Russian molested on beach - and by doctor


Panaji, Oct 23 (IANS): Molested on a Goa beach last week, a Russian woman has now told Russian consular officials here that she was molested again by a male doctor at a government hospital where she was sent for medical examination after the first assault.

Speaking to IANS, advocate Vikram Varma, legal advisor to honorary Russian Consulate in Goa, also said that there were massive procedural delays in the filing of the first information report by police and the hospital authorities vis-a-vis the medical examination process.

Varma said that according to the victim, a Russian tourist who was on a seven-day holiday, the doctor examining her molested her by pressing her breast at the Goa Medical College and Hospital (GMC), near Panaji.

She had been taken to the state-run facility after being molested and robbed on Baga beach, 20 km north of Panaji early Saturday.

"The victim has informed the Russian consulate of the matter. What has disturbed her is the way her breasts were examined by a male doctor at GMC," Varma said, adding that a formal FIR had not been registered yet.

The victim has also informed the consulate that the molestation and robbery FIR was registered after 24 hours, which is against a directive of Chief Minister Manohar Parrikar.

The Goa home ministry controlled by Parrikar had issued a circular asking police not to delay registering offences involving crimes against women.

Varma also said that getting through formalities following the robbery and molestation took almost a day.

"She was visiting only for a week and after this incident she has spent a whole day nearly at the police station and GMC," the lawyer told IANS.

The victim was walking along the popular Baga beach when unknown persons slapped her, tore her clothes, molested her and snatched her gold chain worth Rs.33,000 Saturday.

Neither police nor hospital authorities were ready to comment on the incident.

This is one of the first reported body crimes against a foreign female tourist this season, which officially began mid-October.

Goa's beaches have been under the spotlight for being unsafe to foreign tourists, especially women, in recent times.

Russians account for the largest contingent of foreign tourists to Goa, which sees three million tourists every year, out of which half a million are foreigners.

    Wrong thing done by the Doctor
    1. There should have been a Female Nurse during the Examination.
    2. If the Doctor has done this shameful act, he should be dismissed.
    Other than that...
    Has anyone checked the Visa status of the patient?
    There are instances where the Foreign patients indulge in Drug and other intoxicants have forgotten to renew Visa regulations, thereby get admitted into a Hospital and sometimes even verge on forcing the Doctor to admit them citing serious illness.
    If one goes to Baga, you will note that Indians are the tourists there, and the Doctors who actually do good business are those who treat Venereal Disease/STDs.... Can anyone tell why we are fast to condemn the Doctor, the Press gives such microscopic view of the incidents, with only the Victims view. What about the Doctor, the Nurses, Have they testified?
    I think there is a need to inform the Russian Embassy in Goa and Authorities. The Govt. cannot stop Rape. It is an act of Hate, an act of Rage, against the woman/man/child, It has nothing to do with Mr. Parrikar, unless he ordered the rape.

    What a shame to the nation. Goans should at least take care that they have female doctors to treat female rape victims. The accused doctor should be immediately banned from practice. Would it be ever possible in RAPUBLIC OF GOA ?

    On the whole it is a bad Name for our Country ,medical Profession.Rapes are increased at present in a way even animals would shame .That too when a foreigner is raped first by locals and second time by doctor.Lord come down and teach them what hospitality manners and respecting women.

    I switched on NDTV, Time Now, CNN this afternoon. Breaking news is about Russian Molestation in Goa..


    Parrikar Govt failed to curb the molestation incidents across the state. All International & National media reported this in their front page. GOA is slowly turning out to be RAPE CITY.

    Atrocious. Here is a clear case of total callousness on the part of the police as well as the doctor who treated the Russian lady tourist.

    Hope that the hand law comes down heavily on the guilty persons.

    Tourist Industry is very important for India. However this is likely to decline because of the sexual assaults on foreign women tourists.

    Hope the central Government steps in.

    That is why foreign tourist sacred of India.This incident will effect tourist inflow especially from Russia.Goa beaches are prone to such incidents in recent times and behavior of Doctor in fact, baffles every one around.India's record in women safety is still not promising as we are advancing to 21th century with world.We should ask male member of our family to behave rather than blaming women's dress etc etc.
