Mangalore, Jul 15: "The situation in government offices in DK district is such that no work is done if we do not bribe the officials. The Forum for Justice has raised various such issues and the DC of Mangalore has also taken action against in this regard," said Dayananth Kotian, the convener of justice for forum.

He was addressing the media at the press club here on Tuesday July 15.

"In no sub-registrar's office across the district will any registration work be carried out without a bribe. The Forum for Justice is ever ready to fight against such menace in society, but in order to do so successfully, cooperation is essential from not just the members of the Forum but the public as well," he said.

"If any official demands bribe, one must not give in, but place a complaint to Forum for Justice at its office in Bharath Building at Hampankatta," he added.

"Based on a complaint filed by us, the DC called a meeting of all the sub-registrars, district registrars and the Forum office-bearers on May 6. As per the request of the Forum, the DC has ordered for certain norms to be followed by the officials. He personally called the registrars and conducted investigations in the presence of the Forum office-bearers on July 10."

He added, "As precautionary measures, the sub-registrar and district registrar have been ordered to install CCTV cameras in their offices, also to install boards urging the public to file complaints against the officers who ask for bribes. The officers and staff have to declare the amount with them at the entry and exit points to the office," he concluded.

Conveners Victor D’Silva, Santosh Kumar Kadri, Clifford Crasta and Jagrathi Samiti convener Vasudeva Boloor were present.

In normal circumstances few of our commentators could have bombarded with harsh wording to condemn the District Authority and concerned Government. Whereas in this case same so called intellectual people nicely and carefully drafted their words instead of condemning the wrong doing

    Bribes are not easily detectable...
Example if you want to buy a property, you have to keep a side 10% of deal(Not the stamp value)to the lawyer who represents you in the process of registration.
Hence, it is lawyer and the sub registrar office bearer nexus working together. How a common man complain as bribe?...
    Can any body explain.....?

    Cont...
I am sure if people are smart enough to use SMART PHONES, they will be happy to get the work done online and paperless.

One more important thing is to have Unique Identity card\no for each individual. Having this card does not mean that the person is a citizen of this country or can avail any govt facilities. This card is only to identify a person and also it is easy to keep a track of any fraud committed. Even if the person is not a citizen of this country and staying here for long period, we can have information of this person with help of this card and his whereabouts. This card can be then linked with Banks, Govt related work, licensing, banning, blacklisting, transactions etc.

we live in a country with many languages, different cultures. Today I am living in Mangalore tomorrow I may have to move to some other state out of Karnataka due to work or for personal reasons. I may not be fluent in all languages. So my request is to have a document divide into 2 columns with regional language written on one side and English on other side like documents done in Arab Gulf nations. So we don't have to dependent on others and reduce fraud to a large extent.

Always try to get a people and environment friendly better solution.

Most of the fraud are committed by Govt officials, religious heads and influential people. Common man is just made to run around and suffer under law.

We are facing problem done by Registrar who had registered a false sales deed of our land in favour of another unknown party and the case is dragging in courts from many years.

PLEASE NOTE that bride is not only demanded by officers to get our work done, but can also be given to make fraud or false documents which goes unnoticed when both parties are in win-win.

we need to have all Govt departments, Courts computerized and online. All form submission, tracking of progress of work and case matters must also be made available over internet with online access. So we will have an option of going personally to Govt office and get the work done or do it over internet or get assistance of an agent. This way direct contact with Govt officers is broken and all application submitted must be logged with track\ticket no which needs to have a time frame of closing application\case with s sent through emails or SMS.

All cases in lower to supreme court needs to be upto date online. By this we keep a track of all proceeding and not waste our precious time waiting to get s from lawyer or court admin or standing in line at Govt departments waiting to meet officers just to get bribes payed.
I am sure if people are smart enough to use SMART PHONES, they will be happy to get the work done online and paperless.

It is high time we joined those who genuinely want to fight against corruption, which is the scourge in all Govt. Depts. and lawyers we employ for our legal work.
So let us be part of it by not paying any bribe to any officials for completing our work, which is their job.
Let us place complaints through this Forum for Justice if we are asked to pay bribes. By doing so surely our work at those Govt. offices will be delayed but gradually it will improve and the habit of taking\paying bribe will be reduced each passing day.

Corruption will never end unless the materialist attitude is changed. We are ready to bribe for small materialist gains. Unless this changes, even the most tough law or most honest person at the top will not be able to stop corruption.

Public is always supporting the fight against corruption.
It is the politicians of all the Parties (except AAP) who are openly supporting and also protecting the corrupt.
After Lokayukta catches a corrupt officer, the politicians ensure that he not only comes out unscathed but he also gets promotion as if he has done great service to the society by being corrupt.
