Mangalore: Japan to invest in Shiradi Ghat bypass road?

Mangalore, Oct 30: Work on conducting extensive repairs to Shiradi Ghat stretch of the national highway that was proposed to begin on December 1 this year may be hit with delays. It had been announced months in advance that the ghat road will remain closed for six months beginning December 1, but the fact that alternative roads are yet to be announced by the district administration has given rise to doubts that there may be delay in starting work.

This road has often been in the news because of frequent damages and gas tanker accidents. A high level meeting relating to this issue is being held at Hassan next month, where a clearer picture is expected to emerge.

In the past, plans to build a 20-km road comprising of tunnels and bridges to enable vehicles to cruise through the ghat section at high speed on straight road had come up. This project not only provides easy driving convenience for vehicles, but also cuts short the distance by several kms. Although the state and central governments had evinced interest in this project, it was found impossible to pool grants because of exorbitant cost involved with it. Even plans to execute the project with private-public participation had been mooted, but problems of finance had stymied the idea.

It has now been gathered that Japan International Corporation Agency (JICA) has come forward to invest about Rs 2000 crore in this project (Rs 100 Cr for each km). The company plans to complete the entire project in about five years and recover the cost thereafter through toll charges.



Japanese team consisting of three experts namely Nashreen G. SINARINBO, Ryuichi OIKAWA, and ONO Masazumi had detailed met MLA J.R. Lobo, Mayor Mahabala Marla and members of the chambers of commerce and other important persons regarding the development of New Four Lane Road in Shiradi Ghat to connect Bangalore by way of tunnels.

Official confirmation in this regards is awaited.

    I pity the Jappos. They do not know as yet what it is like to get a Govt. contract and complete it.

    It starts with 2k crores and will have crossed 4k crores with the project not even 50% complete.

    This project will never see the light of day and 4k crores will evaporate.

    (I am not pointing fingers at BJP but cleaning the streets with brooms was only for a day - Oct 02 / Poor Mahatma / Thumare naam pe photo session)

    Going back many years when i was in 1st yr Uni (St. Aloysius), the JD(S) Govt. invited foreign companies to invest in the power (electricity) sector to over come the short fall of power demand. Two companies namely China Light & Power (China) & Cojentrix (US) came forward jointly under the name Mangalore Power Company with the project of a 1000 MW thermal power plant at Nandikur. As a student i was quite facinated and was keen to know the progress. 3 months nothing seemed to have moved, 1 and half year later some land was seemed to have been aquired. There was severe opposition / back lash from our fishing folks, local politicians etc for their share of the loot. I along with a few students with the guidence of our lecturers (BP, AMN, RS) we arranged for a seminar at the auditorium (St. Aloy) where we invited some industrialists (Mangalore Power, BASF, MCF etc) and some enviourmentalists, leaders from the fisher folks and locals. Couple of us even went to B'lore to invite Mr. Ron Somers of Cojentrix and he accepted our invite but told us that he was fed up with the slow progress / back lash etc etc and most of it the bribe openly asked by the big shots in the Gowda Govt. We were all excited for the seminar but it started off with the usual lighting of the Deepa but lil we realised that most of the people will have to live with the deepa for many more ages. Soon the seminar was in chaoes with shouting etc. Mr. Somers left shortly and he told the two of us that he would try for another year. Rightly MPC shut shop and left in 1994 and now 2014?

    Ours is a country of shameless beggars where the rich loot the land. Its sad to know we cannot even finance to build such a road. The worst part is after the Japanese build it, some corrupt politician will create problems and to win votes stop paying the toll and bring shame to the country.

    There are ample construction companies in our country who presently engaged in overseas too, they are good enough to carry out this task, over and above nations own Border Roads Organization which built Kudremukh to Bajagoli (Maala) road in1976 /1977 in given time, which road still in excellent condition, which withstood the heavy rainy seasons for such a long time with only very minimal maintenance. Then why we should prefer a Japanese firm. Babus may put forth the plea that it requires tunneling, don't we have that capacity when we have done so many of these type of projects. Why to waste our foreign exchange while paying such a huge sum. There is a hidden agenda. Why can't you Make In India.

    Pls read about the fate of the Bangalore Metro Project at Majestic which is carried out by foreign technologies, and still not being completed due to the absence of cutting edge technology available in India.

    Do you think we Indians have that technology developed by us?

    Same, or even better technology is required to do the Shiradi Ghat bypass too.

    Just two weeks back the Transport Minister Gadkari cancelled proposed road project of Rs.800 crores which were sanctioned earlier by UPA govt. Deplorably none of the Karnataka MPs protested against the unilateral decision of Gadkari to cancel Karnataka Road Projects without taking any of Karnataka Ministers into confidence. This is the extent of anti-Karnataka stance of present NDA Govt.

