Mangalore: CRZ regulations creating hurdles in developing beach tourism, says Deshpande

Mangalore, Sep 9: Coastal tourism meeting headed by minister for tourism and higher education, R V Deshpande, on Monday September 8 here at Hotel Ocean Pearl, stressed on the need for relaxing provisions under Coastal Regulatory Zone (CRZ), with the minster expressing hope of relaxation of these norms by the central government to facilitate development of areas close to beaches towards boosting beach tourism.

The state government took the lead to put forth the request to the union government to ease the CRZ regulations that come in the way of developing the beaches. He said a team deputed by the central government had visited three states, Karnataka, Maharashtra and Kerala in connection with this request. Karnataka has identified 44 beaches as well as some islands as having rich potential for development of costal tourism and submitted the request to union ministry of environment and forests.











He expressed optimism at the meeting that the CRZ would be relaxed to develop the coast. He pointed out that according to prevailing norm of CRZ, development of beaches up to a distance of 200 metres from high tide point cannot be taken up. Karnataka government had asked the ministry to ammend the norms by reducing this distance to 50-100 metres for integrating infrastructure, the minister noted.

Meanwhile, he quipped at the meeting that one cannot expect the government to do everything on its own, adding that participation of people in development initatives of the government is of utmost importance. He obliquely urged the private players to come forward to develop tourism in the coastal districts in on public-private participation model, while district in charge minister responded by commenting that local people here are prepared to move two steps ahead in developing the region if the state moves one step.

Deshpande said he would focus on training skilful guides in tourism sector. There are not enough skilled guides on the ground and a comprehensive teaching would alone strengthen the quality of guides, he felt. He explained that the trainees under this programme will be taught to converse in several languages for the convenience of tourists. However they would work on their own after undegoing this training, and will not be offered salary by the state government, he stressed.

    Yes it's a good move.CRZ rules should be relaxed..we have a beautiful coastline ..people go to thailand Bali etc for enjoying sea..we have equally beautiful but not developed..if developed we can do much more than them .. So i welcome all efforts to relax crz in all beaches

    All these rules were made by the Cental Govt. UPA rule. On the other hand more licences are given to fishing boats to catch fish, even minute ones. What is the logic ?

    In Sasihitlu, Mukka they have made the area CRZ 1 inspite of the area having a cluster of houses. Under CRZ 1, one cannot convert / repair or build a house, incl. a fisherman. Moreover the person cannot avail a bank loan against his property. A drastic change in the policy is needed immediately.

    Hon.Mr. R V Deshpande, which tourist/person will go off the beach/sand and stay 200 or 500 Meters away? when the beach front property cannot be developed how or who will invest in the hinterlands? how are illegal slums coming up on the beaches with door No's and electricity? how can this be curbed when the legal beach front property owners cannot stop them or develop their own legal property.one final question who is benefited by this CRZ?

    Mr. Deshpande, You congress people mostly useless, wake up very late. I tried to convert my river side land. CRZ MANIPAL engineer came and told me in January this year your land must be 5oo meter away from river then only we can make conversion. Without conversion what a development. You made lot of use less rules copied from British or some European countries. But in Spain rule is 100 meters. Next you loose state election. Wake up and make people friends rules for development and for every one benefit.If any one want to press disagree press now. Learn from small countries like Singapore how to develop tourism.

    What are you talking of Mr. Despande. 5 foreigners are landing in Mangalore every day. For these hand-full you need not training for guides in different language. Firstly get one simple job done to get the CRZ rule relaxed. If a tourism minister cannot get this thing solve, who else ? get the leg-work done and the others will go automatically. Mangalore is full of institutes and many will jump.in the tourist-guide institutes. We don't need the corrupt govt.body. 50% of this will go in private pockets. Just get things solved. You are paid a lot for this position. You have hundreds of staff who are also use less sitting and taking pay.
    Shame on you and your back-bench people.

    It is very easy for the Politicians to make statements. But the bureaucrats refuse any developments or inward investments unless, they are looked after. I tried my level best to bring NRI investments especially in Tourism. Senior Officials like the Deputy Commissioners refuse to give appointments.
    Even Mr Modi the the New PM makes similar statements. Let them first sort out the Bureaucrats, before all the Jargons.

    First of all try to protect the shore and the road from sea erosion. Hundreds of meter land and thousands of coconut plants have gone into the sea in the past few years. When there is no sea shore what beach tourism we are talking about! It applies to all political parties. BJP too only spoke in several years! Can you show one credible step to curb sea erosion in coastal district.
    Several third world countries like Thailand have excellent beaches and beach drive. Every gulf country has developed and constructed neat clean and planned beach front. In Karnataka can we name a long stretch beach structure with proper tourism attraction? All we have is filthy and garbage filled areas and Malpe, thottam is classic example. They could not improve natural beach like Kaup!!
    There is potential to earn billions if there is a will! Need to keep moral police at bay and Khaki police on the job!

    Really, a very valid point. Goa & Kerala have never bothered about CRZ rules.

    Instead of simply making rules, let the Central Govt. first construct an underground drainage system. Then these rules are unnecessary.

    Developing Coastal Beach Tourism need to be taken up on war footing keeping aside all the hurdles and clauses which are coming on the way of development.Hope the State Governments pay major attention to augment tourism in the state which will be the best revenue source to increase our income.

    A week back i suggested in your column that there is great scope for the development of tourism industry in the coastal districts of karnataka.Now the move by tourism minister of state to approach the central government to relax restriction on CRZ restriction is great move.Worldwide coastal tourism is great source of revenue and created new source of employment. Let us march forward to the international standard.
