Goa police force to get own manual


Porvorim, Oct 22 (TOI): Goa will soon have its own manual for the police force with the cabinet deciding to appoint retired SP, O R Kurtadkar to submit a draft report within four months.

Addressing a press conference after the cabinet meeting on Friday, chief minister Manohar Parrikar said the state doesn't have its own 'operating procedure' and follows the Mumbai police manual.

After Liberation, several police officers from Maharashtra were sent on deputation to Goa, and not surprisingly, state police followed their procedure in functioning, an official said.

Kurtadkar's appointment will be on a contract basis. He will be paid a consolidated remuneration of Rs 1.25 lakh.

State had received direction from the ministry of home affairs (MHA) to draft its own police manual. "In the absence of police manual, it becomes difficult to fix responsibility and accountability of personnel in terms of their duties,'' an official said.

"MHA has directed states and Union territories to draft their own manuals. The Bureau of Police Research and Development (BPR&D) has circulated three police manual volumes with a suggestion that the same may be used while drafting the procedure as per their applicability and requirement,'' he added.
