Bagalkot, Nov 18: An in-depth analysis on the implementation of the state government's ambitious 'Thaayi Bhagya' scheme in this district has brought to the fore certain facts which give rise to a feeling of shock, dismay, and disbelief among well-meaning persons.

Surprisingly, if records are to be believed, some women have undergone labour pain and given birth to children twice or thrice a day, while some have delivered babies twice a week. There are some others who have completed entire cycles of pregnancy and child birth three times in six months! These strange happenings, which can put to shame any scientifically advanced countries, were revealed during checking of records under the said scheme.

The above scheme was introduced when Yeddyurappa was the chief minister of Karnataka. The primary aim of the scheme is to stop newborn from dying on account of shortage of specialist doctors in rural government hospitals. Under this scheme, women can undergo the process of delivery in hospitals with advanced facilities without having to pay any charges. The government had entered into agreement with hi-tech hospitals to pay three lac rupees for every 100 such deliveries.

After doubts arose about the genuineness of the claims, an investigation was conducted by the district health officer. The investigating officer found that irregularities amounting to about Rs 93,000 have been committed. It is gathered that Dr Jayashree Emmi, earlier working at Sai Cooperative Hospital in Beelagi who has been transferred to Vijayapura, remitted Rs 24,000 to the department of Reproductive and Child Health being excess amount wrongly claimed. This reimbursement was affected in September this year. The present report has not only recommended recovery of balance Rs 69,000 from the concerned, but also to initiate disciplinary proceedings against erring officials as per rules. It is said that fake records were created to project certain deliveries which took place in government hospitals, as having been conducted in private hospital. As a result, claims were made for conducting delivery of the same women both in government hospital and again in the private hospital.

    I was shocked to read the Headlines thinking what a unnatural Thing has happened in India which even in developed countrys also impossible is.Now the Picture is clear.It is not women but officials have "delivered" thrice or more,.The question is did they get any sign from women and gave some Money to not to disclose?Here should be all punished.Not even animals except rats are able to reproduce thrice a year.same way the Money is going to gutter ,about roads and other govt,works.

    Our population is exploding and we are soon over taking China. No proper birth control measures. In this back ground our state government is inducing more population explosion for the vote bank politics.instead of increasing polplation they should impose tax on those who are having more than 3 children. Catch those who marry more than two and castrate them. But instead of that they have "Shaadi bhagya'' What to do with this dirty government than throwing them out?

    It clearly points about our bureaucracy in the govt funded schemes are misused in the name of public schemes i.e of tax payers money!!!Sometime the politicians sometime the bureaucracy and sometime the middle man and a helpless poor man or a woman how he or she deprived from his or her immediate benefits!!!.

    I don't think it is because of one politician or party. All other states have developed good infrastructure and Karnataka is lagging behind. It is because of corruption and greed for money.
    No govt. is to spare. I believe the previous govt. is broken all world record in that sense.

    This sounds ridiculous and shocking. I fail to understand how only Govt schemes meant for poor people's welfare are being misused. How could one even commit such blunders which make no sense and which are impossible in nature's circles. Same women giving birth 02 to 03 times a year..!! Come on, this is such a shame to the systems, shame on Hospital administration, doctors and also on our Country..!!Isnt there a limit for corruption and some sort of consciousness in people when they swindle Govt / public tax money.!!
