Panaji, Apr 9: Former AAP candidate from Goa's Valpoi constituency Ashish Kanekar has joined Congress party ahead of the scheduled by-election, which is necessitated after legislator Vishwajit Rane resigned as MLA.

"Ashish Kanekar who had contested recently held Goa Assembly polls on AAP ticket from Valpoi constituency has joined Congress. The party (Congress) is getting stronger every passing day in this constituency though Rane has quit," said AICC Secretary Girish Chodankar.

He said Kanekar has joined the party unconditionally and decision on who should be contesting election during the upcoming by-election will be taken by the leadership.

The then Valpoi MLA Vishwajit Rane who got elected on Congress ticket had resigned in March from the House and also had quit the party. Rane was protesting against Congress' failure to form the government despite winning on majority seats.

Rane had recently joined BJP in presence of State Chief Minister Manohar Parrikar.

"Congress party which has a strong base in the constituency is all set to defeat Rane in the upcoming by-election. The party has large support base here and its candidate will surely defeat Rane restoring the tally back to 17 in the State legislative assembly," Chodankar said.

Chodankar said the by-election which will be announced shortly will not be just a poll but a process to induct self respect and pride in the lives of Valpoi voters.

The Congress leader alleged that Rane took the decision to join BJP only to gain power. "What is shocking is that Vishwajit claims he resigned from Congress because people from his constituency wanted him to do so. This is absolute lie. People were never taken into confidence by Vishwajit who has acted like a typical greedy politician," Chodankar said.

I really don't understand the Indian democracy. The Goa voters gave mandate just few months before. If the winning candidate crosses the party before the complete term it is violation and breach of trust to the voters. This will only necessitate bye-election which in turn additional burden to the state expenditure.

We need immediate amendment in the anti party activities. I request the 'Association for Democratic reform' to file a petition in the Supreme court and request to ban this crossparty activity immediately.
I also recommend following points to be added into the amendment.
    1. No winning candidate from any party or independent is allowed to cross the party before the complete terms of 5 years.
2.The candidate who willingly resigns from the party he was chosen should be barred from contesting election for next term. In order to take undue advantage even immediate family members should be also barred from contesting an election.
3.If elected candidates affidavit is proved fake the candidate should be barred for life contesting an elections.
4.No candidate should be allowed to contest an election from outlawed group which fought against the sovereign of Indian state through arms and violence.
5.If the candidate resigns before the full term, he must be liable for the entire expenditure of election expenses.
    6. No candidate should be allowed to contest an election from two constituencies at same time, as there is no provision in the democracy other than reelection which is additional expenditure.
    7. If winning candidate resigns then second runners up in the vote counting should be qualified as an MLA for the respective seat for the remaining term.

Did he resign to facilitate the BJP to form the government and make a false statement that people wanted him to leave the congress and therefore resigned? What was the contribution of Pratap Rane in blocking the government formation after the elections? Let the people decide and support the right candidate. Let those who forced an election on the people get a suitable answer.
