Mangaluru, Mar 13: "I believe that the present scenario in Goa and Manipur is unprecedented. If you respect the verdict of people, then we accept what has happened in Uttar Pradesh, Uttarakhand and Punjab. But, what has happened in Goa is unacceptable," said former governor of Rajasthan and Uttarakhand Margaret Alva.
Addressing media persons here on Monday, March 13, Alva said,"You have a ruling party that has been rejected with only 13 seats and Congress has 17 seats. As per normal practice and the judgments, the largest single party has to be called in to form a government and prove its majority on the floor of the House. Courts have repeatedly said that majority cannot be decided in Raj Bhavan or outside the House and therefore the normal practice should have been followed,"
"If the largest party is unable to prove its majority, then the next largest party is called. The BJP does not have a pre-poll alliance with any party and therefore bringing MLAs to Raj Bhavan and giving a letter, that too calling a person who is not even as yet a member of the assembly and who is a union minister, is not just unconstitutional but also immoral. This is unacceptable by any standards, legal or political," she added.
"I think the governor should wait till the largest party proves its majority and then call the next party. I feel that the president should intervene in the matter like this because it involves both legal and political decisions of the mass. President should see that proper procedures are followed," she concluded.
