Drought: HC raps BCCI, suggests shifting of IPL out of Maharashtra


Mumbai, Apr 6 (PTI): Rapping the BCCI and cricket associations in Maharashtra and Mumbai over water wastage when the state is reeling under severe drought, the Bombay High Court today said ideally Indian Premier League(IPL) matches should be shifted elsewhere, where there is no water crisis.

"Only if water supply to BCCI is cut, you will understand," the court observed.

The court also told the state that ultimately it is the government's responsibility and duty to do something about this (water wastage) and impose some kind of restraint.

It also asked the state government to spell out tomorrow what steps it plans to take on the issue.

"How can you (cricket associations and BCCI) waste water like this. People are more important or your IPL matches? How can you be so careless? Who wastes water like this? This is criminal wastage. You know what the condition is in Maharashtra," a division bench headed by Justices V M Kanade and M S Karnik said, while hearing a PIL filed by NGO 'Loksatta Movement'.

The court also asked whether according to BCCI and the other cricket bodies, cricket matches are more important.

"Ideally, you should shift the IPL matches to some other state where water is in abundance," the court observed.

The high court, while posting the PIL for hearing today, had yesterday sought responses from all other respondents, including the Maharashtra Cricket Association Stadium, Vidarbha Cricket Association, Maharashtra government and the civic bodies of Mumbai and Nagpur.

The PIL has challenged the use of nearly 60 lakh litres of water to maintain pitches at three stadiums in the state which will hold IPL matches.

The court today asked the Mumbai Cricket Association how much water would be used in Wankhede stadium, to which MCA's advocate said they would be using over 40 lakh litres water for the seven IPL matches to be held there.

To this, the court said it is a huge number.

The petitioner then said that pending hearing of the PIL, the court should grant an interim order restraining all the cricket associations in Maharashtra from using water to maintain the pitches.

The high court said it will consider the interim relief sought by the petitioner, during the hearing tomorrow.

The court also asked state acting Advocate General Rohit Deo to appear for the state government in the matter tomorrow.

Brihanmumbai Municipal Corporation's advocate Trupti Puranik told the high court today that they are supplying water to Wankhede stadium only for drinking purposes.

MCA's advocate told the court that they are purchasing water to maintain the pitches. This water is non-portable and cannot be used for drinking purposes.

He also said that the association will come out with some contingency plan to tackle the water crisis.

The advocate appearing for the petitioner, however, said several villages in Maharashtra do not even have water for sanitation, cooking and other purposes. This non-portable water could be of use in such villages.

The court also observed that water shortage is not just in Marathwada region, the situation is equally bad in Thane, adjoining Mumbai.

The petitioner's lawyer then pointed out that from April 5 to 9, there will be absolutely no water supply in Thane.

The court also noted that in some places in Maharashtra, prohibitory orders under section 144 has been imposed in the vicinity of water supply spots.

Notably, authorities in Parbhani town and Latur in the parched Marathwada region of the state, which is experiencing an unprecedented water scarcity this summer, have imposed prohibitory orders near water supply spots in the town.

    IPL please introduce water harvesting system in each state, you earn so much money.

    Each system may cost you couple of lakhs of rupees much much lesser than your contracts, Its just a matter of couple of years not only Maharashtra whole India can have enough water. We have too much rain but we die with floods and we have too much of drought and we die without water. Simple logic balance both. Water is life don't waste it. Water is also a force don't face it. To begin with just make 5x3 feets of digs x 10 around your house before the month of May and wait for the monsoon in June. Continue it for each year just see the difference of the water level of your well in the month of May next year. Its old science our forefathers did it for banana, coconut, paddy plantations digging {voli}/trench and we use to have 10 feet water during end of summer.

    Install desalination (of sea water)plants and use that water for any purpose and in any quantity as is done in countries like sultanate of Oman.

    IPL is cash rich cash milking game of BCCI .I would say they should instal one big RO plant themselves and with that they can afford to convert sea water directly into potable water. Govt and hon courts should direct them to have their own water Maker.

    Whats the use of playing IPL when most of our country is reeling under severe drought. IPL has become a money making machine for BCCI and nothing else.

    You are in Dubai and you do not know the ground reality. Mumbai water supply was 3500 MLD and now with 20% cut, it is 2800 MLD. At this level, it has water enough till July 15. IPL requires 4 ML in 7 sessions. It is minuscule. They cannot transfer water from Mumbai to Marathawada anyway.
    The govt has failed miserably in Marathwada which I cannot explain here. Nobody is taking farmers' cows, since, beef ban. Govt has not done anything for cattle or water supply. Rly Minister said he would supply 50 lakh litres in rail containers, but upto now neither train, nor the station from where it will start, where they will fill the water is not known. Knowing HC will ask more questions regarding this, govt is keeping mum on this 4 Ml of water of IPL.

    More than six decades of independence and people still are fighting for water.What a shame that our politicians are to be advised by courts on these matters.Why rhey can not put desallnation plants across coastal region and supply water to nearby cities includng Mumbai

    Atrocity to its core. Government is Hand-in-Hand with the BCCI. Farmers are committing suicide due to failed crops lacking water, unable to repay debt of 2000/-. whereas BCCI is purchasing water for Lakhs, Water used to make pitches. All this because IPL fetches Crores for BCCI.

    Shame Mr.CM of Maharastra, for turning a Blind Eye to this wastage.
