CCP to amend laws to penalize littering


Panaji, Jun 5 (TOI): The Corporation of the City of Panaji passed a unanimous resolution to accept the draft solid waste management by-laws which will arm the corporation in its battle against wanton garbage dumping and littering in the city. The solid waste management by-laws outline the corporation's strategy to tackle violators who dirty the city.

According to the approved proposal, which is open to suggestions, littering and garbage violations will attract fines right from 1,000 to 10,000 depending on the severity of the violation. The by-laws also proposed to penalize non-segregation of garbage into biodegradable and non-biodegradable.

CCP has also included provisions for new constructions coming up in the city to mandatorily create facilities within the complex for treating organic waste. Already existing buildings will be urged to dedicate a single point collection centre within the complex.

The department of urban development has sanctioned a sum of 3.52 crore for CCP to procure 30,000 plastic dust bins, which will be supplied to residents, hotels, restaurants and handcarts to ensure that garbage is not strewn around the place.

The passage of the by-laws will give the CCP more power to streamline and manage the growing problem of garbage in the city.

The meeting witnessed stormy scenes as councilors debated over the upper cap for funds sought by councilors for development works in their respective wards. The CCP has decided that projects being forwarded to the director of municipal administration and Goa state urban development agency will have an upper cap of 20 lakh per ward.
