Udupi: Attack on DC a serious issue, says ADGP Alok Mohan, assures action

Udupi, Apr 3: "The attack on the deputy commissioner (DC) and the assistant commissioner (AC) during raid on illegal sand mining is a very serious issue. This should not have happened in an educated district like Udupi," said additional-director general of police (ADGP) Alok Mohan.

He was responding to a question on the attack on deputy commissioner Priyanka Mary Francis and assistant commissioner Shilpa Nag during the raid on illegal sand mining units operating in Kundapur taluk, in a press meet here on Monday April 3.

"The DC was supposed to inform task force committee members like SP, RTO, tahsildar, ZP CEO and many more. As the DC and AC tried to do it on their own, the aggressive mob attacked them. The accused will be punished," he added.

To a question on political influence or pressure on police in the case, ADGP Mohan said, "We are government officials, but law does not differentiate on caste, community or politics."

DC Priyanka Mary Francis said, "We have learnt a lesson. Next time we will go with all precautionary measures. A meeting of the task force committee members has been called and we will take strong action. We feared that the information about the raid would be leaked through other task force members. If we had taken precautionary measures, we would have been better prepared to face the situation.

"Any task force member can register a complaint voluntarily against illegal activities without informing any other member. Action will be taken soon after the crime," she added.

Superintendent of police of Udupi district K T Balakrishna said, "We are handling the case effectively. Seven have been arrested and there are six people more who were involved in the act, according to DC."


Beat System Across the State

Addressing reporters after holding a review meeting with police officials at the SP's office here, ADGP Mohan said that the police department aims to improve and reconstruct the beat system all over the state.

"We had a review meeting on various issues and crimes committed in the district. Beat system will be implemented. Each head constable and constables will be responsible for a certain area under the system. That will improve the security system. Earlier, there were 4-5 people appointed for one beat, but the new system will have better control. One police personnel will be appointed for one beat. There will be better coordination between public and police. We want to ensure that the public is always connected to police.

"Moreover, this system will be made effective at schools and colleges in the state by holding interaction with students about narcotic activities in the campus," he informed.

"The department is more concerned about eve-teasing and there will be drop boxes at all college campuses to drop a complaint letter. A complainant need not write his name and the department will take up all necessary action. The police department will be acting tough against organised criminal and rowdy activities. They will open all rowdy sheeter files, which were not opened earlier all over the state," said ADGP Mohan.

He also informed that the department will keep an eye on all massage parlours for illegal activities. If confirmed, the license will canceled. We will the implement Goonda Act and will certainly not tolerate illegal activities like matka, ganja and gambling, he said.

Speaking on the crime figures in the district, ADGP Mohan said, "Crime figures are coming down every year. Police always address public grievances. There are lot of ways to develop good relation between public and police. But one has to put all effort."

ADGP Mohan also said that scientific ways of investigation have been increased for better investigation.

    this illegal sand mining is a long pending issue. so many people complaint against this illegal activity. but till now we have seen only drama. and some efficient police officers/DC have taken action against this. but unfortunately those people have been transferred from udupi. that is the tragedy. one more thing ADGP told that the DC was supposed to inform task force committee members like SP, RTO, tahsildar, ZP CEO and many more. why? what was doing your police dept till now. why they failed to trace this illegal sand mining. what action they have took against this?

    this is not a yesterdays case. this activity is going on from last 3 to 4 years with the support of politician. whenever the action was taken by the officials then they have been transferred to other place. there is no law & order in this state. every where this kind of attacks are going on but our govt still in sleeping mode.

    ADGP ALOK MAHAN SHOULD SAY HAT OFF TO TWO LADIES AC AND DC FOR THEIR COURAGE INSTEAD OF PINPOINTING LAPSES ON THEIR PART. ANUPAMA SHENOY IS EARLIER EXAMPLE WHO HAVE BEEN MADE SCAPE GOAT BY BUREACRACY.

    IF ADGP HAD SOME RESPECT HE SHOULD HAVE SET RIGHT THE DEPARTMENT ONCE THE SURVEY HAS REVEALED THE TOPPERS BEING POLICE DEPT. AND IT IS SHAME ON THE PERSONS LIKE ADGP ALOK MOHAN WHO HEADS THE DEPT.

    WHAT ACTION HE HAS TAKEN THERE AFTER TO GET THE GENERAL PUBLIC INTO CONFIDENCE.

    LET THE DEPT. BE CLEAN IN THEIR ACTS SUCH AS RECEIVING GENUINE COMPLAINTS ALLOTING NOS AND MAKING THE PROGRESS MADE AVAILABLE ON ONLINE SO THAT THE PROGRESS WILL BE VISIBLE TO COMMON MAN. MOST OF THE COMPLAINTS ARE DUMMY IT SEEMS EVEN NOT RECORDED IN POLICE STATIONS.

