Meena advises admin to create software to inspect panchayat works

Mangaluru, Dec 7: Dakshina Kannada district in-charge secretary, Bharat Lal Meena, has suggested to the district administration to create separate software to keep abreast with the goings on at the panchayat level including video content of various works undertaken there. He was speaking after reviewing progress of different departments at the office of the district deputy commissioner here on Wednesday December 6.

He said that this will enable the officials to check whether panchayats are sticking to norms in works involving public amenities in various stages. He said that this software should enable the concerned to check progress of works in building construction, setting of public display boards, providing of ramps for the benefit for specially abled persons among others. He said that the gram panchayats should take snaps of works and upload through software, which can then be viewed at the district level by linking to that software.

Dakshina Kannada zilla panchayat chief executive officer, Srividya, pointed out that no funds are being sanctioned annually as in the past for maintaining zilla panchayat roads as a result of which these roads are sans maintenance. Meena asked her to examine whether road works can be undertaken under employment guarantee scheme, and promised to take up with the concerned the issue of grants for zilla panchayat roads.

Meena said that works that have already been set into motion can be undertaken even though code of conduct for legislative council election is in force, in reply to the contention of PWD officials that code of conduct has come as impediment in conducting certain works.

Meena said that a preparatory project report aiming at bringing the city under the central government's smart city project has been prepared at a cost of two crore rupees. He added that this draft report would be finalized and submitted before December 15. He assured that the report has been prepared, duly keeping in mind public convenience, and making it possible for the city to emerge as smart city in all fronts.

    Excellent advice from our ex-DC, but, who is to bell the cat?

    On the other hand, if there is transparency/accountability/honesty/sincerity/professionalism in the functioning at all levels of the district/TP/ZP administration, there would be absolutely no need for any special software to be installed for monitoring the initiation, progress, quality etc. of the government projects undertaken.

    A change in mindset at all levels of administration, and upholding the slogan 'Government's work is God's work' is the best possible and lasting solution.
