Number of Indians heading to Gulf countries falls, remittances dip


New Delhi, Jul 24 (TOI): The number of Indian workers emigrating to the Gulf for work has dropped in the past couple of years, possibly due to slowing economies of countries part of the Gulf Cooperation Council (GCC) which have been hit by weaker oil prices. The decline has been significant between 2014 and 2016.

According to official figures, the number of Indian workers emigrating to the GCC countries was 775,845 in 2014 and fell to 507,296 in 2016.

Though disruptions due to the Islamic State were largely in Iraq-Syria, the instability affected perceptions about the region as a whole.

The reduced flow of Indian workers to the Gulf is seen to have impacted remittances from these countries. While the breakup is not available, overall remittances as recorded in India's balance of payments statistics fell slightly from $69,819 million in 2014-15 to $65,592 million in 2015-16.

In terms of number of Indians emigrating, Saudi Arabia showed a sharp decline from 329,882 in 2014 to 165,356 in 2016, almost a 50% drop.

Part of this is attributable to a slowing Saudi economy due to low oil prices. But for the past few years, Saudi Arabia has been following what the Indian government calls a 'Saudiisation' policy, which is aimed at employing more Saudi nationals rather than foreigners.

"This is to encourage the private sector to employ greater number of Saudi nationals as well as to reducing reliance on expatriate workers. Further, against the backdrop of declining oil prices, the Saudi government has introduced a number of new taxes/VAT so as to augment the sources of government revenue," the foreign ministry told Parliament this week.

One of these is the dependant tax, which started on July 1, reported by TOI earlier.

From this year, Saudi Arabia has begun levying a dependant tax on non-nationals residing in the kingdom.

The tax rate is SR 100 (Rs 1,700 approx) per month on each dependent. It will be increased to SR 200 in 2018, SR 300 in 2019 and SR 400 in 2020 per dependent member of the expatriate family," Saudi government said. There are around 3 million Indians in Saudi Arabia. For now, official figures do not show any noticeable impact on Indians there. Indian officials had, however, raised the issue with a visiting Saudi delegation on July 11, the MEA told the House.

In Bahrain, a construction company employing nearly 1,500 Indians laid off around 700 workers but was unable to repatriate them after clearing their dues due to the financial crisis. All such stories have an adverse impact on worker mobility. Indians also continue to get duped by fake recruiting agents. Instances of mistreatment of Indian workers could have added to the slowdown.

    I did a research on KSA, bahrain, oman and Dubai. As per published data of their central bank and statistics center no of expat population is increasing year by year till dec 2016. so if above report is true, it shows no of indian blue collar worker going to GCC is coming down as they are getting similar remuneration in india itself. this segment get some where around 20 to 30 thousand rupees per month. a daily labor in construciton company in india earns similar amount here

Realty sector will take a big hit as majority of investments were from NRIs, now they will think 100 before investing in real estate!! Heard that many people r made to wait to get their gratuity final settlement due to cash crunch! Alienation of Qatar is adding to the woes of Gulf states!!

    Future of oil prices is very shaky with advanced countries going for green energy n the advent of electric cars, which can now compete favorably with conventional ones; and electric battery tech advances rapidly more n more people will opt for scars! Yesterday, Tesla unveiled its high class ecar which can run up to 355 km on a single charge! Tesla is here to bring revolutionary changes in ecars!

    The People from Tulu Nadu will be the net losers. On the one hand, Govt. jobs in Tulu Nadu are in the hands of Kannadigas ( Kannadigas are employed in Govt offices througout Tulu Nadu ). Agriculture is not very successful in Tulu Nadu. Many families depend on Gulf income. If jobs in gulf go down, Kudla economy too will fall.
    Solution.
    Fight for Tulu Nadu State.Make sure, We get a good share of Govt. Jobs in Tulu Nadu. Employ modern agricultural techniques in Agricultural sector. Try to get Pvt. company Jobs. Have Pvt Transport system rather than KSRTC ( KSRTC does not employ people from Tulu Nadu).

    Although, Tulu Nadu people are intelligent, in some of the things, we have shown lethargy. We have better languages such as Tulu and Konkani, but we adore Kannada which is not our language.
    When everybody unitedly fought for their states during state reorganization, we from Tulu Nadu slept. We from Tulu Nadu are selfish too. All our leaders and the people are after self interests. We do not see anybody fighting for the interests of Tulu Nadu and its people.

    Both places are recorded as violent areas in World Index.