    Dear Madam DC

    What you did is commendable and appreciable as your motive and intent behind this whole episode was to apprehend culprits red handed. However you never gauged the under currents and tentacles that emanate from so many negative elements- Socio-political. I empathize with you on the fact that within enforcement agencies you have dark sheeps that would certainly have tipped the mining -mafia and hence your move to go solo along with AC and handful of people that could not have protected you and your entourage

    You will always have people telling this should have been done this way or that way. However path to unraveling truth is lonely and dangerous. You have at your command police and other agencies and from within those you will certainly find few good ones whom next time on you should involve and conduct the reconnaissance raids - All the best for madam, some one with your kind of honesty and courage is very much needed in governance

    I have three simple questions for police dept -

    1) If your department people are doing night beats regularly how come illegal sand mining and sand transportation in trucks is going on ? Why don't police people stop those trucks during night beats ??

    2) What made AC and DC to keep the raid a secret from police dept? Why trust is lacking ?

    3) How come only DC and AC know of illegal sand mining while entire police department is unaware of it ?

    Thank God the Udupi DC & AC are safe.

    Until and unless the entire administrative and law & order machinery are allowed to function unhindered by the political establishment/vested interests, this type of looting of (public's) natural resources is bound to continue.

    Hope these problems are taken care of, in the larger interests of our State/Country.

    Stop politicians from actively blocking sand mining regulations because of their own direct involvement with environmentally-irresponsible businesses. Although sand is “free” and alternatives would cost businesses more to produce, the ultimate cost of mining is environmental destruction. Without politicians direct involvement nobody would dare to attack on government officials....

    Firstly arrest the leader of the illegal sand smuggler. because of his directions/orders these workers are doing the job. The gang captain who has brought these workers be punished that too without a bailable warrant.

    I have lived & worked in both Udupi & Mangalore & I must say that the system in Mangalore is much better than in Udupi. For any issues higher officials can be easily approached in Mangalore and they would talk to junior officers and sort it out. I'm wondering why this difference in cities which are just 60 kms apart.

    If the DC does not have faith in the police, it is a sad and clear reflection about the rot that is prevalent in that department. Although success eluded her on this occasion, I am proud about this honest and upright official. May God give her the courage to take on this evil called sand mafia. The residents of Mangalore too are being affected by this evil but our so-called district minister does not seem to be worried.

    Appreciate the bold step taken by the DC. Proud of her commitment towards duty.

    What made her to attempt this kind of surprise raid on illegal SAND MINERS. Its the rotten system within. You can imagine the level of insecurity, corruption and mistrust which forced her not to trust anyone and to proceed alone even though knowing that it is very risky job. Thank god she is safe.

    Let me mention my experience when we formed the enforcement team to curb power thefts in the national capital Delhi. Every time we planned a raid we were told by the local police authority to keep them informed well in advance so that they support the so called enforcement raid and the result was a total failure. News about the raid would leak every time. It was a disaster.

    Then came the change when we requested the regulatory board to provide with CISF company for supporting us to conduct the raids which was accepted. We changed the strategy, after reaching the location to be raided with CISF we informed the local police about our location. The golden minutes were under our control and the surprise element was maintained. The result was that every raid was a success.

    Moral of the story...............................

    I think the DC can understand too........... depend only on a task force with no local connections or interest BUT with high moral values.

    All the Officers f the entire Departments including Police comes under the Administrative control of Dy. Commissioner. So the Police have to give full support to D.C for the incident happened by sand smugglers. here the question comes why the Police Officers are not taking any action against the sand smugglers. It is not an small issue. Atleast the Police can seize lorries while transporting so much quantity of sand in lorry loads. it makes the public to think that Police are also involved in such illegal transportation of sand. The ACB police should conduct raids on the houses of Police and find out the money that has kept in the house received as bribe. attack on D.C when she was on duty should be condemned.

    If DC raids illegal sand mining without informing SP at midnight, what inferences could be drawn here ???

    Only inference could be drawn here is Police are involved in this and DC does not trust local Police....

    Now talking about new Police beat system, Romeo Squad, Recruitment of Police personnel and their training is just diversion tactics....

    We need wholesale transfer of Police from Kundapur Sub-division, to instill confidence ....

    Police are the messangers here. If you ask me, there is something wrong with Home ministry. Massive cleanup needed in Police department. Parameshwar cannot handle Home ministry while working as party chief. He is busy counting who is leaving the party today.

    Well said.
    If you make any complaint of wrongdoing to the police, before the police arrives, the culprit vanishes. The complainant becomes a laughing stock when the police arrives.
    DC did not want this to happen.
    Her action is reminiscent of Mr. A S P Iyer (I.C.S.) collector of Kundapura a century ago who relentlessly took on the evil forces and brought them to justice.
    Hats off to you brave ladies. The people of Kundapura are with you.

    JH and all you misinformed folks,

    First of all, the DC did not inform the task force members which includes a host of other gov. officials apart from the police, so don't make it sound like the DC was wary of only the police, second of all, many of her own dept officials, i.e the revenue officials were not informed about the issue, which again gives extra merit to the point that DONT ONLY BLAME THE POLICE FOR BEING CORRUPT.

    Second of all, the ADGP was not using 'diversion tactics', the media themselves asked him a question and he responded. Get your facts straight.
