Belagavi: Six-year-old falls into borewell, rescue efforts on

Belagavi, Apr 23 (IANS): A six-year-old girl slipped into an open borewell in a village in Karnataka's Belagavi district on Saturday, said a police official.

"The girl, Kaveri slipped into the open borewell and is stuck at about 30 feet depth," Belagavi Superintendent of Police Ravikanthe Gowda told reporters.

The incident at Jhunjarawadi village in Athani taluk of the district occurred late in the evening when Kaveri was playing with her friends near the dry borewell.

"Oxygen is being supplied to keep the girl alive, as she was heard crying and efforts are being made to rescue her by all means," said Gowda, who was at the spot.

The district authority has summoned a team of National Disaster Response Force from Pune to rescue the hapless victim.

"We are waiting for the NDRF team to reach here by midnight and launch rescue operation as it has the expertise," added Gowda.

    We now can only pray for some miracle to happen to save Kaveri.
    After 48+ hours have passed we are still trying to rescue the girl. This is despite that such incidents had happen many times in past in last few years. We boast for technology but we fail when these type incidents or accidents happens. We lack expertise in this type of rescue operations. Ideally it should not have taken more than 24 hours to rescue. Else, the trauma itself can become the cause of survival.

    Police to be informed and police to be standby till they finish bore well digging and witness its closure in case of failure. Police department clearance is to be taken before and after the work. This can be implemented with immediate effect.

    Oh god. how many times before the same thing we are hearing. Why govt. is not taking any action on this. Its not new past many many years, we are hearing the same thing. Pray god to give all strength to the child and her parents. Also, i urge all parents to be careful with the childrens in such areas.

    How many children we have lost by falling open bore-well in the last couple of years? Where is the administration? Where is the law-makers? Why don't the government pass a strict law to close all unused open bore-wells? When we are going to learn a lesson from our past mistakes?

    It is contractors responsibility for not installing a cover or fence in that area. Now bring this contractor here and insert him inside till he reaches 30 ft. And then he will realise the agony and difficulty of a child who is inside. This is not one case how many happened b4 also still cAreless!!!

    I do not when the authorities are waking up. This is not the first case of similar instance.
    Only two things can avoid this kind of incidents in future (1) Recover all the expenses incurred for rescue operation from the concerned authorities on whose negligence this bore well was kept open (2) Send them behind the bar for not less than 7 years.

    First of all let us pray to almighty for quick rescue.

    When it comes to responsibility and accountability we area all responsible for reporting any wrongdoings. When it comes to this particular case, if this bore was dry and belongs to some individual, then he should be held responsible. If this was dug for public, and then public should have reported to the authorities. Simply showing our fingers at others is not acceptable.

    According to the Supreme Court order dated 11th February 2010, clause 8,

    If a bore well / tube well is abandoned at any stage, a certificate from the concerned department of the Ground Water/Public health/Municipal Corporation/Private contractor etc. must be obtained by the aforesaid agencies that the abandoned bore well/tube well is properly filled up to the ground level.

    Random inspection of the abandoned wells is also to be done by the executive of the concerned agency/ department. Information on all such data on the above are to be maintained in the district collector/Block development office of the state.