    Govt does not have 2000CR? Govt pvt investors also don't have 2000CR?? makes me laugh as Govt has many 00000crs to built status. Govt could even float long term loan schemes to secure funding. But I believe the will is lacking. Japanese are better of uting the job at least they will complete it (even if at higher cost) than leave it half done as do our indian contractors in which case you might have to enter the tunnel at your own peril. Wonder why not invite a open tender, major indian contractors are equally competent??

    earlier only toll bridges were seen. Now Toll roads have come. The road tax we pay need tobe used for road development.But our power hungry politicians put everything in jeopardy by announcing populist schemes like Re.1 rice. No money to appoint staff, no money to pay salaries. It is a disgusting system we have. People are unconcerned!!!

    Meaningful and good effort by Govt for shiradi ghat project & Funds.
    So many people were criticizing several times, that nothing is being done for years of Shiradi Ghat Road.
    But when Govt is taking initiation, the same people criticize Govt to any extent.
    They seems have vested interest, want shriradi Ghat Road / tunnel work carried out by BJP Govt.

    At least something is coming up now for Mangalore - Bangalore highway. If one can recall their memory, Mr. Kheni of NICE offered himself to construct new highway between the cities provided given the permission. Also assured the distance between the cities will be reduced to less than 200 Kms. Actually the aerial distance between the cities is less than that. Internationally 300 Km distance generall covered within 3 hours by bus however in our case it 8 to 9 hours. Hiththala gida maddalla saying effectively applies to us as we are against our own people. The offer from Kheni is around 8 years ago.

    If 20000 crores is the capital out lay for the proposed ghat road what may be the toll rate?I am afraid and hope its may not be more than bus fare for oridinary KSRTC bus travel from Mangalore to Bangalore!!!
    Our own internationalyy aclaimed construction compant L& T is capable of uting this project may be at a lesser cost but only negetive point for them they will give bribe to politicians!!!

    It is only 2000 crores and not 20,000 crores.
    If our corrupt politicians do not demand bribe from Japanese company then this project will surely materialize. Japanese are satisfied with only meager return on their investment i.e only 2 to 3% pa unlike blood sucking Indian companies who always want minimum 20% return on their investments.

    I understand that L&T is not offering any bribes to the Politicians. When I had met Oscar Fernandes when he was Road & Transport Minister I had suggested him to give Shiradi Ghat Contract to L&T. As per DW news some time back Oscar has sanctioned about Rs.100 crores & state government another Rs.5 crores last year for repair of this Ghat. Now I understand that again this Ghat is in Pathetic condition, because road transport department gave the contract to some corrupt, low grade contractors. I believe that these projects r money swindling projects for our corrupt politicians.

    Its a good move to have a straight road which will save lot of time, fuel and less prone to accidents.

    If everything goes as per the plan, we will have a good road in 5 years. Less accidents, less time to commute. But it all comes at the cost of toll.

    All the good roads are toll roads, so my question is why should we pay road tax at the time of registering our vehicles. For an average car the road tax is around 1 lakh for 15 years. So on an average every car will pay 7,500 annually. Where does this money go?

    Isn't it the duty of the government to provide good roads as we pay for it in terms of road tax?

    This project clearly demonstrates the Japanese will to ute projects of this kind even in very difficult locations of the world using their cutting edge technology and business sense.

    Indian companies should come out of the protectionism mentality and compete with Japanese.

    One more thing, I find it hard to understand what is the role of the Central govt. in this project as acclaimed by some commentators here.

    Hope this project will take off in time without any back biting by politicians and people with vested interests that deter the progress of Karnataka.

    I am happy that an Japan has thought of this noble venture, I hope that the contract may go to Japanese Engineers known for their precision and lean management. If the Congress does it, so be it, if it is BJP, so be it. As long as the road is completed on time and done safely, so that accidents may reduce in this road, it is a very unsafe road currently. Hopefully with proper toll booths to maintain upkeep of the roads post build, we may actually have good roads there.

    Indian contractors are kall nann makkla.. low quality work so that road wears out again and make money through frequent contracts. Japanese roads are world class. They will do asphalting so that road doesnt wear out again during the rainy season. Good move by central govt.

    It will be a good idea to make a alternate speedway for shiradi ghat. This will enable faster linkage between mangalore to chennai via bangalore. The government should also consider a bypass road that will directly connect base of shiradi ghat to mangalore port bypassing mangalore and bantwal towns.This will ease the traffic woes in these two places and at the same time sparing these towns of likely disasters what with all that petroleum and gas passsing thru on those scary bullet tankers.

    Tunneling would be a disaster!then what to talk abt 4-lane? Mt.Akina itself has winding roads.See initial D movie of Japan ghat racing. The present tar road should be re-inforced and bullet tankers,iron ore, wooden log 12-wheeled trailers etc. should be banned.

    L&T cannot undertake this project because they have to work on the 182-metre tall statue of Sardar Patel costing Rs 2,979 crores. That will be a big challenge.
