by even 1 min after midnight.
    The NP rules do not permit loudspeakers and fire crackers to be used between 10pm -6am.
    People can celebrate as much as they want between 6am -10pm on Jan. 1st. The law has allowed just 8 hours out of 24 for hard-working and constructive people to rest and sleep. Also, think about those who have to wake up at 4am to do their house-hold chores before going to work the next day? Think about it ,God forbid , you meet with an accident and the surgeon who is to operate on you has not slept the entire night due to the noise created by you and in his sleepiness he..........................
    It is quite a different matter that , practically, we all know that all these limits and orders will be violated by a handful of people who have no respect for the law . And, a short-staffed, ill-equipped and poorly-trained police department will be only left as by-standers who see and hear and look the other way! Even if you call the control room or the station they will say that the violators have taken permission. Nobody has the authority to give such permission! Or, they will say you are hallucinating!
    And, how will the police department which does not even own a decibel meter measure the decibel levels to comply with the Noise Pollution (regulation and control) Rules 2000?
    Presently,violators are not being booked under the stringent provisions of the NP rules. I will be very happy if the CoP proves me wrong but until this day there is no data to prove me wrong.

    The threat by HJV and BD has worked and Police have made the rules according to their wishes. These rules are worse than some of the middle eastern countries. No wonder people with money go to places like Dubai to celebrate New Year and poor people have nothing to celebrate, thanks BJP Central Government and their slogans and goonda subsidiaries.

    Dear Commissioner of Police, are you framing the rules for New Year Celebration 2018, or old year 2017??? Because New Year 2018 starts at 00:01hrs. but as per your advice 00:00hrs all shutters should be down!!!! Then where is the New Year? Secondly, will you frame the same rules for all other festivals also? Which are celebrated whole night with continuous bust of mega sound blasts????? At least kind enough to extend the time till 00:30 hrs with busting of crackers of low decibel!!! Except timings all other advice looks GOOD!!! HAPPY NEW YEAR 2018 TO KARNATAKA POLICE FORCE!!!!

    As a law abiding citizen, it is my request to The Commissioner to extend the time limit to 1.00 a.m.

    Respected Sir,

    We respect your decision on New Year Celebrations. On behalf of parents of children who are pursuing 10th and 12th standard, I would request you to please also look in to the celebration of the public programmes conducted on Ganesha Festival, Rajyotsava and Dussera Celebrations. We are not against celebrations but there should be volume/noise range and time limit has to be fixed during these celebrations. When these festivals are there during those months our children will be having mid-term exams and other competitive exams like KVPY etc.

    A sincere request on behalf of all the parents. Thank you Sir.

    Such rules should be made applicable or fresh rules framed depending on the days celebrations. There should be some sort of uniformity to certain festivals. Why make such rules applicable to New Year celebrations.?

    New Year starts at 00.01. The Commissioner of Mangalore closes the year on 31.12.2017 at 12:00 midnight. Where is the new year celebrations????????? I think police commissioner has not taken peoples wishes rather taken fringe elements bd vhp desires into consideration. I request Police Commissioner to extend deadline to 02:00 a.m. on 01/01/2018. Last year the deadline was 01:00 a.m.

    First of all, the people who are asked to obey authority have to feel like they have a voice--that if they speak up, they will be heard.
    Second, the law has to be predictable. There has to be a reasonable expectation that the rules tomorrow are going to be roughly the same as the rules for everyone.
    And third, the authority has to be fair. It can't treat one group differently from another.
    I mean treat the rich and the poor people the same. and stop the moral police from harming innocent people. .
    Because sometimes people who make rules are the first people to break the rules.

    New year celebration must include examination of the past year's achievements and failures and planning for the New Year. This is the best way to say good by to the past year and welcome the new year. There should be matured celebration and not only commerciallized extravaganza. It should not be one shot activity but a first day's first step. Happy New Year 2018 to one and all. Thank you and God bless each and every one of us.
