Mangalore: Justice Hegde opposes proposed amendment to Lokayukta Act

Mangalore, Jun 19: Former Lokayukta Justice Santosh Hegde expressed strong discontent over the state government’s proposal to amend the Karnataka Lokayukta Act on the lines of the central legislation on Lokpal. He said that he viewed the government plan to introduce the amendment as a calculated move to dilute the existing act.

Hegde opined that the new Lokpal Bill passed at the centre has to be given a facelift as it is not strong enough. “The Bill is not so powerful as to comprehensively tackle the problem of corruption dogging the nation,” he said.

He was addressing reporters after attending Daijiworld Weekly's fifth anniversary celebrations at Town Hall here on Wednesday June 18.

“The state government is now highlighting the inclusion of the chief minister and cabinet ministers for enquiry under the proposed Karnataka Lokayukta Bill 2014, while the existing Act already deals with this. The proposed laws will dilute the powers currently enjoyed by the Lokayukta. A single Lokayukta under the present law has the power to move ahead with proceedings against the chief minister and cabinet ministers. Hence, there is no necessity to introduce a new bill,” he added.

Hegde said that as per the newly proposed law, a nine-member panel will be appointed and the Lokayukta would need clearance from the panel for all investigations. "Enquiry against the chief minister and his cabinet colleagues can be conducted only if three members of the panel give clearance," he said, hinting that he would raise his voice against this move by the Congress-led state government.

Referring to the plight of the Aam Admi Party (AAP), he advised the party to come up with a reshuffle to end the chaos within. Hegde agreed that the party has gone completely off track. "They have to come up with a major reshuffle for the party to emerge successful in the future. The party will see tough times in the coming days," he added.

    Here is Justice Hegde with a clean record making his remarks/observations on The Lokayukta Bill. Considering Justice Hedge fund of knowledge and experience due consideration should be given to his ideas and views bearing in mind that he is a PEOPLES' without any selfish motives.

    People should realize that the two major parties in india since more than 60 years only cheating the people with fake promises just before the election. The AAP agenda is not to rule the Government with SWARAAJ. Jan Lokapal bill. In these for any political party does not have any options to do corruption. Better you read once SWARAAJ bill.
    We people are just blaming the parties or government without using our right and not doing our job. So many corruptions are in front of every indian, but still they vote for the same corrupted parties. After the election they starts to blame govt. The People should know to whom they have to give their vote and for WHY? Not blindly believing the any politicians or the party. After the election as well people should monitor the Leader by encouraging for his good job, and opposing for the Bad decisions. Then only the People can enjoy the real freedom and real democratic. If do not so, those people only the responsible for growing this much corrupted politicians.

    Really he is Bravo.

    He removed the Cheddi of DKS, SMK, Gharam Singh. Laad, etc. but only difference is that they ran away with their Cheddis giving to Justice Hegde and poor Yeddy followed rules & regulation of Indian constitution.

    AAP is yet to behave like a political party if they have to compete with other established political parties.
    They were given a stepping stone which they squandered recently and showed that there is no discipline in the party. Without that it will be many years before they gain confidence of the voters. They should, in my opinion, exert utmost effort to establish corruption of the existing political parties SUCCESSFULLY and fight to eradicate the same which in turn will gain the support of voters and subsequently will be accepted as a contender for governing India. The main agenda of AAP should be fulfilled on priority basis.
    Just do not make promises which you can not keep or which are impossible to keep....
