Bangalore rape: Skating instructor arrested, laptop reveals videos of child porn

Bangalore, Jul 20 (IANS): Musthafa, a 30-year-old skating instructor at a private school here, was arrested late Sunday on charges of sexually assaulting a six-year-old student in a classroom three weeks ago that rocked this city and outraged hundreds of parents.

"The accused has been arrested under sections 376 and 406 of the Indian Penal Code (IPC) after he was interrogated with six other staff members of the school following a complaint by the victim's parents July 14," Commissioner of Police Raghavendra Auradkar told reporters here.

Police also seized from the accused a mobile handset and a laptop, which contained incriminating pornographic videos showing school children being raped.

"That shows the state of his perverted mind. The videos were downloaded from porn sites through internet. Though the accused has been living in the city for over the last 20 years, he hails from Darbhanga in Bihar," the police chief said.

Musthafa alias Munna has been working in the school (Vibgyor High) in the city's upscale southeast suburb since 2011, drawing a salary of Rs.18,000 per month.

"He is married and has a three-year-old child. We will produce him in court Monday and seek his custody for further interrogation and investigation," Auradkar said.

Preliminary interrogation revealed that the accused was thrown out of a previous school following a similar complaint though no case was registered against him then.

"The heinous crime has created a lot of anguish among the parents and in the society. We have been able to achieve the breakthrough after sustained interrogation and investigation by senior police officers during the last five-six days," Auradkar said.

Though the horrifying incident took place July 2, the case was registered July 14 in a police station by the girl's parents when she complained about the injury on her body following the sexual assault.

Police to enforce safety steps in Bangalore schools

Bangalore, Jul 20 (IANS): In the wake of rising crimes against women, especially sexual assaults on girls and minors in the city, police have drafted a set of guidelines for their safety and security in schools across the city, a top official said Sunday.

"Our police officers of deputy commissioner and assistant commissioner ranks are meeting heads of schools in their jurisdiction Monday to issue the guidelines for ensuring safety and security of their students," Police Commissioner Raghavendra Auradkar said here.

The city of 10 million people has seven zonal police offices with deputy commissioners and assistant commissioners, who are supervised by two joint commissioners and three additional commissioners.

"Enforcing the guidelines will be mandatory as it is the responsibility of all schools to ensure the safety of their wards," Auradkar told about 5,000 people, including parents, activists, techies and youth, who descended on Freedom Park in the city centre to protest the spurt in crimes against women.

Sharing the concern of the citizens, Auradkar said stringent action would be taken against those who committed the sexual assault on a six-year-old student in a private school early this month (July 2).

"Investigation into the case is at an advanced stage. It is a sensitive case as it involves a child, who is traumatised by the horrifying incident. We are collecting all evidence required as per the new law, amended last year after the Dec 16, 2012 gang rape in New Delhi," Auradkar said.

Condemning the sexual assault on the minor in a reputed school, the police chief said such heinous crimes were not acceptable by any society and should not have happened in a cosmopolitan city like Bangalore.

"In this hour of crisis, we need your support and cooperation in maintaining harmony in the city. Your actions such as peaceful protests, rallies and demonstrations will put pressure on criminals indulging in rape, murder, abduction, extortion, chain-snatching and eve-teasing," Auradkar said.

He admitted that a circle inspector in the city diluted the charges in a rape case last week, violating Section 166A of the Protection of Women Against Sexual Harassment (Prevention, Prohibition and Redressal) Act, 2013, and for which he was suspended and arrested.

Auradkar said police officials at lower ranks were being sensitised and familiarized with the new law and have been instructed to act quickly on complaints filed by women.

"We are also modernizing our communications system to receive, register and respond to complaints through phone, SMS, e-mail, Facebook and Whatsapp by connecting them to our control rooms across the city," Auradkar said.

    Child porn is a complex issue and depends on the " definition of child " world wide. Eg: some European countries have age of consent as 12 , so anything above legal. In japan hentai school girl cartoon are legal and its part of their culture . India do have different definition of consent , but internet is global and free. Despite any country its easily downladable. Most islamic countries all have banned both adult and child porn though.

    2: now after this incident men who work in schools and colleges are in extreme danger of suspicion and harassment .

    3: Most important , the child victim has to be properly counselled. There is no point making her know what happened to her even after she becomes adult , because it will truly hamper her morale and confidence. She should be made aware that she rose above the incident and future will be bright. Changing her school and location is also better idea. Less her parents and friends talk about the incident , better for her her.

    a) The film industry in all languages changes its attitude and stop producing sex provoking movies, especially the "item" numbers

    b) Government exerts maximum control to prevent dirty provocative posts being posted on social sites like FACEBOOK etc.,

    c) Ban provocative publications either by way of magazines, news stories etc.,

    d) Strictly ban red-light areas in all major cities, towns and even villages

    e) Ban import of all foreign films, including western movies with provocative contents

    f) All religious heads, of all major religions, instead of indulging in politics, start making a major efforts to educate all parents, rich or poor, about the sanctity of human bodies, of sex in married life, etc

    g) All web portals - networks etc. filter all internet materials with phonographic contents in them, as is done in the Arab countries

    Encounter the rapist ? There was a protest outside Fraser Town police station demanding the release of 5 rapists who gang raped the 22 yr old girl. You see, the police are hesitant to arrest "seculars" due to political pressure, and other "secularists" who will demand the release in the name of "secularism".

    What do you mean "u have to cough up"? let me remind you kabeer case was the "legally business" where encounter him illegally and for the Amith Sha no need explain to him majority of Indians know him very well how is "chanakya" except communal people.
    You people first check the culprits name and then come to the allegation against one particular religion and linking to other communal incident. It’s very harmful for our future society.

    Good that Police tries to enforce safety steps in Schools.
    However Police force capacity is very limited in curbing rape like menace.
    Police force is accountable to the law of the land which works on evidence.
    What Police can do to suicidal kind of behavior? creating fear alone can't work with them.
    NGO's, Political parties, M.P.
    MLA's, educationalists, big corporates and people with high esteem should tirelessly work for the solution and prevention.

    Dear Commissioner Saab, your safety factors will not stop any future rape or murder cases. You need to create fear factor among culprits so that they think 100 times before they commit any misdeeds like this. Just take the example of Gulf Countries, here people are afraid of talking about murder or rape issues forget about committing any crime not because of they are always law obeying people but just because they have fear of death penalty for sure. But in our India, people don’t even respects Police but also don’t have fear for them too