    Tulunadu is in Karnataka and the people from Karnataka are identified as kannadigas. By making tulunadu as separate state you think will it servive. Government will be busy in solving communal issues.
    Secondly there are lot of tulunadu people in KSRTC and in government job. But majority of the people are not going just because the salary in government job is less compare to private job and this is the reason they are not attracting towards government job. How many tulunadu people are in defence compare to other parts of Karnataka. Government never told that they will not give jobs to tulunadu people.

    It will not be easy going for Indians or in fact, all expatriates working in the Gulf. Due to dwindling price of oil, many companies will close down or reduce their workers. Those returning home for good will have to be on their own as Indian Government will not help anyone.

    The present trend will definitely going to hurt Mangalore and Udipi people, since many families have father, son or brother in Gulf countries and we spend money like water, since we do not know with what difficulty money is earned.

    If our NRIs in GCC put same efforts and hardwork in India, they may earn equal to Gulf income.
    Salaries in Gulf used to be 5 times more than Indian salaries during 80s. Now it's just little more than Indian salaries.

    'Achche Din' of Gulf started to end from the day the oil prices started to slide. But the Arabs have made provision for these days by investing their wealth beyond their border - you may be knowing a RE Barron has several projects in India. A major port handling firm in the US is of Gulf origin.

    The present 'Achche Din gaye' should be for us Indians whose relatives are working in the Gulf. Has the government any alternative ready for those who remitted money month after month ?

    For those who are working in India, their pension can support but for those who return from the Gulf, the brittle bones they are bringing along will deteriorate further but there won't be a way to sustain after their savings run out.

    Oh Yes ! India has dramatically changed since 2014. With our nation's leader roaming the globe with dreams Indian can fulfill for each country he visited. With the giant 'Make in India' lion he created, promising India's ability to transform the inevitable into reality. What has changed is the crores of Rupees he spent for his trips with an aeroplane -full of support staff and media men trailing him wherever he went. Just that - all spending, no earning.

    Who believed him ?? Who came with gunny bagful of money to invest in India ?? Listen, man, this is all a halo, there is nothing real about it. Lucky you who has a steady job (hopefully) but those who went out of India in search of jobs are in majority less educated, who could not find a job in India. They did not go there jumping the ship. India did not have job for them then, India does not have job for them - eve after this 56" broad chest man thumped his chest promising every Indian a job.

    Such a huge fan you are of Modi, its obvious of you to be thinking that I blamed the Indian PM for the mess in the Gulf. You failed to understand (that) what the so promising PM, whom Indians abroad looked forward to be a saviour (after he painted previous government as a thief) and came to meet him, has failed to deliver. There is no mountains of black money brought by him within 100 days of assuming power, nor driving the thieving political family to the prison.

    The situation in the Gulf is certainly not Modi's creation but failure to fulfill the hopes of those people whom he promised 'Achche Din' is surely a disappointment created by Modi. So far it was just inside the nation but now its extended beyond too. I dread what more is yet to come.

    If that trend continues, there could be big fall in foreign remittances and government needs to make every effort to increase exports (with the exception of Beef). Also, there could be a drop in FDI's as well. All such even may hurt India's economic achievements and our progress towards promised 'Ache Din'
    Problems among GCC and neighbouring countries keep increasing which in turn reflect on econominc front too.

    The Indian Govt. need not worry - if remittances from Gulf based Indians declines, it can be reimbursed by the money acquired from Swiss Banks - LOL !

    Meanwhile, despite the oil producing countries facing a crunch due to fallen oil prices, Indian Govt has made provision for the present exodus in advance by drilling a hole in our resident Indians pockets by selling the oil for multiple amount - LOL !

    Nobody have to worry about deprived livelihood when reaching home, there is 'Make in India' industries all ready to shoot off - LOL !

    Gulf working Indians contribution was big enough to lift Indian economy above the recession in 2008, as openly said by then Finance Minister. It has the ability even now to make a difference to the economy and that is the reason our Foreign Ministry is ensuring Indians working in Gulf countries are protected. If the impact wasn't of much difference, this news wold have not come for you and me to read.

    India has double blow now (1) reduced inflow of foreign currency (2) hoards of jobless people returning many of them with their family/school going children.

    And to top it all, the "wheels of our Indian economy" are primarily and PRIMARILY due to the remittances of the NRI's here in the Gulf. That keeps the momentum going on. Without which the backbone of our economy - infrastructure, petrochemical, health and allied sectors would fall face crashing on the ground. Nobody wants to imagine how would the economy run just with the Indians salaries back home hardly contributing anything.
